Lutheran Church. PLEDGE OF ALLEGIANCE Monday, November 7, 1983 7:00 p.m. Mayor Harberson Carl Hafner, St. John's Mayor Mattei led the Pledge of Allegiance. PRE5ENTATIONS PLAQUE FROM OLD CITY HALL 4Vhile wandering around the Sausalito Flea Market recently, Mr. Earle Bond, a long-time resident of Petaluma, purchased the plaque that was originally installed above a second story window on the front of the old City Hall building that was located on "A" Street at the site of the municipal parking lot. That building, erected in 1886, served the City for 67 years according to Ed Fratini, City Historian. The plaque is approximately 3 feet in diameter and consists of raised letters "PCH" with a larger "P" superimposed over the "CH" . It was hung in the Council Chambers on the wall immediately behind the Mayor's place on the dais. Supervisor (and former Mayor) Helen Putnam; Historians Ed Fratini Ed Mannion, Mayor Mattei and Councilman Cavanagh unveiled the plaque. The Gouncil took a brief recess for members of the audience to see a drawing of the old "A" Street City Hall. CDNSENT CALENDAR The following items were approved by the adoption of a single motion which was introduced by Councilman Perry and seconded by Vice Mayor Harberson. November 7, 1983 361 RESOLUTION #9954 NCS MOU - POLICE - UNIT 6 Resolution No. 9954 NCS ratifying Memorandum of Understanding executed by the duly authorized representatives of the City of Petaluma and the Petaluma Peace Officers' Association for employees in Unit 6. RESOLUTION #9955 NCS WINTER STORM-PREPAREDNESS MONTH Resolution No. 9955 ,NCS proclaiming WINTER STORM PREPAREDNESS WEEK, and urging all residents to "Winter-Wise Your Family--Prepare for Storms . " ORDINANCE #1563 NCS PURCHASE LINDBERG KRESKY Ordinance No. 3 NCS authorizing the purchase of real property located at Lindberg Lane/Kresky Court (A.P. Nos 7-471-37 and 38) for purchase of the two parcels of land on which Petaluma Ecumenical Project (PEP) plans to build eight units of senior housing . Funds for this purchase are Federal Community Development Block Grant Monies . ORDINANCE .#1565 NCS LUNCH WAGONS/EATING CARTS ITINERANT VENDORS Ordinance No. 1565 NCS repealing Section 11.4U.140 of the Petaluma Municipal Code relating to lunch wagons and eating carts. The only change is to delete the City ' Engineer from the permit process. ORDINANCE #1566 NCS LICENSING PEDDLERS Ordinance No. 1566 NCS amending Section 6.36.400 of the Petaluma Municipal Code relating to peddlers (miscellaneous` businesses and professions-also referred to as itinerant vendors) . * * * * * * *_ * * * * * END OF CONSENT CALENDAR * * * * * * * * * PETITIONS AND COMMUNICATIONS RESOLUTION NO. 9956 NCS VETERANS.~UNITY MONTH-SALUTE .T.O WOMEN VETERAN5 This item was removed from the Consent Calendar in order to present the resolution to Karen Donovan and Penny Evans, representing Women Veterans. November 7, 1983 362 Resolution No. 9956 NCS proclaiming November 1983 as Veterans Unit Month - A Salute to Women Veterans . Introduced by Vice Mayor Harberson and seconded by Councilman Balshaw. Hilligoss and Mr. Richard Lieb were present to request an addendum to the Trust Agreement. This addendum deseribes membership and terms of the Board of Trustees., quorum, officers, and policy development. It was moved by Vice Mayor Harberson and seconded by Councilman Perry to approve the addendum and request for $3000 as initial working capital for the Trust from the Community Development Block Grant Fund. AYES: Perry/Cavanagh/Balshaw/Vice Mayor Harberson/ Mayor Mattei NOES: Battaglia ABSENT: Bond PETALUMA AREA PILOTS ASSOCIATION (P.A.P.A) 1983 AIR SHOW Mr . Watt Peckham, Treasurer of P. A.P . A, thanked the City for - the $4, 000 seed money which was used to pay eariy expenses for . the 1983 Air Show. He presented a check to the City from P.A.P.A. in the amount of $4,000. City Manager Scharer advised the Council this money would be placed in a special account earmarked for the new airport. PUBLIC FACILITIES NAMING COMMITTEE Vice Mayor Harberson reported that the Committee ~ made the following recommendations: Repeal Resolution No. 6038 in its entirety (1972 policy pertaining to the naming of public facilities) . GRANT NEIGHBORHOOD PARK - a.9 acre neighborhood park located behind Grant School on Sunnyslope Road. ~ BANFF NEIGHBORHOOD PARK - a 3.5 acre neighborhood park on Banff Way in Park Place Subdivision. ARROYO NEIGHBORHOOD PARK - a 3.5 acre neighborhood park on Garfield and Village East Drive in Village East Subdivision. JOSEPH F. ELLWOOD COMMUNITY CENTER -(after the late Fire Chief Joseph F. Ellwood who served the Community for 27 years in the Fire Department, 5 of those .,,years as Fire Chief) former Firehouse 2 located on Payran at "D" Street. November 7, 1983 ~ 363 RESOLUTION #995?
