HOUSING ELEMENT .
The scheduled public hearing for the Housing Element of the General
Plan was eontinued to December 6, at the request of the consultant
who .had. .a scheduling conflict. ,

VALL'EY OAKS SUBDIVISION
Mr. Jack Harte requested relief from undergrounding utilities on I 5t.
at the Valley Oaks Subdivision site. Mr. Harte said the telephone line
undergrounding would be inordinately expensive because it is a trunk
line serving West Marin. Mr. Harte also requested the City permit 80
percent of the subdivision to be built out before other subdivision ,
requirements are made of the developer.

Councilman Harberson arrived.
The City Manager recommended that staff look into the fairness of the
undergrounding requirements of the IVlunicipal Code as they relate to
telephone trunk lines as compared to P.G.& E. high voltage lines, that
Council allow building permits to be issued up to 80 percent of the
subdivision, and that a staff report be available December 20 on the
aost of undergrounding phone lines. It appeared to be Council
consensus that either all of the lines be undergrounded or nothing be
undergrounded in this case. Mr. John Flintner, ?,ttorney representing
Mr. Harte, asked that any documents regarding the proposed solution
to Mr. Harte's undergrounding request be supplied to Mr. Harte prior
to the time Council takes any action.
RESOLUTION #9598 NCS
WATER CONSERVATION ACTION PLAN
Resolution No. 9598 N.C.S. adopting action plan for water
conservation. Introduced by Councilman Battaglia. Seconded by
Councilman Harberson. This plan was developed by the Cities and
Districts that take water from the Sonoma County Water Agency. This
includes North Marin County Water District, the Cities of Santa Rosa,
Petaluma, Rohnert Park, Sonoma, and Cotati, the Forestville County
Water District, Valley of the Moon Water District, and Sonoma County
Water Agency. The Clean Water Grant for construction of the Effluent
- Irrigation Project and Sewer Treatment Plant Upgrade has a condition
that the City adopt a water conservation plan. This document meets
the State's criteria.

REJECTING BIDS LIBRARY RESTROOMS
Resolution No. 9599 N.C.S. rejecting all bids for refinishing of
Petaluma Public Library Restrooms due to the fact that the bids were
excessive for the funds available. Introduced by Councilman
Battaglia. Seconded by. Councilman Bond.

Resolution No. 9600 N.C.S. awarding contract for roof repair for

RESOLUTION #9601 NCS
OUTSIDE SEWER AT CYPRESS HILL MEMORIAL PARK
Resolution No. 9601 N.C.S. granting the app~lication of Henry Murphy
for one outside sewer connection at Cypress Hi11 Memorial Park,
Petaluma, to serve the caretaker r,esidence. Initially this sewer main
would be extended up Sycamore Lane from the Acorn Terrace
intersection and a lateral would be provided for the. existing caretaker
unit to replace the leach field now in use. The applicant proposes to
extend the Sycamore Main as a private lateral 600 feet so the
caretakers unit can be relocated. Construction of the Sycamore Lane
main and private laterals would be the responsibility of the Cypress
Hill Memorial Park. The main would be built to City standards and be
dedicated to the City. Introduced by Councilman Bond and Seconded
by Councilman Battaglia.

ESTAB'LISHING ADMTNISTRATIVE ENTITY FOR PERMIT GOORDINATION
Resolution No. 9602 N.C..S. establishing the administrative entity
responsible for residential development permit coordination to be the
Community Development and Planning Department in accordance with
provisions set forth in Section 6b913.3 of the Government Code. ,

APPOINTMENT SONOMA COUNTY TRANSPORTATION COUNCIL
Mayor Mattei appointed City Manager, John Scharer, with Bill Liebel
his alternate, and the Mayor, himself, to the Sonoma County
Transportation Council.
RESOLUTION #9604 NCS
INTRA-COUNTY LOCAL TRANSIT DEMONSTRATION PROGRAM
Mr. Dave Knight, Sonoma County Public Works Department, addressed
the Council regarding the County proposal for a demonstration program
for supplemental bus service between Petaluma, Cotati, Rohnert Park,
and Santa Rosa. Resolution No. 9604 NCS expressing conceptual
support for an intra-county transit demonstration program for the
period December 6, 1982 to June 30, 1983. Introduced by Councilman
Harberson. Seconded by Vice Mayor Perry.

COUNTY SOLID WASTE MANAGEMENT PLAN
The Council was advised that Sonoma County proposes to construct a
transfer station in the unused portion of the Guerneville disposal site,
and to close that land fill operation. A transfer trailer will be hauled
to the Central land fill site near Meacham Road and unloaded there
approximately twice a day.
PROPOSED COUNTY INCREASED GARBAGE RATES
Council was advised the County has proposed to increase the
compacted garbage rates from $1.65 per cubic yard to $2.45 per cubic
yard in 1983 and to $3.50 per cubic yard in 1984. Related increases
are also proposed for debris boxes, loose garbage, demolition, autos
and pickups. This is an effort by the County to keep the enterprise
operation on a cost covering basis . No aetion was requested of the
Council at this time.
RESOLUTION #9605 NCS
ACQUISITION OF ~231 WILSON ST.
Resolution No. 9605 N.C.S. authorizing negotiation for purchase of
land at 231 Wilson St. for low income senior citizen rental housing on
behalf of Petaluma Ecumenical Projects. This authorizes the use of

$60,000 of 1982-83 Community Development Block Grant funds for site
acquisition. Introduced by Councilman BattagTia. Seconded by
Councilman Harberson.

STUDY SESSIONS
CounciL agreed on a proposed schedule of study sessions for the next
3 months .
LINDA DEL MAR
City Manag.er, John Scharer. reported on .a .meeting held with the
people in the Linda Del Mar ~ area that flooded on January 4th of this
year._ There is the possibility of r.elocating some of the houses onto
lots that would be in the .,general vicinity but not subject to flooding.
There appear,ed to be .some~ interest on the part of the property owners
and further meeting will be. held with ~ the property owner.s .

USE HEI2ZOG HALL
Resolution No. 9606 N.C.S. authorizing the City Manager to execute a
license agreement for the use of the Fairgrounds facilities November
16. Introduced by Councilman Harberson. Seconded by Councilman
Battaglia. T-his is for the retirement dinner for the Public Works
Superintendent Roy Kelly.

BOARD OF DIRECTORS VACANCY
It was moved by Councilman ,Harberson and Seconded by Councilman
Battaglia, that the City Council will endorse the candidacy of
Councilman Balshaw for the Board of Director term currenfly being
held by Allen Stansbury of Cotati.
