HomeMy WebLinkAboutStaff Report Agenda Item #4.A 02/02/201501 DATE: February 2, 2015 Agenda Item TO: Honorable Mayor and Members of the City Council through City Manager FROM: Sue Castellucci, Housing Coordinator SUBJECT: Resolution Authorizing An Application for a Housing Related Parks Grant and Authorizing the City Manager to Execute Any Grant Related Documents RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Authorizing An Application for a Housing Related Parks Grant and Authorizing the City Manager to Execute Any Grant Related Documents BACKGROUND The Department of Housing & Community Development (HCD) has released their application for the fourth round of the Housing -Related Parks (I -IRP) Program. This incentive grant program, totaling $35 million for housing start activity during the designated 2014 period which is inclusive of the years 2010, 2011, 2012, 2013, and 2014 is available to eligible cities who meet the threshold requirements. The City of Petaluma meets those requirements as follows: 1) completion of an adopted housing element in substantial compliance with housing element law; 2) submittal of the required annual Progress Reports to HCD for the Housing Element; and 3) a documented housing start(building permits issued) for low-income household project. The HRP grant may be used for the creation, development, or rehabilitation of park and recreation facilities. The City was awarded $472,500 in the last round of funding, and allocated those proceeds to Phase 1 of the East Washington Park development project ($422,500), with remaining fiords allocated to Meadow -view Park playground replacement ($50,000). The Meadowview Park play structure selection process has been completed, the equipment ordered, and the installation should be complete by June. Phase 1 of the East Washington Park project is well underway, with completion scheduled for March. DISCUSSION Staff is predicting an application in the amount of $199,000, but with bonus points awarded by HCD the amount of the grant could be higher. The grant amount is determined by the income level of the potential residents and the number of bedrooms provided by the developments that qualify- If the grant- applicationis_ successful, _the -City _ of Petaluma-is-proposingto-combine-its----------- -- - highest priority park projects for funding - Miwok Park playground replacement and East Washington Park development — Phase II. The 2014-2015 C1P includes project C00400205, Playground Replacements. For several successive years and through 2008 the City was able to replace 12 aging play structures with ground cover and updated equipment that assisted in meeting the American's with Disabilities Act (ADA) guidelines. Beginning in 2009, and until award of this grant last year, the City was unable to identify a funding source to continue the program. With the Meadowview Park playground replacement underway there are now 4 play systems that require replacement when funds are secured. Among the remaining sites is Miwok Park and replacement of that structure is a high priority. The new play structure will meet the ADA requirements by providing accessibility for all users and will meet playground safety guidelines. Among the City's greatest immet recreation need is development of space to accommodate the expansion of programs and rapidly growing participation in youth sports. Toward that end, the City has started development of the East Washington Park sports and recreation complex. Phase I of the project is set to be completed this spring, with Phase II still requiring additional funding. This grant opportunity could be used to augment necessary funding for the project. Phase 11 will be included in the proposed 2015-2016 CIP budget and includes development of the restrooms and baseball playing facilities. This opportunity was presented to the Parks and Recreation Commission at their January 21, 2015 meeting, and the commission approved action recommending that the City Council support the project as presented. FINANCIAL IMPACTS Staff is predicting an application in the amount of $199,000, but with bonus points awarded by FICD, the amount of the grant could be higher. The City's successful housing program has made this application possible and the fining will allow the City to apply the funds for Petaluma's highest Park and Recreation priorities. The application process is non-competitive. The amount of the grant allocated to each jurisdiction is determined by I -ICD. ATTACHMENTS 1. Resolution ATTACHMENT #1 Resolution No. 2015 — of the City of Petaluma, California RESOLUTION AUTHORIZING AN APPLICATION FOR HOUSING RELATED PARKS GRANT AND AUTHORIZING THE CITY MANAGER TO EXECUTE ANY GRANT RELATED DOCUMENTS WHEREAS, the State of California, Department of Housing and Community Development (Department) has issued a Notice of Funding Availability dated December 10, 2014 (NOFA), under its Housing -Related Parks (HRP) Program; and, WFIEREAS, the City of Petaluma (Applicant) desires to apply for a HRP Program grant and submit the 2014 Designated Program Year Application Package released by the Department for the HRP Program; and, WHEREAS, the Department is authorized to approve funding allocations for the HRP Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application package and Standard Agreement. NOW, THEREFORE, BE IT RESOLVED that the City Manager on behalf of the City of Petaluma is hereby authorized and directed to apply for and submit to the Department the I -IRP Program Application package released December 2014 for the 2014 Designated Program Year in an amount not to exceed $298,500.00. If the application is approved, the City Manager on behalf of the City of Petaluma is hereby authorized and directed to enter into, execute, and deliver a State of California Standard Agreement (Standard Agreement) in an amount not to exceed $298,500.00, and any and all other documents required or deemed necessary or appropriate to secure the HRP Program Grant from the Department, and all amendments thereto (collectively, the "HRP Grant Documents"). BE IT FURTHER RESOLVED that the City of Petaluma consents and shall be subject to the terms and conditions as specified in the Standard Agreement. Funds are to be used for allowable capital asset project expenditures to be identified in Exhibit A of the Standard 3 Agreement. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application are enforceable through the Standard Agreement. City of Petaluma hereby agrees to use the fiords for eligible capital asset(s) in the manner presented in the application as approved by the Department and in accordance with the NOFA and Program Guidelines and Application Package. BE IT FURTHER RESOLVED that the City Manager (or his designee) is authorized to execute in the name of the City of Petaluma the HRP Program Application Package and the HRP Grant Documents as required by the Department for participation in the HRP Program. 4
