MINUTES
The June 14 minutes were amended as follows :
Page #1. The last sentence "Should res.eeding be considered instead of
replacing the astro turf?" should be deleted.
Page #2. Fourth paragraph down. Replace "Councilman" Cavanagh
with Vice Mayor Cavanagh. In the second line of the same paragraph,
insert after "repainting the" Bridge Railing, .
Page #3. First line insert after "with" either the June Primary or
November. . . . .
The June 21 minutes were approved as submitted.

Councilman Battaglia, Councilman Harberson, City Manager Scharer.
The staff was requested to return to alphabetical roll call on Council
votes .

PROPOSED DRAINAGE MITIGATION POLICY
Planning Director Freitas read his July 9 memo to the City Manager
regarding a flood mitigation policy. Michael Spang, of 11 Rocca,
suggested sending storm run-off into the South County
(Varnhagan property) Park. Staff was requested to bring the
proposed policy back in final form.

VIDEO GAMES
Adopt Ordinance No. 1524 N. C. S. amending numerous sections of
the zoning ordinance regarding video games. Introduced by
Councilman Harberson and seconded by Councilman Battaglia on
June 21.
Mr. Richard Tipton, of Coin Amusement Company, asked that the
arcade definition be changed from 3 mechanical machines to 5.
Kerry Brotman, representing Dodge ~City Amusement Center, spoke
in support of the ordinances .

OAK CREEK PROJECT
Planning Director Freitas re~iewed the project which had been
shown to the Cquncil in great detail at a previous Council rneeting.
J: .~Cy.ril Johnson, part owner of the project, ~ addressed the
`Council. ~~Kathy 5pang read a letter from a Mrs. Virginia Brown.
Murdock Gillespie expressed con,cern about the holding. ponds .
After considering this matter for approximately one hour, it was
moved by Councilman Har.berson and Seconded by Councilman Bond
to continue action on tliis matter for 60 days or until we have
received a report from the Army Corps of Engineers regarding
their updated figures (from their 1972 study) for costs for
chanrielization of the Petaluma River. . •

Planning Director Freitas reviewed the proposal for construction of
a 1,3'76 square foot office building at 352 Petaluma Blvd. North
without any required on-site parking . Bill Gritten,, of Preston
Automotive, requested that the variance not be approved because
people tend to use his off=street parking. Tom. Sfoddar.d, owner
. of property on both sides of: the property in question; Joe Shea,
of New York Sub °Shop; and Jim Bernardi, of the Bicycle Shop,
• _talked about the lack of -parking. Dick Leib, ar:chitect, spoke on
behalf. of the applicants . ~
After considerable discussion, Councilman Balshaw moved and Vice
Mayor Perry seconded a motion to deny the appeal. Motion failed.

UPHOLD APPEAL- METCALF.E 501 SECO`ND STREET
Matt Hudson, attorney representing Harold Metcalfe, showed
pictures of the area of the proposed new building which would
require two variances. One to reduce required interior side yard
set-back from 5 feet to 3 feet, the other is to reduce the required
driveway entrance depth from 20 feet to 14 feet. Mr. Hudson
urged the Council to approve the needed use~ permit and variances
for the proposed wholesale parts and machine shop to be located at
501 Second Street. Represeritativ,es of the neighborhood who
spoke against the project an~d requested. that the area be rezoned
residential rather that ~ light industrial. ~ After an hour's
consideration of =this . measure, Resoliztion No. 9495 upholding the
a ap:peal of the denial of the use permit and variances was
introduced by Vice Mayor Perry and seconded by Councilman
Cavanagh.
