HomeMy WebLinkAboutStaff Report Agenda Item #3.E 02/23/2015DATE: February 23, 2015 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Dan St. John, RASCE — Director, Public Works and Utilities Larry Zimmer, P.E. — Deputy Director, Public Works and Utilities r SUBJECT: Resolution Accepting Completion of the Water and Sewer Main Replacement and Rehabilitation - 2013/2014 Project RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Accepting Completion of the Water and Sewer Main Replacement and Rehabilitation - 2013/2014 Project. BACKGROUND To maintain and improve the condition of the City's water and wastewater systems, the Public Works and Utilities Department annually replaces or rehabilitates deteriorating water and sanitary sewer mains throughout the City. City staff has developed a 5 -year priority list of water and sewer lines needing replacement. These projects are cross referenced with the City's street maintenance program, development projects, and proposed PG&E work to endeavor to assure that new or nearly new pavement will not be impacted. This sewer rehabilitation project included backyard pipe bursting at Phillips Avenue to Mountain View, Mission Drive to Middlefield, and McNear Avenue to Middlefield. Pipe bursting requires less excavation than conventional open trenching where a new pipe is threaded through an old pipe. The old pipe is burst in the process so a new pipe of the same diameter can be replaced. The sewer rehabilitation portion of the project included backyard pipe bursting on McNear Avenue, Mission Drive, Middlefield Drive, and Philips Avenue to Mountain View Avenue. A new pipe was pulled through the deteriorated 6 -inch backyard mains. The laterals were reconnected to the new mains within the existing easements. The sewer main replacement project included portions of Cherry Street, Middlefield, Kent Street, 80' Street, and Wallace Court. The Mission Drive work replaced approximately 900 feet of undersized 2- and 4 -inch water mains with a new 8 -inch water main, new water service laterals and a fire hydrant; and removed and replaced approximately 400 feet of old and deteriorated 6 - inch vitrified clay pipe (VCP) sewer main with a new 8 -inch sewer main. The Mission Drive project limits were from Mountain View Avenue to Middlefield Drive. The Mission Drive portion of the project also resurfaced the existing street. This portion included removal and replacement of sewer manholes along the entire length of the project. Resurfacing of the street was also included on Wallace Court and Cherry Street. The sewer mains in portions of 8th Street, Wallace Court, Kent Street, Middlefield Drive, and Cherry Street were old and deteriorating and in need of replacement. The removal and replacement included approximately 3,000 linear feet of 8 -inch sewer main. Bids were opened on April 33, 2014. On May 19, 2014, the City Council awarded the construction contract to Team Ghilott'i, Inc. of Petaluma, CA in the amount of $1,389,385. Construction was successfully completed in January 2015. This project will improve service, reduce maintenance costs and reduce inflow and infiltration of storm water into the sewer system. The project location is shown on Attachment 3. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits." DISCUSSION The final construction contract cost is $1,468,783.31, which includes four change orders totaling $205,631. The approved project budget established a contingency of $280,000 for unforeseen conditions. Change orders include removal of concrete encasements around sewer mains and laterals, lowering of mains due to sags and unforeseen conditions, potholing for mis-marked PG&E utilities, replacement of failed water valves, grind -out and repaving of pavement sections on Bodega Avenue, shutdown of work after severed gas main due to PG&E mis-mark of the 2 inch gas main in Wallace Court, and replacement of 500 linear feet of 8 -inch water mann in Wallace Court with associated fire hydrants and water serve reconnections. The Wallace waterline was added due to the condition of the pipe observed in the field during construction and to avoid future pavement cuts due to failure of the old line. There are no disputed claims and the project was completed without any significant incidences. FINANCIAL IMPACTS The Water and Sewer Replacement and Rehabilitation — 3013/2014 CIP project budget is funded from portions of three different CIP's (C66401417, 067501303 and C66501003). At the time of award of bid, funding sources for the project budget were identified in the staff report as coming from the Sewer Main Replacement CIP ($1,503,455); the Water Main Replacement CIP ($539,500); and, the Sewer Manhole Rehabilitation CIP ($22,430) for a total project budget in the amount of $2,065,385. The final construction contract cost is $1,468,783.31, which includes change orders total $305,631.43 and unit -price bid item under -runs of $126,233.13. With the design, construction contract, final quantities, contingency, construction management and inspection, the total cost for the project was $1,714,590, as shown in following project breakdown: Water and Sewer Main Replacement and Rehabilitation - 2013/2014 Project At project closeout, all remaining funds will be returned to the Water and Wastewater CIP fund to be used on future projects. Following the acceptance of the project, the City Clerk will file a Notice of Completion with the Sonoma County Recorder and the Finance Department will release the contract retention account to the contractor within 60 days. Location Map Attachment 1 RESOLUTION ACCEPTING COMPLETION OF THE WATER AND SEWER MAIN REPLACEMENT AND REHABILITATION - 2013/2014 PROJECT WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter, Section 20162 of the California Public Contract Code and other applicable laws, the City of Petaluma solicited bids for the Water and Sewer main Replacement and Rehabilitation - 2013/2014 Project ("Project"); and WHEREAS, bids for the Project were opened on April 23, 2014 in accordance with California Public Contract Code Section 4104.5 and other applicable laws at which time the City received 4 bids; and WHEREAS, by Resolution No. 2014-072 N.C.S. adopted May 19, 2014, the City Council of the City of Petaluma found the bid of $1,389,385.00 for the Project to be the lowest responsive bid; awarded the Project to Team Ghilotti, Inc. in the amount of $1,389,385.00 conditioned on Team Ghilotti's timely executing the Project contract and submitting all required documents; and authorized and directed the City Manager to sign the Project contract on behalf of the City upon such timely submission and to execute on behalf of the City any amendments to the Project contract that were necessary to effectively complete the project and/or to realize the Project and/or cost benefits for the City; and WHEREAS, the following change orders (CO) affecting the Project amount have been approved: CO No. 1: Unmarked Utilities, PG&E conflicts, Sewer Main lowering $ 10,596.57 CO No. 2: Replacement of water main in Wallace Court and valves $177,388.29 CO No. 3: Removal concrete obstructions, and lowering sewer main $ 12,769.60 CO No. 4: Shutdown on Wallace Ct. due to PG&E unmarked 2 inch main $ 4,876.97 Total Change Orders: $205,631.43; and WHEREAS, the final contract amount as amended, including final quantities and change orders, is $1,468,783.31; and WHEREAS, City staff has inspected the Project and determined that it has been completed in accordance with the contract requirements subject to the Contractor's continuing warranty and other obligations pursuant to the contract; and WHEREAS, based on the foregoing, staff recommends acceptance of the Project on behalf of the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: 4 The contract entitled Water and Sewer Main Replacement and Rehabilitation — 2013/2014 Project with a final contract amount of$1,468,783.31, is accepted as complete subject to the Contractor's continuing warranty and other obligations pursuant to the contract. The City Clerk is hereby authorized and directed to file a Notice of Completion concerning the Project with the Sonoma County Clerk's Office within ten (10) days of the date of this Resolution. 3. Staff is hereby authorized and directed to release all undisputed retention not subject to pending change orders within sixty (60) days of the date of this Resolution and in accordance with the terms of the Project contract, the Petaluma City Charter, California Public Contract Code Section 7107 and applicable law.
