Tim Sherman. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Mattei. MINUTES The March 29 minutes were approved as submitted. The April 5 minutes were approved as amended. Page 4, 9th line down after Russian, add the word River, so it reads, "RUSSian River conservation charge." DilT1FT1 TTFM Councilman Balshaw requested the Council consider an item about 'granny' housing. Moved by Councilman Perry; seconded by Councilman Harberson to add the item at the end of the agenda. ORD #1512 NCS SCHOOL IMPACT FEES Adopt Ordinance No. 1512'N.C.S. adding Section 17.28.240 to the Municipal Code providing for an exemption of payments of fees for school facilities for developers of low income senior citizen housing. ORD #1513 NCS "A" STREET PARKING LOT SPACE RENTAL Introduce Ordinance No. 1513 N.C.S. amending Section 11.56.090 of Chapter 11.56, Subsection B relating to special permits for use of meter space ($20.00 per month). RESO #9420 NCS SECURITY SONOMA/MARIN FAIR Adopt Resolution No. 9420 N.C.S. authorizing the Chief of Police to execute a contract with the State of California to provide security services for the Sonoma/Marin Fair for the year 1982. RESO #9421 NCS AIR COMPRESSOR Adopt Resolution No. 9421 N.C.S. awarding bid for one air compressor for the Water Department to Rix Equipment Company, San Leandro, for $6,983.28. ORD #1514 NCS AMEND PERS CONTRACT . Introduce and order published Ordinance No. 1514 N.C.S. authorizing an amendment to the contract between the City of Petaluma and the Board of Administration of the California Public Employees Retirement Sys.tem to include 2o at 55 full formula retirement for the Police. END OF CONSENT CALENDAR „ - • * * * * * * * * * * * * * * * PETALUMA~ BRANCH •LIBRARY , . - Mr. Davi:d Sabsay from the Sonoma County Library;introduced new Petaluma Branch Librarian Jim Rosaschi. -. ~ PETITION FOR MORATORIUM ~ Cathy Spang of 11 Rocca Drive presented the Council with a petition calling for a moratorium on all building, filling and grading with the Petaluma River basin (128 square miles draining into the river). With the permission of the Council, the Mayor•moved-the City Manager's report on the January 4, 1982 "Flooding and City Emergency Plan" to this time in the agenda. . ~ '-. - " ~ . _ ,~ - _ , ~~ , ~ ' ~ . . - City Manager Scharer reviewed in the rainfall that~had.been recorded in two hour increments on January 4th which amounted to 6.2 inches in a 24 hour period. At the conclusion of his remarks, he made the following recommendations: that the Mayor convene the Disaster Couneil and they be directed to review the 1981 draft Emergency Plan and to consider all recommendations, and that the 1982-83 budget include-$15,000 for implementing recommendations of the ~Disaster. Council. , .~ • ~ -- - ~• . - .. ~ ~. ~., ~ . „ The Disaster Council, accord~ing to Section 2.'32,030 of the Municipal Code consists of the following: the Mayor, the,City~ Manager and Assistant Direetor of Emergency Services ('Fire Chief). It was suggested the Council seek representatives from the County Office of Emergency Services, the Ameriean Red Cross,.the Chamber of Commerce and two citizens at large. Mayor Mattei asked Co-Chai~rman, of NOAH, Neighbors, O.utraged ~About. Police Chief Murphy answered Council questions: Mr. Bil1 Brotman, proprietor of Dodge City in Washington Square, spoke in favor of the ordinance. There was no opposition. There being no additional comments, the hearing was closed. Adopt Ordinance 1511, declaring, pursuant to Vehicle Code Section 21107.6 that Hagstrom's Shopping Center, the Plaza North Shopping Center, the Petaluma Plaza Shopping Center, the Golden Eagle Shopping Center, the Payless Parking area (located at the inter•section of Lakeville and Washington Streets), and the Washington Square Shopping Center are commercial establishments subject to designation. AYES: PERRY/HARBERSON/BOND/BALSHAW/BATTAGLIA/CAVANAGH/MAYOR MATTEI RESO #9425 NCS WEED ABATEMENT Fire Marshal Clyde Thomas addressed the Council regarding the annual weed abatement program. He noted that approximately 600 property owners had been notified by mail to abate their weeds by May 15 or by order of the Fire Depar.tment~, a contractor employed by the City would abate those weeds. Said cost would be the responsibiLity of the property owner:: The hearing was opened. There were no protests received either~prior to, or at the hearing. Mr. Mark Manion asked if this could be extended to include weeds growing in the river. There being no`further comment, the hearing was closed. Resolution No. 9426 N.C.S. ordering abatement of nuisances consisting of weeds growing and rubbish, refuse and dirt existing upon the streets, sid'ewalks; parkwags and parcels of private property in the City of Petaluma and ordering the Fire Chief to remove said weeds, refuse, rubbish and dirt by contract or by his own forces. This would authorize building the development in phases where Buildings 1, 3 and 5 would be constructed first, the area for Buildings 2 and 4 would be turfed until a later time. Mr. Cheyenne Earls, developer, noted the low ~ cost housing units are in Buildings 1 and 5. APRIL 19, 1982 - City policies and programs to regulate.coin operated amusement games. It was Council consensus to give that direction to staff. - - CABLE TELEVISION REPORT ~ Councilman Roland Bond reviewed the report of the Cable T.V. Committee consisting of Chairman Bond, Councilmen Balshaw and Battaglia, who met on several occasions with Shiela Sheehan of Viacom regarding their requested rate increase. Council approved the Committee's recommendation and continued final action on the rate increase to the May 3 Council meeting. Some concern was expressed by the Organization of RACES, the Radio Amateur group, regarding the potential for interference on what they call Channel "E" between cable television and the ham radio operators. Staff advised the Council this is a matter that is being considered by the FCC in Washington, D.C., and was not something over which local government had any control. The representative of Viacom agreed to work with the radio amateurs to resolve any problems that may occur in Petaluma as a result of cable interference or signal overlap. CITY MANAGER REPORTS Sky Ranch Airport Relocation - The final application is being prepared for submittal, however, the outlook for Federal funding for relocation of the airport is not good. Community Development Block Grant Technical Committee - City Manager Scharer reviewed the recommendations of the Technical Committee from the County of Sonoma for the funds that have been allocated to the City of Petaluma. Council had concurred with those requests at a previous meeting. GRANNY HOUSING After some discussion, Council consensus was to take a positive action of directing that they receive a report on the legal possibilities, reflections on the subject from the Planning ~ director and the Housing Element consultant before sending the subject to the Planning Commission for further action.
