PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Vice Mayor Harberson MINUTES The Minutes of October 11, October 17, and November 7 were approved as submitted. CONSENT CALENDAR The. following items were approved by the adoption of a single motion which was introduced by Councilman Perry and seconded by Councilman Bond. RESOLUTION #9965 NCS AMENDMENT TO P.E.P. TRUST This addendum provides for make-up of Board of Trustees of the Petaluma Ecumenical Project which manages the Trust Estate; a senior citizen rental housing project. . RESOLUTION #9966 NCS PARK PLACE MEDICAL CENTER Resolution No. 99 NCS approves the final map of Park Place Medical Center. * * * * * * * * * * * * END OF CONSENT CALENDAR * * * * * * * * * PETITIONS AND COMMUNICATIONS CDBG "BLOCK GRANT"FUNDING The County of Sonoma is currently classified by the U.S. Department of Housing and Urban Development ( HUD ) as an "Urban County" for purposes of the Community Development Block Grant (CDBG) program. This classification enables us to receive funds each year on a formula rather than a comp'etitive basis. November 21, 1983 367 In order to maintain "Urban County" status, a County must have a minimum population of 200,000. With the unincorporated County area population added to that of the seven cities the population has reached the 200, 000 level. However, as a result of the 1980 Census, Petaluma was recently designated as a"central city" and will receive its own entitlement, the remaining six cities will lose their Urban County status and that annual CDBG beginning with the 1985-86 Fiscal Year. The County is formally requesting that the City take action to remain a part of the "Urban County" so the County as a whole can retain the CDBG funding status that will benefit of the largest number of County residents . There is a Federal legislation working in Congress which would give jurisdictions the option to remain in "Urban Counties" or withdraw from that status. The City Council consensus was to go on record to support that legislation and to remain with the County, so long .as the City of Petaluma. doesn't loose funding in the process. HOLIDAY PARKING DOWNTOWN ~ • At the request of the Downtown Merchants, it was moved by Councilman Perry and seconded by Councilman Bond to grant the request of the Downtown Merchants and allow 2-hour free parking from December 5 to December 24. UNFINISHED :BUSI~NESS DISASTER PREPAREDNESS Fire Chief Lenz noted the Disaster Council (membership:: Mayor Mattei, City Manager John Scharer, Fire Chief Les Lenz, PG&E Manager Mike Warren, Chamber of Commerce representative Art Cader, Payran neighborhood representative. Vince Landolf, Sonoma County Office of Emergency Services Coordinator Pete Peterka and American Red Cross representative Dal Westerturp) has begun meeting monthly; the Medical Support Committee has selected sites for seven first aid stations and has 125 volunteers.~ trained in multi-media first aid. Classes starting in January will train an additional 75 volunteers; and the Petaluma . Valley Hospital is setting-up its own emergency operating center, which will be able to ~tie into our E.O.C. by~ both landline and- radio. Matching funds with the County, the City has positioned an emergency generator at our local radio~ station. ,KTOB. The supporting Annexes to our City Emergency Plan are being refined. We will be having a roundtable for Emergency Operating Center Section Chiefs next month. November 21, 1983 368 Our Human Resources Section Chief is determining if volunteers with boats and 4x4's are still available . The A. L. E. R. T. has been installed at Payran bridge and is operating; th~e program is being altered to allow for the tidal influence on river levels. RESOLUTION #9967 NCS . • SPRING MEADOWS II Resolution No. 9967 NCS approves Spring Meadows II Development Plan. Introduced by Councilman Ca"vanagh and seconded by Councilman Perry. . . ABSENT: Battaglia November 21, 1983 369 RESOLUTION #9968 NCS JOSEPH ELLWOOD COMMUNITY CENTER Resolution No. 9968 NCS authorizes execution of a lease between the St. Vincent de Paul District Council of Sonoma County and the City of Petaluma for use of the Joseph Ellwood Community Center (former Fire Station 2-Payran at ."D" Streets) for operation of a charity kitchen to provide a free meal daily to the needy. Introduced by Councilman Perry and seconded by Council Bond. AYES: Perry/Bond/Cavanagh/Balshaw/Vice Mayor Harberson/ Mayor Mattei NOES: None ABSENT: Battaglia 1984-85 COMMUNITY DEVELOPMENT BLOCK GRANT MONIES Planning Director Freitas reviewed the Sonoma County schedule for processing the 1984-85 applications for Comn~unity Development . Block Grant funds. Petaluma's application must be authorized by the City Council and submitted to the Sonon~a County Housing Authority by February 15, 1983. It is staff's recommendation that the City's main emphasis should be continuation of the program of relocating homes from along the Petaluma River and that non-profit applications be limited to the area of provision of additional housing . This item was scheduled for review of grant applications at the January 16, 1984, Council Meeting. Michael Spang, 11 Rocca Drive, addressed the City Council citing additional actions the City could take to protect ~ their real estate from flooding . ADJOURNMENT At 8:15 p..m. the meeting recessed to a Closed Session then to a Study Session to discuss Erosion Control and Outside Water Policy.
