The resolution was read by the City Clerk, introduced by Councilman Balshaw, and seconded by Councilman Battaglia: Ayes: Balshaw, Battaglia, Bond, Cavanagh, Perry, Mayor Mattei Absent: Harberson RESO. 9669 NCS APPRECIATION - EVAN COWLEY Resolution expressing appreciation to Evan Cowley for serving on the His:toric and Cultur:al Preservation Committee and the Historic Library and Museum Committee. The resolution was read by the City Clerk, introduced by Councilman Cavanagh, and seconded by Councilman Bond: ` .' Mr. Reginald Leipsic of 855 South McDowell Blvd. presented a petition with 63 signatures 'We the undersigned, wish to stop heavy trucks from using (sic) South Mc Dowell Blvd.....as a main thoroughfare...' (Councilman Harberson arrived at 8:20 p.m. ). The City Engineer showed a map marking the homesites of the petition signers, a recap sheet of the traffic counts taken (of 5830 vehicles during a 12 hour period, 22 were trucks with more than 2 axles) . ~ February 7, 1983 207 TRUCK TRAFFIC S. After considerable discussion it was moved by Councilman Balshaw and seconded by Vice Mayor Perry: To deny the request for banning trucks on South McDowell Blvd. Ayes: Balshaw, Battaglia, Bond, Cavanagh, Harberson, Perry, Mayor Mattei RESO. 9670 NCS OLD EIRE STATION #2 There being no one present to speak to the item, it was continued to the February 22 City Council meeting. RESO. 9670 NCS NATIONAL WEATHER SERVICE Resolution authorizing execution of a memorandum of understanding with the National Weather Service for a cooperative Flash Flood Warning System which consists of a computer forecaster utilizing remote rainfall and river gauges to forecast possible flooding. The National Weather Service provides the computer software at no charge. The hardware is estimated to cost $40,000. This is a condition of the grant for upgrading the treatment plant and effluent irrigation project. The Plan of Operation identifies actions, completion dates and personnel requ'irements for start-up and operation of new facilities. Specific areas addressed are staffing, records reports and laboratory control, process control, safety, .emergency operating plan., . operations budget and irrigation project considerations. YOUNG MOBILE HOME PARK - ROYAL OAKS Resolution of intent to authorize a sewer payback agreement with David D. Young Mobile Home Park (Royal Oaks) SURVEYINCx CONTRACTING OUT City Engineer Hargis requested Council approval to proceed with solicitation of surveying services under sfandby contracts. It is proposed that several firms be coritracted on a retainer basis to provide surveying as needed. MID YEAR BUDGET REVIEW Finance Director Boyer presented the mid-year budget status.
