Resolution No. 9859 NCS . amending the- job deseription of the
Assistant City Manager. The classification for Assistant City
Manager was written for a particular set of duties (i. e. Personnel
Officer) . These duties have been reassigned. ~ The. revised
classification is more general. "

The Sonoma County Junior College District has entered into an
option agreement to purchase 110± acres consisting of two parcels
located on the N..E. corner of Ely Road and Frates Road Parcel
AP#17-150-13 and 14 consisting of the easterly 10 acres of parcel
#13 and all of parcel #14.
A condition of the option provides that this area must be approved
for inclusion within the City's Sphere of Influence by an advisory
election in the City on November 8, 1983.
It is estimated the election will cost $1.00± per registered voter;
as of May 18, 1983 we had 18,356 registered voters.
There was a long discussion. The Sonoma Gounty Junior College
District Board of Trustees site selection process begun nearTy 3
years ago and looked at every piece of land of 50 acres of more .
Through 3 separate selection committees ~ 26 of the sites were .
eliminated because of higher cost, intensity of agrieultural. tise and
unavailability. Persons speaking were Eric Anderson (representing
the Sonoma County Junior College District Board of Trustees) ;
Michael Davis of 522 Sonoma Drive (concern about wording of the
measure) ; Bill Kortum of 180 Ely Road (opposed) ; Rose Eiserich of
931 "B" Street (the Sphere of Influence line was supposed to be
good to the year 2000) ; Rita Cardoza of 5869 Lakev'ille Highway
(we need to know our agricultural land will not be lost to urban
and commercial development) ; Lione Campbell of the Farm Bureau
(this question should be put to the voters of the Junior College
District) ; Michael Spang of 11 Rocca Drive (eorrmpared the
Sonoma-Marin Fair with Indian Valley Junior College enrollment
drop) ; Margaret Kullberg of 1036 Stage Gulch Road (questioned
the need for 110 acres); Lynn Woolsey of 923 "B"' Street (conce'rn
the College might turn this into an investment and sell the acreage
to a developer) ; Paul Pettock representing agricultural interest
(suggested a permanent agricultural designation be placed in that
area) ; Charlotte Siemens of the Farm Bureau (concern over loss of
agricultural land to other uses) ; Her.old Mahoney, member College
Board of Trustees, stated the college has no intention to do
anything but place an educational facility on the site. He also
advised the amount of acreage was a decision of the California
Community College Board of Governors in Sacramento. Introduced

REQUEST CONSOLIDATE ELECTION
Resolution No. 98 3 NCS requesting the Board of Supervisors of
Sonoma County to provide for the consolidation of a Special
Municipal Election with the State of California General Election to
be held on November 8, 1983. Introduced by Councilman Bond
and seconded by Councilman Battaglia.

REQUEST IMPARTIAL ANALYSIS
~' Resolution No. 98 4 NCS directing the City Attorney to prepare an
impartial analysis of the measure to be presented to the voters at
a certain special election to be held on November 8, 1983.
Introduced by Councilman Balshaw and seconded by Vice Mayor
Harberson .

POLICY-ANNEXATION SCHOOL SITE
Resolution No. 98 5 NCS establishing a policy of this City Council
not to consider annexation of the proposed junior college site until
such time as funds are reasonably available for construction of the
school facility. Introduced by Councilman Balshaw and seconded
by Councilman Battaglia.

Ordinance No. 1554 NCS authorizing the purchase of real property
in the vicinity of Lakeville Highway and Baywood Drive for street
right-of-way for the extension of Baywood Drive. Introduced and
ordered posted by Councilman Perry and seconded by Councilman
Balshaw .
