INVOCATION Reverend Carl Young, Free Will Baptist Church, led the assembly in prayer. PLEDGE OF ALLEGIANCE Mayor Mattei led the Pledge of Allegiance. Mayor Mattei expressed his personal appreciation for the work and study the Council devoted to the City affairs during the past year, as well as the Staff and employees. MINUTES The December 20, 1982 minutes were approved as amended. Page 3, line 5. ..Ord. #1536 NCS. .."Introduced by Councilman Cavanagh and seconded by Vice-Mayor Perry." Page 3, line 10, after adoption of Resolution No. 9628 NCS (Oak Creek Development Plan) . Add "Applicant stated that no one would be required to vacate the Petaluma Villa Apartments." CONSENT CALENDAR The following items from the Consent Calendar were approved by the adoption of a single motion introduced by Vice-Mayor Mattei and seconded by Councilman Battaglia. ORDINANCE #1538 NCS PREZONE SONOMA HIGHLANDS Adopt Ordinance No. 1538 N.C.S. to prezone 80.2 acres to R-1-20,000 (2 units per acre) and 91.2 acres to Agriculture. Introduced by Councilman Bond and seconded by Councilman Harberson. ORDINANCE #1539 NCS PREZONE HASH ANNEXATION Adopt Ordinance No. 1539 N.C.S. amending Zoning Ordinance No. 1072 N.C.S. ~ by prezoning certain parcels between the proposed Westridge Subdivision Phases IV and V, and "I" Street and Purrington Road to R-1-20,000 and to Agriculture. Introduced by Councilman Harberson and seconded by Vice-Mayor Perry. ORDINANCE # 1537 NCS - (cont'd from Dec. 10, 1982) TO PREVENT LOITERING AND DECLARE AS URGENCY Adopt Ordinance No. 1537 N, C. S. adding Chapter 10 . 60 to Title 10 of the Petaluma Municipal Code to prevent loitering on private commercial property and declaring the urgency thereof to take effect immediately. Staff was directed to have information regarding this legislation included in the .Manager's Weekly Report. Introduced by Vice-Mayor Perry and seconded by Councilman Bond. S. authorizing the establishment of a revolving trust account in the Thomas Lee Charity Fund and repealing Resolution No. 2666 N. C. S. Resolution No. 9637 N.C.S. authorizing the execution of an agreement with the County of Sonoma for the commencement of development of the West Petaluma Regional Park. The City will pay the County $50,000 from grant funds from the Nejedly-Hart State Urban and Coastal Park Bond Act Funds of 1976.. Introduced by Councilman Harberson and seconded by Councilman Bond. AWARD BID FOR POLICE VEHICLES Adopt Resolution No. 9638 N.C.S. to award bid for 6 patrol and 1 investigative vehicle for use by the Police Department to Henry Curtis Ford-Mercury fo.r $71, 685. 55. PARK PLACE III PROJECT Planning Director Freitas showed an illustration of the proposed revision to a previously approved development plan for Park Place III Subdivision. Council expressed concerns about the proposed change and agreed to postpone a decisions on this matter until January 17. Staff was directed to furnish the Council with more information on the proposed change in the plan. TRANSIT STUDY City Manager Scharer requested authorization to establish a Citizen Gommittee to assist in the study for the location of a bus terminal. It was noted the committee would be composed of s'chool and library officials, as well as Chamber of Commerce and others who have raised con¢erns about the bus terminal location. The Council agreed and Mayor Mattei indicated he would appoint a member of the Council to the Committee . (3) JANUARY 3, 1983 ~ i~ PAYRAN STREET FIRE HOUSE Recreation Director Raymond informed the Council that ~ he would be having meetings with the High Schools to explore teen-age needs and the possible use of the Payran Street Fire House. Staff was requested to bring back a report to the Council on past teen-age activities. ADJOURNMENT At 8:45 p.m. the meeting was adjourned. Mayor (4)
