" and delete " . . . additional low income . . . " Paragraph entitled "HOLIDAY PARKING" change reference from "meter maids" to "Parking Enforcement Officers" . CONSENT CALENDAR The following items from the Consent Calendar were approved by the adoption of a single motion introduced by Vice Mayor Perry and seconded by Councilman Bond. S. granting a Certificate of Public Convenience and Necessity to David Jacknowitz to operate a special occasion limousine service in the City of Petaluma with the base rate of $30.00 per hour. There being no other public input, the hearing was closed. Resolution No. 9627 N.C.S. approving 1983/84 Community Development Block Grant Projects for Petaluma. At 7:40 p.m~. Councilman Harbverson arrived. Introduced by Councilman Cavanagh and seconded by Vice Mayor Perry. The priority listing is: Flood Hazard Mitigation $500,000.0,0; Petaluma :Ecumenical . Project: Construction $67,500.00, Land Acquisition $95,000.00; and Low/Moderate Income Housing Site Acquisition for equity sharing family housing $200,000.00. AYES: Bond/Cavanagh/Harberson/Vice Mayor Perry/Mayor Mattei NO: Balshaw (He wishes the priority to be reversed. ) ABSENT : Battaglia ORDINANCE #1523 NCS OAK CREEK REZONE (cont'd from June 21, 1982) Staff reviewed the project and advised Council the Army Corps of Engineers reprt was not completed yet. Developers Gary and Cyril Johnson spoke on behalf of their project. Michael Spang spoke against any development . Adopt Ordinance No . 1523 N. C. S. amending the zoning ordina~nce by rezoning a portion of Assessor Parcel #19-010-02 from R-1-6, 500 to Planned Unit Development and Flood Planing Combining District for Oak 2 1$~ . DECEMBER 20, 1982 Creek Apartments located at the end of Graylawn Avenue. AYES : B alshaw / Bond/ Cavanagh / Harbersonl Viee Mayor Perry / Mayor Mattei ABSENT: Battaglia RECESS The Council recessed from 8:40 to 8:50 p.m. ORDINANCE #1536 NCS - TOW TRUCK BUSINESSES - CENTRAL COMMERCIAL ZONE Joanne Pozzi, representing the C~hamber of Commerce spoke 'in support of the proposed ordinance. , Introduce Ordinance No. 1536 N.C.S. amending the zoning °ordinance Section 12-405 to allow tow truek businesses as a conditional use in the Central Commercial zone. Introduced by Vice Mayor Perry and seconded by Councilman Bond. . AYES : Bond / Cavanagh / Harberson / Vice Mayor Perry NOES: Balshaw/Mayor Mattei (Councilman Balshaw's no vote reflected his feeling that auto body shops are not an appropriate use in the Central Commercial zone. ) ' (Mayor Mattei's no vote indicated his feeling that towing businesses are an inappropriate use in a GC zone. ) ABSENT: Battaglia 3 ~9~ DECEMBER 20, 1982 RESOLUTION #9629 NCS TRAFFIC CONTROL Resolution No. 9629 N.C.S. provides for the means to reduce traffic congestion on Petaluma streets when the flow of traffic is so heavy it would impair the travel of emergency vehicles. Introduced by Councilman Bond and seconded by Vice Mayor Perry.
