TRANSI'I'-ORIENTED DEVELOPMEN'~ MASTER P'LAN
FOR T~IE B'WO SMAI2T STA'~ION AREAS
WI~EREAS, at the City Council goal setting session on January 23, 2010, one of the
goals estabiished by the City Council was to implement the Central Petaluma Specific Plan and
maximize development potential around transit-oriented development; and,
WI~EI2EAS, the City of Petaluma has been awarded a grant through the Metropolitan
Transportation Commission and the Association of Bay Area Governments' Station Area
Planning Program to develop a transit-oriented development master plan for Petaluma's two
planned SMART station areas; and,
WHEREAS, on February 18, 2010 the City issued a Request for Proposals from firms
interested in preparing a transit-oriented development master plan for the City; and,
WHEREAS, fifteen responses were received, and based on an evaluation of the
responses by a selection committee, six firms which appeared to be most qualified to prepare a
plan that meets the City's goals and objectives were interviewed, and three of those firms
forwarded for City Council consideration; and,
W~IER~AS, on July 8, 2010 the City Council interviewed the three finalists and sel~ected
Community Design and Architecture and Opticos Design with direction to City staff to review
references, negotiate scope adjustments, and provide a final recommendation to the City Council;
and,
W~IER~AS, the responses to the Request for Proposals were evaluated, references and
work products reviewed, and scope adjustments made; one firm has been selected to lead the
effort to prepare a Station Area Master Plan for both the Downtown Petaluma and Carona Road
SMART stations, any Zoning Ordinance/SmartCode° amendments necessary to implement the
Master Plan, and to perform CEQA review so as to position Petaluma to market
development/redevelopment opportunities within both station areas and insure the greatest
potential for transit-oriented development.
NOW, T~-IEREFORE, BE I'~' 12ESOLVED that:
1. The City Council awards a contract for station area planning services consisting of
the scope of work provided in the "Proposal for Petaluma SMART Rail Station
Areas: TOD Master Plan, Opticos Design, Inc. Revised Work Program" dated July
26, 2010, to Opticos Design in an amount not to exceed $300,000, conditioned on:
a. Execution of a funding agreement between the City and the Metropolitan
Transportation Commission.

b. Opticos Design executing a professional services agreement substantially in
conformance with the City's standard Professional Services Agreement and
providing all required contract documents, properly executed by authorized
representatives of Opticos Design, including, but not limited to, all required
insurance documents, within 14 calendar days of receipt by Opticos Design of
such documents from the City.
2. The City Manager is authorized to execute a professional services agreement for the
station area planning services described above upon fulfillment~ of the stated
conditions and receipt of all required documents from Opticos Design.
Under the power and authority conferred upon this Council by the Charter of said City.
