wastewater disposal system wastewater ordinance .

SPRING CLEAN-UP
Adopt Resolution No. 9746 N.C.S. declaring Spring Clean-up Week in
the City of Petaluma - May 9 through May 16, 1983. Debris boxes will
be located at: First Street between "F" and "G" Streets, McNear Park
on parking area, and Corner of Ely and Juliet.

Council continued the public hearings on General Plan Amendments.
DEVELOPMENT CONSTRAINT AREAS (DCA)
LOCATIONS: Area east of Ely Blvd. North (between Corona Road and East
Washington Street above designated water service line i.e., 70 foot
elevation ;
Sonoma Highlands - steep, visually critical hillside area immediately
adjoining and buffering the West Petaluma Regional Park;
Westridge - I Street Area - hillside area above the water service
boundary;
Purrington - I Street Area - steep . hillside area above water service
elevation .
The purpose of this newly adopted General Plan Map Land Use
designation (see minutes Ap'ril :4, 1~9.8~3) •is: to identify those areas that
. have restricted density (1 units per acre) as a result of the nature of
the topography.
The Hearing was opened. The following persons spoke:
Matt Hudson, attorney for R°. Belton, sought assurance that one house
could be built . on Mr. Belton's ~property. He also suggested the
Development ~Constraint Areas° be reclassified on the zoning map in
order to notify property owners of th development restrictions.
Dennis. Millik.en - 501 Western - asked where the Sphere of Influence
map is, a~nd commented on EIR's.
Blanche Hellgren - 901 D Street - presented a 226 signature petition
titled, "Petition to Stop La Cumbre . . . Sonoma Highlands
Development . "
Lynn Woolse.y. - 901 B Street - commented on ~ developments .
Ben Wynn - 17.34 B Street - expressed concern about traffic.
Rose Eiserich - 931 B Street - spoke about EIR's .

URBAN SEPARATOR . ~
LOCATION: Sunnyslope Road area
PROPOSED CHAN.GE: Adjust urban separator to the back of property lines
and to designate the area between the ~u'rban separator and the limit of
the service~ line as Developmerit Constraint ' Area; to adjust the urban
separator along the west side of the Lavio property and~ to•-show the
limit of the water service line.
The Hearing was opened. The following persons spoke.
Dennis Milliken - expressed diffieulty in reading the maps.
Stuart Hirsch - representing Petaluma Tomorrow, noted this is outside
the city limits, will not impact the City, and concluded this should be
tabled.
Baldwin Ward - 286 Sunnyslope - spoke on behalf of the Fullertons,
Drees, Bullards, Netinfeldts and the Wards (property owners .along
Sunnyslope Road) and requested ~~that the Urban Separator not be
situated in such a way that would prevent these property owners from
enjoying ,the future development of their land.
Bill Bullard noted the County Planning staff has not been willing to
process any building permits until,.the City's General Plan is updated.
A1 Cavallini - 433 Clearview Place - opposes further urbanization west
of Westridge subdivision.
John Fitzgerald - 114 Sunnycrest Hill Drive - sug;gested the City not
allow similar urbanization (as Sunnycrest Hill Drive) in the future
because of the water service problems encountered in this area during
the Summer . - - ~ •

Motion introduced by Councilman Bond and seconded by Vice Mayor
Perry to accept the Planning Commission recommendation without being
specific as to width of the urban separator.
"Adjust the urban separator to the edge of the property lines along
Sunnyslope Road and within the west side of the Lavio property . Add
a Development Constraint Area (DCA) (1 dwelling unit/acre) designa-
tion between the Urban Separator and the limits of service line; show
the limits of service line, and adopt the remaining location of the
Urban Separator as proposed.

Add a new policy to the Environmental Design Plan (EDP) text: That
the Urban Separator will generally follow property lines and lie within
properties having a City density assigned on the Land Use Map,
except where good planning principles dictate its location elsewhere."

ROAD THROUGH SONOMA HIGHLANDS (formerly La Cumbre) SITE
To link "D" Street and Western Avenue.
City Manager Scharer read a letter from Daon Corporation outlining the
environmental studies they plan to do for the Sonoma Highlands area.
The Hearing was opened. The following people spoke.
Dennis Milliken - regarding construction of the street and his
difficulty in reading the map .
The Hearing was closed.
Motion introduced by Councilman Battaglia and seconded by Councilman
Bond to add a road through. the Sonoma Highlands site to link "D"
Street and Western Avenue as a r.eflection of the road which was
recommended in the original project EIR which a mitigation measure to
respond to circulation, safety and ~ traffic impacts by providing
alternate access for the project. ~ ~

STORM WATER MITIGATION - I.NTERIM-, POLICY .
The intent of the inter'im p,oli;cy of Resolution No. 9564 N.C.S. was to
create storm drain detention ponds which would hold storm .water
runoff at the existing rate while development continued during .the .time
period the Sonoma County Water Ageney was preparing the Master
Drainage Plan for the Petaluma River basin. The_ .policy exempted
subdivisions which already had received tentative map approval prior
to August 16, 1982. This modifies the interim Detention Pond Policy to
require that tentative maps that come to the Planning Commission for
renewal of their tentative map, i.e., no action to date filing a final
map, be required to pay the acreage fee assessed.

JOBS BILL - COMMUNITY DEVELOPMENT
BLOCK GRANTS . .
City Manager Seharer reported the County will receive $996,000. The
Council approved his recommendation to request a
monies for the following projects : portion of those
Jefferson Street Sewer $100,000 .
Detention Pond Urban Separator. $250,000
Relocation of Homes from Floodway $200,000
BUDGET 1983/1984 ~
The ~ City Council received their copies of the 1983 / 1984 budget and
scheduled the all day budget hearing to begin at 8:30 a.m. on
Monday, June 13, 1983.
RESOLUTION #9752 NCS
SALES AND USE TAX -
INTENT TO INCREASE ~
Since I970 the Cities in Sonoma County have shared their part of Sales
Tax with Sonoma County ( 95 / 5). The . 05 o was intended for the
Gounty Road Department for repairs to County roads adjacent to the
Cities. Since Proposition 13, the County .Roads Department is no
longer budgeted as it was prior to June of 1978. Adopt Resolution
No. 9752 N.C.S. indicating intent to increase the City of Petaluma
Sales and Use Tax rate from . 95$ to 1. 00 o by amending Section
4:16.020C of the Petaluma Municipal Code. Introduced by Councilman

URBAN SEPARATOR
LOCATION : On or near Easterly City limits
PROPOSED GENERAL PLAN CHANGE: Relocate to conform to property lines
or airport transition zone, add Urban Separator
designation east of Ely Blvd. North, north of Capri Creek and along
Corona Road~ between the Northwestern ~Paeific Railroad tracks and Ely
~ 'Blvd. ~North': ~ • ' ~ ' ~ •
The Hearing was opened. The Planning Director advised that the
Urban Separator varies from 75. feet (one-half Separator) to 300 feet in
width. City Manager Scharer noted creeks are not a part of the
Urban Separator but rather are a part of the City's policy to establish
linear parks along creeks. Council spoke in favor of siting the Urban
Separator inside property lines . ~
Steve Buckley, 620 E. Washington Street, ascertained that creeks are
not urban separators. Matt Hudson, attorney for Mr. Bollinger, urged
the Council to place the Urban Separator on the outside of parcel
boundaries. He also urged establishing a maximum ratio of lot size to
Urban Separator width.
Baldwin Ward asked the Council not to make a decision on the Urban
Separator width prior to the conclusion of hearings on all the proposed
General Plan changes. The hearing was closed.
It was moved by Councilman Harberson and seconded by Councilman
Battaglia to uphold the Planning Commission recommendation:

reflect a joint Junior High School as recommended by the
Petaluma High School District;
3. To delete the Urban Separator designation along Corona Road
from the proposed change and to designate the portion of
Corona Road (both sides) between Ely Blvd. North and the
Northwestern Pacific Railroad tracks as a Special Study area.
