HomeMy WebLinkAboutResolution 2001-182 N.C.S. 10/15/2001 :a _ Resolutionl~To.2001-182~.~''.S'. z of the City of Petaluma, California 3 APPROVING AN AMENDMENT TO THE GENERAL PLAN AND THE CORONA ELY a SPECIFIC PLAN LAND USE MAPS TO RELOCATE A PROPOSED PARK LOCATED s IMMEDIATELY NORTH OF THE EXISTING MCDOWELL MEADOWS PARK TO A 6 PORTION OF THE "TRADITIONS" SUBDIVISION LOCATED BETWEEN CORONA ~ CREEK AND SONOMA 1VIOUNTAIN PARKWAY s (APN 137-061-014 & A PORTION OF APN 137-061-018 ALSO KNOW AS PARCEL 1 ON 9 PARCEL MAP 333) io 11 iz WHEREAS, an application to amend the General Plan and the Corona .Ely Specific Plan was filed on i3 August 30, 2000 by David Bradley, on behalf of Ryder Companies, requesting General Plan and is Specific Plan Land Use Map Amendments to relocate a proposed park located immediately north of the ~s existing McDowell Meadows Park to a portion of.the "Traditions" Subdivision located between Corona 16 Creek and Sonoma Mountain Parkway i~ is WHEREAS, the Planning Commission held a duly noticed public hearing for the proposed General i9 Plan and the Corona Ely Specific Plan Amendments on July 24, 2001 and considered all written and zo verbal reports and testimony on the .matter before recommending denial of the General Plan and zi Specific Plan Amendments to the City Council; and zz z3 WHEREAS, all reports and communications to the Planning Commission were forwarded to the City za Council; and zs z6 WHEREAS, the City Council held a duly noticed public hearing on the proposed Amendment on z~ October 1, 2001 and a continued hearing on October 15, 2001 before rendering its decision; and zs z9 WHEREAS, the potential environmental impacts from the proposed Amendment have been 3o considered, and. proper action has been taken by the City Council in compliance with the California R~at~c~o~ xo. 2 0 0 1-1 8 2 x.c.s. Page 1 o f 3 1 i Environmental Quality Act (CEQA) and local governmental guidelines in that a Mitigated Negative z Declaration has been adopted regarding the requested General Plan Amendment. 3 4 NOW THEREFORE BE IT RESOLVED that the Petaluma City Council hereby approves the s Amendment to the General Plan and Specific Plan Land Use Maps to relocate a proposed park located 6 immediately north of the existing McDowell Meadows Park to a ,portion of the "Traditions" ~ Subdivision located between Corona Creek and Sonoma Mountain Parkway based on the findings s specified below: 9 io FINDINGS FOR APPROVAL OF GENERAL PLAN AND SPECIFIC PLAN AMENDMENTS i i TO RELOCATE PARK SITE: iz 13 1. That the proposed amendment is deemed to be in the public interest to provide for orderly is development of appropriate residential and recreational uses. ~s ~6 The proposed location for the public park site was chosen after consulting with residents of the i~ McDowell Meadows neighborhood who expressed concerns about noise and traffic impact if ~ s the existing park was expanded per the Specific Plan. The applicant also consulted with City ~9 staff and the Recreation, -Music and Parks Committee. The Recreation, Music, Parks, and zo Committee recommended the proposed location at there December 20, 2000 meeting. 21 Therefore, the amendment to relocate the park is determined to be in the public interest and zz provides for orderly development of appropriate residential and recreational uses. 23 z4 2. That any proposed changes are found to be consistent and compatible with the rest of the zs General and Specific Plans and any implementation programs that may be affected. General z6 and Specific Plan Amendment applications are reviewed for conformance with all of the goals, z~ objectives, policies and programs of the Plans. zs z9 The proposed location of the public park site is still consistent with the goals, objectives, 3o policies and programs of the General Plan and the Corona Ely Specific Plan, which requires 31 the development of a 2-acre park in the immediate vicinity. That the potential impacts of the proposed amendment have been assessed and have been 3 determined not to be detrimental to the public health, safety, or welfare. 4 s An Initial Study was prepared for the General and Specific Plan Amendments. Based upon the 6 Initial Study, a determination was made that no significant environmental effects would result. s 4. That the proposed amendments have been processed in accordance with the applicable 9 provisions of the California Government Code and the California Environmental Quality Act. to n The requirements of the California Environmental Quality Act (CEQA) have been satisfied lz through the preparation of an Initial Study/Mitigated Negative Declaration to avoid or reduce 13 to a level of insignificance, potential impacts generated by the proposed Traditions 14 Subdivision Planned Unit District Project. 1 s S:\CC-City Council\resolutions\Traditions GPA-Park.DOC 16 Under the power and authority conferred upon this Council by the Charter of said City.
