FLOOD MIT~IGATION REPORT
Co-chairman of NOAH (Neighbors Outraged About Homes) Cathy Spang of 11
Rocca Drive, expressed dissatisfaction with City actions regarding
development of mitigation measures to pre.vent anot'her,;flood in the
Payran area. She concluded her remarks by stating people of NOAH may be
forced to seek other courses .of. action until their needs are
satisfactorily met. Mark Manion, the other co-chairman of~ NOAH,
concentrated his remarks on the Sonoma County Water Agency °need to
maintain a channel clearing policy and the modification of various
bri dges and trestl es over the Peta,l uma Ri ver i n order to stop debri s
pile-up; he urged the development of a master drainage plan, which is
proposed by ~the Sonoma County, Water Agency as an eighteen-month
project, be completed "with all due speed"; and he. asked that the City
place a moratorium on building for two years'or until s:uch time as the
master drainage plan has b,een completed. Regarding~the conside,ration
of relocating homes from the Payran, area, he suggested the F°ive hundred
thousand Doll,ar Community Deu.elopment Bloek Grant mon'ies, currently
earmarked for relocation assistance,;might possi'b.ly be better spent to
clean the creeks. Vince Landof, NOAH's representative on the pisaster
Council, questioned the County's expenditures on Sears Point Raceway.
Mr. Jim Veith, expressed concern that there may have been raw sewage
mixed with the flood waters. ~ .
Mr. Michael Spang next showed photographs of the Petaluma River
carryiag debris, the railroad trestle at Lakeville H,ighway, and pipes
going across the river at Wunt & Behrens. David Reoto, asked the City
to "put~pressure" on the railroad company to keep the trestles free of
debris as well as requesting that the nailroad replace them; requested
the City address this concern to the Publi~c Utiliti:es C,omm.ission; and
asked the City to work on behalf of the people living in th_e flood area
and their attempts to enlist the cooperation of othe:r governmental
bodies to implement conservation and mitigation measures to pr.event any
more flooding. He also asked that the County place a moratorium on
building.

Mrs. Red Halem, from Leisure Lake Mobile Home Park, commented on the
lush growth of weeds i~n the•creek beds and asked if the City could help
them in removal of a cyclone fence, which was recently placed between
their park and the freeway, closing their only egress if another flood
should occur. She also commented favorably on the City's proposal to
remove the Old Stony Point Bridge near the mobile home park.
Mr. Wayne Williams, representative of Petaluma Tomorrow, alluded to the
Interagency Flood Hazard Mitigation Team's post-flood recovery progress
report, itself, as "fifth-hand" information and refuted~f.igures from
various reports whiie presenting his own calculations of flood
frequency. He agreed with the City Manager's recommendations and asked
that the Sonoma County Water Agency be requested to maintain the
streambeds better.
Mr. Ernie Curtis gave an historical overview of the river and outlined
the actions of the City over the years to reduce flooding. He also
suggested that building houses to the south of the town would not
impact the Payran area thereby negating the need for a moratorium.
Rose Eiserich, from Petaluma Tomorrow, noted they are now a registered
non-profit educational institution. Bill 0'Donnel spoke on behalf of
the Carpenter's Union and urged the City not to entertain the prospect
of a building moratorium. Judy Foster compared "requiring the railroad
company to fix its trestles" to requiring a property owner "to fix a
cracked sidewalk as a public nuisance". Lou Minor, a local carpenter,
expressed concern for the flood victims, but asked if we should fix the
flood area at a cost of approximately $20 Millions and sacrifice the
services for the rest of the City. Dennis Milliken said he didn't
think the mor•atorium was a problem for the building industry now.
Kenny Samples said we need action now.
RECESS Council recessed from 8:45 to 9:00 p.m.
FLOOD MITIGATION REPORT continued
City Manager Scharer advised that staff is planning to hold a meeting
with the forty-three homeowners located in the Floodway regarding
possible relocation of their houses. ~

Resolution N'o. 9466 N.C.S. requesting the U.S. Army Corps of Engineers
to reevaluate the conclusi.ons in its .1972 report ent.itled "Flood
Control and Allied Programs-Petaluma ~River Basin-Sonoma and Marin.
Counties". and reconsider Federal participation for flood control
programs. on the Pe~aluma River. Introduced by Vice Mayor Cavanagh,
seconded by Councilman.Bond.

SOUTHERN PACIFIC TRESTLES
Resolutioa No. 9467 N.C.S. requesting • that Southern Pacific
Transportation Company replace trestles over the Petaluma River near
LakeVille Street to decrease hydraulic restraints~ in the Petaluma
River. Introduced by Councilman Perry, seconded by Councilman
Battaglia.

DRAINAGE MASTER PLAN SONOMA COUNTY WATER AGENCY FLOOD CONTROL ZONE 2A
City Manager Scharer's recommendation that the Sonoma County Water
Agency p.repare a d,rainage master plan for Flood Control Zgne 2A, which
includes the City of-Petaluma and for which the City's contribution
~would be approximately $45,000, will be conside:red at the June 14th
City Council Budget Meeting.

Resolution #9468 N.C.S. urging the Sonoma County Water Agency to
accelerate currently planned drainage projects. This resol<ut~ion would
also encourage early onset of chaanel clearing with`in the Petaluma
drainage basin•, urge inves~tigation of a stream gauge and. hig,h water
alert system and. request review and adjustmen.t of t'he :Wate.r Agency's
plan checking policy to assure downstream affects of proposed building
projects of any kind are considered.

FLOOD DISCUSSION CONCLUSION
City Manager Scharer said there is a possibility that public
improvements for house relocation could be accomplished in the 1982-83
fiscal year. The City is preparing to remove the old Stony Point
bridge in the Leisure Lake Mobile Home Park area. The City plans to
meeting.with the owner of the Leisure Lake Mobile Home .Park as soon as
ownership of the levees around the mobile home park is determined.
Staff advised Council the mitigation measures will be designed to a
"hundred year" flood for the Petaluma River tributaries and to a
"standard project flood" for the Petaluma River improvements. The
proposed improvement area for the river would be from Old Redwood
Highway at Stony Point to the Turning Basin.
COUNCIL CONSENSUS
It was Council consensus that all construction projects larger than 15
residential units or'one-half acre of industrial improvements would be
required to provide mitigation on-site or off-site for any change in
runoff which may be caused by the project, effective with any building
permit issued after October, 1981, and until such time as the Council
fully accepts the proposed master drainage report. It was also their
consensus not to place a moratorium on building.

ORDINANCE #1520 NCS
ADOPT ECONOMIC DEVELOPMENT REVENUE BOND LAW
Ordinance No 1520 N.C.S. providing for the City of Petaluma Economic
Revenue Development Bond law authorizing the issuance of revenue bonds
for the purpose of providing financing to participating parties for
economic development purposes and including definitions, gener.al
provisions, powers, issuance procedures and certain other supplemental
provisions.

SMALL HOMES
The being no objections expressed by the Council, Councilman Balshaw's
presentation on small homes was moved to this portion of the meeting.
Mr. Richard Rushton, an architect from Fairfax, presen•ted a slide show
of several versions of a small home which could be placed on .small

lots. It was Councilman Balshaw's suggestion that Council exempt such
units from all but safety restraint regulations. It was Council
consensus to include this type of housing in the Housing Element which
is currently being.revised. .
OUTSIDE WATER
REQUEST FOR CONNECTION AT 4150 I STREET
Council heard a request from Mr. Alan Mahoney and JoAnn Ussery for an
outside water hookup at 4150 I Street, which is 1500 feet beyond the
end of the closest wa.ter main. . Council Policy, as established by
Resolution No. 6617, does not allow outside water connecti~ons.at a
di stance greater _than 500 feet from end of, the .exi sti:ng . water. mai,n.
The question arose whether or not there are other outside water hookups
in the immediate area.
It was moved by Councilman Harberson and seconded by-Councilman Balshaw
to ,deny the appeal from the Planning Commission refusal .,to grant an
outside water hookup. . ~. .

The motion failed.
Councilman Harberson's motion to allow the hookup subject to the usual
conditions did not receive a second. Mayor Mattei moved to table the
matter for more complete staff input.

AIR CONDITIONING EAST WING -
On the recommendation of Public Works Superintendent, Roy Kelly, it was
moved by Councilman Harberson and seconded by Councilman ~Perry to
authorize preparation of plans and specifications for roof-mounted gas
fired air conditioners for the East Wing of City Hall.
