CONDITIONALLY AUTHORIZING A WATER CONNECTION OUTSIDE
THE URBAN GROWTH BOUNDARY FOR THE PACIFIC GAS AND
ELECTRIC SUBSTATION FACILITY LOCATED AT 3600 OLD ADOBE
ROAD, APN: 017-140-010 AND PROVIDING FOR APPLICATION TO THE
SONOMA COUNTY LOCAL AGENCY FORMATION COMMISSION FOR
APPROVAL OF AN OUTSIDE AREA SERVICE AGREEMENT
WHEREAS, Pacific Gas and Electric Company (PG&E) has requested an outside
service connection to the City of Petaluma Public Water System; and
WHEREAS, PG&E has provided documentation that the existing on-site well is
unacceptable as a potable water Source, does not meet well standards for public water systems
and has provided documentation indicating that water quality sampling for the well indicated
exceedance of maximum contaminant levels for specific conductance and chloride: and
WHEREAS, this action has been determined to be categorically exempt from the
California Environmental Quality Act (CEQA) under Section 15301 (existing facilities); and
WHEREAS, Pursuant to Resolution No. 91-16 and General Plan 2025 Policy 1-P-30(5),
City of Petaluma policy allows extending water service connections outside City boundaries for
non-residential purposes including public and quasi -public uses existing as of Judy 20, 1998,
upon approval by the Petaluma City Council, and
WHEREAS, Sonoma County Local Agency Formation Commission ("LAFCO")
policies, as well as Government Code section 56133 permit approval of agreements for extension
of city utility services outside city corporate boundaries where certain specified requirements are
met, including extension of such services within a city's sphere of influence in anticipation of a
later change of organization or in response to an existing or impending threat to public health or
safety, including such threats in the form of an impacted water supply;
NOW, THEREFORE, BE IT RESOLVED that the City Cot[nciI of the City of

1. Determines that this request is consistent with City outside water service policies
concerning non-residential/public and quasi -public users, and the General Plan 2025,
including Policy 1-P-30(5).
2. Conditionally approves one two-inch water service connection to the existing water
main within Old Adobe Road, with a one -inch meter, for the purposes of providing
City domestic potable water service to the existing PG&E maintenance yard office
and substation control buildings located at 3600 Old Adobe Road, APN: 017-140-
010, subject to required approval of Sonoma County LAFCO.
3. Directs the City Engineer and Planning Manager to submit an application to the
Sonoma County LAFCO for approval of an Outside Area Service Agreement
("OSA") between the City and PG&E in a form approved by the City Attorney and
City Manager, and to file a Notice of Exemption with the Sonoma County Cleric's
Office and to issue the necessary construction permits upon confirmation of LAFCO
approval of the OSA and subject to full reimbursement by PG&E for all costs
incurred by the City arising from the proposed extension of City services.
