' MINUTES The February 22, 1983 minutes were approved as submitted. RESOLUTION #9705 NCS DISASTER RELIEF ACT PUBLIC LAW 288, 93RD CONGRESS) Resolution No . 9705 N. C. S. authorizing City Manager John Scharer to execute an application to obtain certain Federal financial assistance under the Disaster Relief Act or from the President's Disaster Relief Fund. RESOLUTION #9706 NCS OFFICIAL NEWSPAPER AND RATES ~ ~ Resolution No. 970 N. C. S. contracting for official advertising of the City with the ARGUS-COURIER at the rate of $3.50 per column inch. RESOLUTION #9707 NCS YOUTH EMPLOYMENT SUMMER PROGRAM Resolution No. 9707 N.C.S. authorizing a contribution of $1,188.90 in support of the Youth Employment Summer Program in Petaluma in 1983-84. * * * * * * * * * * * * END OF CONSENT CALENDAR * * * * * * * * * * * 220 M arch 21, 1983 GENERAL PLAN (PUBLIC HEARING) ITEMS Mayor Mattei advised members of the audience only Items 2, 3, 4, 5 of the proposed 48 general plan amendments will be considered at this meeting . PARKS AND RECREATION PLAQUE Parks and Recreation Commissioner, Vince Mamone, presented the Mayor and City Council with a"Best Organization" in the State of .California plaque. This honor was awarded by the California Association of Park and Recreation Commissioners and B.oard ~Members :Coun;cil...at their annual conference. The Lucchesi Park Gift catalogue was the~ basis for this award. .' _:;_ . _.' JOHN LAGOE HEAD CUSTODIAN RETIRING ~ Mayor Matter introduced John LaGoe to the audience and expressed the best wishes of the Council on his llZ years with the City. PETITIONS AND COMMUNIGATIONS LINDBERG LANE RESURFACING A let~ter from Victor W. Nagel, 980 Lindberg Lane, was read by Mayor Mattei. It contained a request that Lindberg Lane be ,included in the Street Maintenance Program and noted an increase in street usage which he felt is caused in part, by the following : Completion of Payran Street between Lindberg Lane and Caulfield Lane has made it more convenient for parents of the Eastside to pickup their children at the Kenilworth Junior High School, changing the access along Washington Street, installation of City soccer and baseball fields on the. Junior High School property, approval of a heavy trucking business at the end of Lindber,g Lane, and, school bus ses leaving and returning from the Bus Mainteriance Yard. Thomas S. Hargis, Director of Public Works, agreed that Lindberg Lane Yias experienced increasing traffic. .: _Two proposed ~developments ~ on Lindberg Lane are being required to do half street improvements. The 1982, Street Resurfacing Program utilized,as a trial, a fiber:, mat to provide a better travel surface over several streets that had been considered unsuitable for overlay because the underlying base rock was inadequate. If the fiber mat proves successful, Lindberg Lane could be included on any upcoming street resur,facing project. . Couneil agreed to consider this at the time the 1983 Street Resurfacing Program is being finalized. M arch 21, 1983 221 RESOLUTION #9708 NCS AP'PROVING CULTURAL ARTS PLAN ~ REPORT 3 ~ --- Susan Richter, Coordinator of the Sonoma County Cultural Arts Planning Project, was present. The request for funding was continued to budget time. Staff was directed by motion to proceed with a Municipal Code revision of the Recreation, Music, and Parks Commission duties to include Cultural Arts. Introduced by Councilman Cavanagh and seconded by Councilman Battaglia. AYES: Balshaw/Battaglia/Cavanagh/Vice Mayor Perry/Mayor Mattei AB SENT : Bond/ Harberson RESOLUTION #9709 NCS CONTRIBUTION TO MISS SONOMA COUNTY PAGEANT Resolution No. 9709 N.C.S. authorizing the contribution of $500 to the Miss Sonoma County Pageant Association from the Transient Occupancy Tax Fund. Introduced by Councilman Balshaw and seconded by Councilman Battaglia. AYES: Balshaw/Battaglia/Cavanagh/Vice Mayor Perry/Mayor Mattei ABSENT: Bond/Harberson PUBLIC HEARINGS GENERAL PLAN AMENDMENTS The Council heard all four ( 4) applicant generated amendments : PENN PHILLIPS AP : 7-401-12, 7-391-11, 7-391-12 LOCATION: Triangle bordered by Highway 101 on the west, the railroad tracks on the east and Petaluma Estates~ ( 901 N. McDowell Blvd. ) Mobile Home Park on the north side and across the railroad tracks from the westerly stub end of Dynamic Street. PROPOSED CHANGE: From Industrial to Planned Residential 7 dwelling units per acre. The public hearing was opened. ' Mr. Lou Steinberg spoke on behalf of the property owner. The Couneil consensus was that there would be no access to this parcel through the existing mobile home park. The persons who spoke ~ are: Dennis Milliken, Duncan Patterson, Matt Hudson, Mike Spang, James Simpson. AP #: 48-080-20, 48-080-6, 48-080-21 LOCATION: Adjacent to Penn Phillips property (between Northwestern Pacific Railroad and North McDowell Blvd. ) PROPOSED CHANGE: From Industrial to Planned Residential. The Council included discussion of the designation change on this adjacent parcel in the deliberations on the Penn-Phillips' request. Staff's recommendation was that this be the same land use category as the Penn-Phillips area. *Councilman Harberson arrived at 8:30 pm. There was a long discussion on access, residential versus industrial use, designation of the adjacent property across the railroad tracks and fronting on McDowell Blvd., and location of the Floodplain. There being no further public input, the hearing was closed, and it was 222 March 21, 1983 moved by Councilman Balshaw and seconded by Councilman Battaglia to indicate acceptance of Residential utilization for both parcels (Penn Phillips AP 7-401-12, 7-391-11, 7-391-12 and adjacent parcels on N. Earl Thayer, Dennis Milliken, Matt Hudson, attorney for the Curtis family, Les Mathias and Ken Roberts also spoke. Stuart Curtis presented 7 letters in opposition and Joann Curtis -- presented 8 letters in opposition to the proposed General Plan change which would result in the General Plan designation agreeing with the current zoning classification which is R-M-G (Garden Apartments). There being no further public input, the hearing was closed. It was moved by Councilman Balshaw and seconded by Councilman Harberson, to leave the General Plan alone.
