OF CITY COUNCIL

SPfCIAL MEETING
Meeting called to order 8:20 a.m. by Mayor Mattei
ROLL CALL
Perry, Harberson, Bond, Cavanagh, Balshaw, Battaglia, Mayor Mattei
(Councilman Perry left at 9:30 a.m.)
BUDGET 1982-83
City Manager Scharer made the following comments about the
Preliminary Budget:
- No new personnel
- No expansion in .the level of service
- In July, a rate increase for ambulance service will be
requested but it is not reflected in the budget.
Mayor Mattei indicated his primary concern was out-of-State,travel.
Finance Officer Boyer responded that the Preliminary Budget
contained only two such items.; the Congress of Cities,
Washington, D.C. ($3,360) and the International Association of
Chiefs of Police, Altanta, Georgia ($950). The Council, by
consent, agreed to leave the funding in the budget but to allocate
it for meetings and travel within the State. The Council further,
by consent, agreed to the following policy:
- Encourage the staff to attend California League of Cities
meetings at the discretion of the City Manager.
- There should be not travel out of the State for staff unless
the meeting is issue oriented.
Councilman Balshaw requested that the City Manager report to the
Council after 9 months of the Fiscal Year as to the progress of
each department in achieving the goals outlined in their programs
of service. This would present the Council with more timely
information when reviewing the preliminary budget when it is
presented in May.
A general discussion of problems and questions followed. The items
which the Council members indicated~ needed to be pursued by the
City Manager, are as follows:
- The astro-turfed area at Washington and Howard needs to be
reviewed. It is worn-out. Should re-seeding be considered
rather than replacing the astro-turf?

- The bike paths around town seem to have a lot of weeds
growing in them this year.
- The question of cleaning Kenilworth Recreation Center after
private use arose. The Parks Department Program of Service
mentions that unscheduled time is often spent by the crews
- in this work. The suggestion was made that perhaps a
contract for cleaning on.an as needed basis should be
investigated. The deposit required of users would need to
match the contract price.
- Luchessi Senior Center operations were discussed. The City
Manager indicated that interviews for resident caretakers
had been conducted the previous week. The question was
asked if income qualifications were port of the selection
criteria.
- Councilman Cavanagh indicated that some consideration should
be made for repainting the gold flag poles and masts on the
Washington Street Bridge.
- Councilman Bond mentioned that he had received several
questions about sidewalk cuts for wheelchairs at the corners
of Lakeville and E. Washington. The Council agreed that
this should be investigated and when possible, remedied.
Capital Equipment requests of the various departments were
reviewed. The following items were deleted by the Council:
Item #1 - Chair $350.00
Item #2 - Microform Equipment $29,000.00
Item #7  - Sound and Vibration Measuring Ki.t and Graphic
Level Recorder $9,500.00
Item #10 - Move Offices from Room 5 to Room 8; reduce amount
by $4,000.00
Total reduction to Capital Equipment Requests $42,850.00
In eliminating Item #2, Microform Equipment, the Council requested
that the staff make a recommendation for Permanent Records
Retention for the 1983-84 Budget. Consideration should be given to
the requirements of the Police Department vs. the General
Government when evaluating equipment and methods.
The Mayor proposed and the Council agreed by general consent that
in order to save money and encourage voter turnout a change of
voting dates be explored. Mayor Mattei will select a Committee of
Citizens to be reported to the full Council in July. The
responsibility of this Citizens Committee will be to recommend
changes to the charter to move City Council elections to coincide

with November General Elections~. The Committee will make its
report to the Council in August. ~
