USE OF FORMER
FIREHO`USE 2 .
Since July 1Z, 1983, the St. `Vincent de Paul Society has been
operating a free lunch program at the old Firehouse locafed on
Payan at D Streets for low income and unemployed individuals and
families in the Petaluma area. Mr. Larry Poirier, Executive
Director the Society, confirmed their offer to continue serving
daily lunches . The kitchen renovations would be the responsibility
of St. Vincent de Paul, maintenance would be a joint effort with
the areas of responsibility outlined below :

The utility cost division ratio has not been determined.
It was Council consensus to authorize staff to have plans and
specifications 'prepar.ed for t'he building alteration and to draw up
an agreement for Council approval.

PETALUMA PEACE OFFICERS ASSOCIATION
Christopher D e Burdick, of Carrol, Burdick and McDonough,
addressed the Council about the fact that the Association and the
City do not have an approved Memorandum of Understanding for
this fiscal year.
Officer Meese presented a petition with approximately 4400
signatures a The petition says : "We, the undersigned residents of
the City of Petaluma, recognize the importance of a professional,
dedicated and adequately compensated police fox°ce. ~ublic safety
is a primary concern. We also recognize the fact employees of the
Petaluma Police Department are not paid a comparable wage and
that this has and continues to cause morale problems and a high
turn-over of employees. To rectify this situation, we respectfully
urge the Petaluma City Council to reconsider their position
regarding the salary of the Police Department's employees and
immediately correct the wage disparity ."
Representatives of both the Police Association and the City said
they wanted negotiations dialogue to continue.

both sicles haVe worked very hard to reach a decision in the meet
and confex° process o The item was elosed on the note that both
sides wexe interested i.n continuing negotiations .

UPDATE ON STORM
DRAINAGE MITIGATION ~
It vvas noted the Sonoma County Water Agency is currently
working on a feasibility study regarding a possible assessment
disfirict in the Petaluma watershed to cover costs of flood control
measures.

Roy Wilson of MacKay and Somps, consulting Engineers, reviewed a
proposal to berm portion of the Petaluma River between East
Washington .and Washington Creek.
City Manager Scharex° asked the City Council which berming
alternative they wished staff to pursue.
Council consensus was to develop more information on the
. suggested relocation of some homes from Rio Vista and a few from
the northerly end of Jess Avenue .

the City should pursue. _
SPRING MEADOWS UNTT II
Council consensus was to approve McBail's request to substitute
some smaller units after the question has been considered by the
Planning Commission. It was agreed that the City .Manager be
~ authorized to meet with McBail to develop an elderly housing
eonstruction plan perhaps for the Kresky Court/Lindberg Lane
Petaluma Ecumenical Project.

Ross Blackburn,, Controller of Duffel Financial, requested the
Council establish the . minimum time which the owner must rent .5 0
of fhe units to occupants whose income is considered very low and
15 0 of the units to persons whose income is considered low income
(as defined by the Federal Department of Housing arid Urban
Development) for Sonoma County for the life of the bonds (ZO
years) . The Council agreed to set that minimum at 20 years.

REVENUE SHARING
CAPITAL ~IMPROVEMENT PROGRAM
Congress has not acted to renew Revenue Sharing . The Capital
Improvement Program will be scheduled for Council consideration
after it is known what the Federal Revenue Sharing figures will
be.

Sonona County Water Agency is working on a computer program
that would set up an assessment roll which could be the basis for
an election in June or November, 1984, for the formation of an
assessment distx°ict. in the Petaluma drainage basin o This district
would be the funding mechanism for major storm drainage
improvement projects.
The City constructed urban separator storm drainage detention
ponds are essentially complete .
Some subdivisions are developing storm drainage detention ponds
in conformance with the City's policy on creation of on-site,
private storm drainage detention ponds to equal the amount of
drainage the subdivision's buildings would displace.
The City has completed the Eighth Street Storm Drain project (a
continuation of the Thompson Creek drainage improvements) e
Sonoma County Flood Control Zone 2A projects include:
- D and Sunnyslope branch of Kelly Creek project
- Corona Road removal of pump station and installation of
gravity flow drainage system
° H Street Storm drain project - alleviating flooding on
Petaluma Blvd. South =t

The flood alert system tied in with the National Weather Service'
Alex°t and Evacuation System
City roadside drainage ditch cleaning has been accelerated. Areas
of special note are Leisure Lake Mobile Home Park and Sartori near ~
Frates Road. This work has been contracted out as well as
accomplished in concert with County effort<
Magnolia Avenue, Cherry Street Area are also sites of ditch
clearing .
The new vacuum stx°eet sweeper has vacuum cleaned 150 catch
basins so far.
The City is looking at creation of siltation basins in order to cut
off some silt coming from the tributaries into the River. Major
.~siltation from cropland, pastureland, and construction sites outside
the City Limits came down Washington Creek last year.
The City is requiring that developers ° comply with~ the methods
outlined in 'Manual of Stand3rds for Erosion and Sedimentation
, Control Measures" by the Association of Bay Area Governments,
Sune, 1981.
