RESOLUTION #9503 NCS MASTER DRAINAGE STUDY AGREEMENT Adopt Resolution No . 9503 N. C. S. authorizing the Mayor or City Manager to enter into an agreement with the Sonoma County Water Agency for the funding of the Zone 2-A Master Drainage Plan as f ollow s : 1, The City's share of the cost of aerial topographic map shall not exceed $45, 000. 00, and /~3 JULY 19, 1982 2. The City's maximum expenditure will be $25, 000. 00 for employment of a civil engineer to initiate preparation of the Zone 2-A Master Drainage Plan for the Petaluma Basin. ORDINANCE #~1526 NCS ACCESSORY DWELLINGS Adopt Ordinance No. 1526 N. C. S. amending Zoning Ordinance No. 1072 N.C.S. by adding Section 1-203, the definition of accessory dwellings; by adding Section 6.405, to permit accessory dwellings as conditional use in 1-family residential districts; and to add Section 21-407 to Article 21, provisions applying to certain accessory uses and all conditional uses, defining the criteria for development of accessory dwellings. ORDINANCE #1527 NCS AUTO PARTS STORES IN C-N DISTRICTS Adopt Ordinance No. 1527 N.C.S. amending Zoning Ordinance No. 1072 N. C. S. by adding Section 11. 410 ( conditionally permitting auto parts stores in C-N (Neighborhood-Commercial) Zones) . RESOLUTION #9504 NCS ELY BOOSTER PUMP Adopt Resolution No. 9504 N. C. S. authorizing the ~ Mayor or City • Manager to enter into and execute a~n agreement with the Sonoma County Water Agency for the construction of a booster pump known as the Ely Booster Pump on the south part of the Petaluma aqueduct. RESOLUTION #9505 NCS COST ALLOCATION PLAN Adopt Resolution No. 9505 N. C. S. authorizing the Mayor or City Manager to enter into and execute an agreement with David M. Griffith and Associates, Ltd. , to develop a Cost Allocation Plan for the City of ~Petaluma at a cost not to exceed $9,100.00. RESOLUTION #9506 NCS DYNAMIC STREET WATER MAIN Adopt Resolution No. 9506 N. C. Mayor Mattei reviewed the membership of the committee he had called together to consider this question. Representatives of _ American Association of University Women, Business and Professional Women, Adobe Lions, Host Lyons, Seven-Eleven Lyons, Kiwanis, Petaluma Rotary Club, Petaluma Valley Rotary, Director of People Services Center, Soroptomists, Petaluma Senior Coordinating Council, Councilman. Bond, Councilman Balshaw, Chamber of Comrnerce, Radio . Station KTOB , Northbay • Journal, Petaluma Tomorrow, Petaluma Hi~gh School District, Carpenters Union, A•rgus Courier, Petaluma Women's Club, Newcomers Club, Old Adobe School District, and formal Mayors: Patty Hilligoss, Norman VanBebber, and Art Parent. Webb, Lorraine Vivian, Pat Carlone, Michael Spang, Dennis Milliken, Bill_ O'Donnell, and ,Toe Rappaport. ~ After approximately one .hour and. forty-five minutes of discussion, it was moved by Councilman Balshaw and seconded by Councilman ' Bond to place two measures on the ballot this November. One measure would give the option to change the Regular. Election to November of the odd year; one measure would give the option of changin~g the charter election date to November of the even year, and if both measures failed the . voters would be taking ~ fhe option of not changing the election date at all from the second Tuesday in : June of the odd year. AYES: Balshaw/Battaglia/Bond/Cavanagh/Vice Mayor Perry/Mayor Mattei NOES: Harberson RECESS The Council recessed from 8:50 to 9:05. OUTSIDE SEWER .REQUESTS BALISTRERI T800 PETALUMA BLVD . NORTH Mr. Balistreri was referred to the City by the County Planning Department in his efforts .to obtain a~ use permit for, a hay sales business. Staff recommended denial of the reques,t because the end of the sewer line lies 600 feet from the property, :the end of the sewer main is at a higher elevation than the property and therefore; a gravity sewer could not ~be used and a pump and force. main would have to be utilized; the nearest line is nearly at capacity and priority should be Ieft for development inside the City; and finally, permitting this property to tie into the Petaluma Blvd. sewer, could mean the property owner might not support an assessment district for properly sewering the entire subdrainage area. On the' basis of the staff recommendations, it was moved by 3 /~ ~ JULY 19, 1982 Vice Mayor Perry and seconded by Councilman Bond to deny the request for outside sewer connection at 1800 Petaluma Blvd. North for Balistreri Hay Sales. NORTH STAR SUBDIVISION Resolution No. 9507 N.C.S. authorizing grading of North Star Subdivision and authorizing execution of agreement therefore,. introduced by Councilman Cavanagh, seconded by Councilman Battaglia. Introduced by Councilman Harberson and seconded by Councilman Battaglia. AYES: Balshaw/Battaglia/Bond/Harberson/Vice Mayor Perry/Mayor M attei NOES : Cavanagh FEES FIRE DEPARTMENT Fire Marshal Clyde Thomas reviewed the proposed fee schedule in accordance with the Uniform Fire Code permit structure. Council asked staff to bring this back at the next meeting with a report on the amount of monies this would generate. RESOLUTION #9509 NCS FEES AM~BULANCE At the request of Fire Chief Sharps, it was moved by Councilman Harberson and seconded by Councilman. Battaglia, to adopt Resolution No. 9509 N.C.S. establishin.g a policy for operation of the City ambulance; designating level of service; area of service; and fixing a fee schedule for said service and repealing all resolutions in conflict. S. approving and authorizing the execution of a joint exercise of powers agreement to create the Northern ~ California Home ~ Mortgage Finance Authority and appointing one member .(.City Manager John Scharer.) and one alterna•tive member (Firiance Officer Jue1le-Ann Boy.er) to the ~~ governing• board of such authority,. Introduced by Councilman Balshaw and seconded by Council Bond. AYES: Balshaw/Battaglia/Bond/Cavanagh/Harberson/Vice Mayor Perry/Mayor Mattei RESIDENTIAL DEVELOPMENT CONTROL S~'STEM At the request of Councilman Balshaw, Council was asked to consider the matter of determining the maximum number of allotments that might be outstanding at a given time or the number of building permits that may be issued over any given two or three years in order to prevent an undue amount of housing to be constructed in a given period of time that would impact either or both local school facilities or City services. Staff advised that the tools available to the City to preclude this happening are sufficient at this time. Council w•ill be receiving periodic reports on the status of all allotments .
