Kade-Zerio, Stephen Meade, Martin Pozzi, Nancy Read, Brian Sobel~, Robert Tellander, Lynn Woolsey, and Don Waite. After three rounds of voting, Nancy Read was selected. Resolution No. 9914 NCS appointing Nancy Read to the Planning Commission for a term to expire June 30, 1985. Introduced by Councilman Perry and seconded by Vice~ Mayor Harberson. The Council continued consideration of this appointment to ~the October 3 meeting when they anticipat'e all se~en Council Members will be in attenclance. RECREATION COMMISSION VACANCY Nancy Read's appointment to the Planning Commission created a vacancy on the Recreation, Music and Parks Comm'ission. They project 1,000 to 2,000 .people for this march, with a rally and speakers to follow at Lucchesi Park. This request causes conflict with other activities already scheduled for the same date (7-11 Lion's Club breakfast in Walnut , Park from 6:00 a.m. to 2:00 p.m.; the Petaluma Classic Run from 9:00 a.m. to 12:00 noon.; and the wristwrestling eontents throughout the day). After considerable discussion and upon satisfaction that the City is is named "additional insured" in the parade sponsor's insurance coverage and that the parade sponsors would furnish their own monitors, it was Council consensus to approve the parade permit. LETTER FROM JUNE SILVA Mrs. Silva, 309 "E" Street, addressed the Council and requested assistance of the City in relieving the ;neighborhood from the sounds and litter resulting from the automobile cruising on Petaluma Blvd. that is a popular weeken.d.,pastime.:for..,young adults. DENIED .. , Gonsideration of an , appeal of a Planning Commission action- to deny a use permit request for an accessory dwelling proposed between 141 and 143 Douglas Street on A.P. No. 008-163-15. The public hearing was opened. Mr. Anthony Letizi reported he had talked to the neighbors on Douglas Street and it was his understanding that there was no opposition to the new house and new accessory dwelling at 141 Douglas Street. Mr. Jim Morton, 7th and "B" Streets, urged against Council approval of the use permit. City C1erk Bernard read a letter from Harry McNutty, 14'3 Douglas Street and owner on either side of 141 Douglas Street stating he has no ~ objection to the proposal. September 19, 1983 339 Those speaking in opposition to the accessory dwelling were: Ben Winn, 734 "B" Street who read letters of opposition from; Marchus Gallegos, 730 "B" Street; Raymond Leonard, 742 "B" Street and Elmer Miller of "B" Street. Dave Baldwin, 726 "B" Stree~t; Fred Jennings, ?23 "B" Street; Dennis Milliken, 501 Western Avenue, and Rose Eiserich, 931 "B" 5treet also spoke. Mr. Winn said he favored having a house at that location, but not the accessory dwelling . The hearing was closed. Planning Director Gregory Freitas made the following staff recommendations for changes to the Rancho Arroyo Business Park Planned Community Development zoning district regulations dated September 1983. Page 2- Remove #9 Commercial Reereation facilities from Permitted -Uses and add that same reference as #9 under Conditional Uses. There was a request that motels be listed as a permitted use. Consensus was that motels should be a Conditional Use. Mrs. Uccelli (AP #150-020-04) requested that access to her parcel (from Industrial Avenue) be placed at a differen,t site on ~her. parcel to allow more flexibility that would be the case if access were as drawn in the 4-9-83 map. They have submitted suggestions for extended use of the building and have offered to continue the administration of the program. City . Manager-. .John~ •Scharer recommended that staff be given an opportunity to review the list of suggested terms and conditions submitted by St. Vincent de Paul Society. Council continued the subject to October 17. ~ • ~- STAFF R'EPORTS GOLDEN GATE TRANSIT ~ ~~ BUS SHELTERS The Council concurred with the proposal to construct bus stop shelters at Ely Blvd. North and East Washington Street (southbound) (at no cost to the City) and at Petaluma Blvd. North at Mary 5treet (northbound) . The Petaluma share of the cost of the Petaluma Blvd. shelter (total is $8,000) will be approximately $1,120. It is proposed State Transportation Assistance monies will be used for the local match. The Council concurred with this proposal. FOSTER PARCEL MAP The City Council . three subdivision considered a request to grant the ordinance modifications to permit following listed division of one lot to two lots at 14 Laurel Avenue. Change 1: Lot 1 - reduce minimum lot frontage from 65 feet to 48 feet. Change 2: Lot 2 - reduce the minimum width of the driveway access strip for the flag lot from 30 feet to 20 feet, thereby decreasing to zero the buffer between driveway and lot line. Change 3: Lot 2- increase the maximum length of the flag lot access strip from 125 feet to 155 feet.
