RESOLUTION #9769 NCS - EIGHTH STREET STORM DRAIN ~ Resolution No. 9'769 N.C.S. awarding bid for Eighth Street Storm Drain - D Street to Kelly Creek - Project No. 8587 to North Bay Construction for $75,622.00. * * * * * * * * * * * * * END CONSENT CALENDAR * * * * * * * * * * * * GENERAL PLAN HEARING (continued) The Public Hearing was reopened, Principal Planner Warren Salmons reviewed each proposed amendment: ***** Proposed Change: Show alternative Rainier Avenue connections to Petaluma Blvd. North as discussed by the City Council previously in order to acknowledge future potential connections to Petaluma Blvd. North across Highway 101 Freeway from North McDowell Blvd. Council consensus was to approve the proposal.. ***** Proposed Change: Reidentify the location of a linear park site designation, bordering the river, near the railroad tracks and 262 M ay 23, 1983 Lakeville Street to correct a drafting error (Cedargrove 1'ark) . This will preserve an existing nationally registered archaeological site and identified floodway area. It was noted there is no public access to this site. Council consensus was to approve the proposal. ***** Proposed Change: Redesignate Washington Square Shopping Center from Neighborhood Commercial to Central Urban to recognize the existing zoning. This brings the Center's designati`on into consistency with designations of other shopping centers on Washington Street. Council consensus was to approve the proposal. • ***** Proposed Change : Redesignate Central Urban and Service Commercial areas on Wilson to Urban Low density (5.0 dwelling units per acre) between Madison and East Washington., and to Urban Demsity (10.0 dwelling units ;per acre) between Washington and "D" Street to recognize existing land use. ~ , fi Council consensus was to approve the proposal. ***** Proposed Change: Redesignate Payless site from Industrial to Service Commercial, corner of E. Washington and Lakeville to recognize existing land use. Council conserisus was to approve the proposal'. ***** Proposed Change: Redesignate from Planned Residential (6.0 dwelling units per acre) to Urban Low (5.0 dwelling units per acre) - La Cresta area, to reeognize existing land use. Council consensus was to approve the proposal. ***** Pr,oposed Change: Redesignate from Planned Residential (6.0 dwelling units per acre) to Residential/Commercial/Industrial Combining - El Rose area to recognize existing C-O ( Commercial Office) zoning. Council consensus was to redesignate to Resiclential/Commercial. ***** ' Proposed Charige: Redesignate area at "D" and El Rose from Urban Low and Planned Residential to Urban High Residential (20.0 dwelling units per acre) to recognize existing apartment buildings and R-M-G (Garden Apartment) zoning of site. ' Council consensus was to approve the proposal. ***** Proposed Change: Designate future airport location east of current site to recognize adopted airport plan. Council consensus was to approve the proposal. ***** Proposed Change: Amend Planned Residential (6 dwelling units per acre) designated area -(Lindberg Lane and Kresky Way) to Urban Low (5.0 dwelling units per acre) to recognize existing single-family area. Council consensus was to approve the proposal. ****~ Proposed Change: Redesignate area between Payran and Vallejo. Street near "D" from Industrial to Urban High Residential (20 dwelling units per acre) to implement residential land use option recommended in adopted Housing Element. Dennis Milliken, 501 Western Avenue, asked who owns this property and who is going to buy it. Victor DeCarli ascertained the location of this proposed change. Council consensus was to approve the proposal. ***** Proposed Ghange: Relocate elementary school to approved location in the vicinity of Garfield Drive and Village East Drive. This reflects the actual location of the site. Council consensus was to approve. the proposal. 264 M ay 23, 1983 ***** Proposed Change: Change designation of McNear Hill from Urban Low (4,5 dwelling units per acre) to Suburban Medium (3.0 ' dwelling units per acre) to correspond with density of last development plan approved for the site. Council consensus was NOT to make this change. ***** Proposed Change: Change designation of unincorporated area between McNear Avenue and the Quarry frorr~ Urban Low (4.5 dwelling units per acre to Suburban Medium (3.0 dwelling units per acre) to a more appropriate residential density for the site to conform to present development pattern. Council consensus was to approve . the proposal. ***** Pro osed Change: Amend land use designation from Suburban Low 2.0 dwelling acre) to Urban Low (5.0 dwelling/acre) Density Residential (Phillips AvenuelCanyon Drive) to recognize existing single-family development at Urban Low Density. Council consensus was to approve the proposal. M ay 23, 1983 265 ***** Proposed Change: Eliminate designation of Petaluma Napa Expressway. The State Highway Department no longer plans to build the expressway. Dennis Milliken, 501 Western Avenue says the roads in this area need improvement. Council consensus was to approve the proposal. ***** Proposed Change: Designate sewer treatment ponds a a Public Facility to recognize existing land uses. Council consensus was to approve the proposal. THE GENERAL PLAN HEARING WAS CLOSED RESOLUTION #9770 NCS PARCEL MAP No. 153 ELLIOTT CIENFUEGOS The hearing was continued to this date from May 16. There being no member of the public or representative of the property owner to speak, the hearing was closed. Resolution No. 9770 N.C.S. amending Resolution No. 8530 N.C.S. as to the location of a private street and approving a Certificate of Correction of Parcel Map 153 (4520 Eighth Street) .
