RESOLUTION APPROVING THE SUBMITTAL OF THE 1999-2006 CITY OF PETALUMA
HOUSING ELEMENT TO THE STATE OF CALIFORNIA DEPT. OF HOUSING AND
COMMUNITY DEVELOPMENT (HCD)
WHEREAS, the State of California requires the City to adopt a General Plan consisting of
several mandatory elements, one of which is the Housing Element, originally adopted in 1982
and revised in 1987, 1991, and amended in 1993; and
WHEREAS, the existing Housing Element was certified by the State Department of Housing
and Community Development; and
WHEREAS the City of Petaluma's existing Housing Element has provided the foundation for
the City to exceed its affordable housing goals by providing 22% of all new housing as
affordable to very-low, low, and moderate income households; and
WHEREAS the State of California has mandated that the 1991 Housing Element be updated to
cover the planning period of January 1, 1999 through December 31, 2006; and
WI~REAS the updated Housing Element addresses the community's 1999-2006 affordable
housing needs and presents a land use, fiscal, and programmatic plan to meet the City's Regional
Housing Needs Determination, as distributed by the Association of Bay Area Governments
(ABAG); and
WHEREAS, the Housing Division has solicited community input into the Housing Element
updating process through participation in over fifty housing-related meetings over atwo-year
period; and
WHEREAS the City of Petaluma Planning Commission held public hearings on the updated
Element on February 13, 2001 and August 28, 2001 and forwarded the document to the city
Council with a recommendation for approval; and

WHEREAS, the City Council held a public hearing on the updated Element on September 24,
2001 and made the following findings:
® The updated Housing Element addresses the substantive requirements of title 7, Chapter
3, Article 10.6, Sections 65580-65589.5 of the California State Government Code; and
® The requirements of the California Environment Quality Act have been satisfied.
NOW THEREFORE BE IT RESOLVED that the Housing Element of the General Plan is
adopted as recommended by the Planning Commission and attached hereto as Exhibit A.
Under the power and authority conferred upon this Council by the Charter of said City.
