Adopt Resolution No. 9406 N.C.S. proclaiming the month of April,
1982 as Neighborhood Watch Month. Prior to the adoption of the
Consent Calendar, Mayor Mattei read the resolution and Police Chief.

Murphy urged all citizens~to be watchful for strange cars and
ususual activity in their.neighborhoods in order to help prevent
neighborhood crimes.

Council had requests from the following groups for use of Fire

The Senior Coalition, whose request was subsequently replaced with
the agreement between the City and McBail Company to construct a
senior's facility at Lucchesi Park.
Petaluma People's Services Center has offered to assist in a teen
center, but not be the lead agency responsible. .. `_~~_.:
Mr. William Brotman, owner of Dodge City Amusement Center, proposed
a family amusement center or youth center with inclusion of an
amusement center. .
Petaluma Center of the Santa Rosa Junior College indicated~,the~
desire to utilize the facility for instructional purposes, but only
in the event the City wouldn't be utilizing it for a municipal
service.
The Montessori Children's House of Petaluma has expressed their
desire to lease the facility for an elementary sehool; grades`.l
through 6.

Mr. Arnold Moore of the Petaluma Cannery Sales has asked to' l~ease~;~'='
the facility to open a mini-market.

The Petaluma Still Water Ministries has proposed to use the
facility: for •af youth ~coffee house:t:and~ banquet.- area for±:their~ meal

Mrs. Carol Fullerton has proposed the facility be converted for
teen use.
Elizabeth Horn from the Senior Nutrition Center requested use~of a
dining room that would accommodate about 60 people.for a meal to be

After a great deal of consideration, Council agreed with the Mayor
that he appoint a commiftee to work, w,~ith ~the~, City.: Manager iand~ .to1...-~1
report back at the May 3 meeting. The committee would consist of

TAXI CAB REQUEST FOR:' CERTIFICATE '=" JOHN REYES` ' ' ~ ' " ~ ' ~
Finance Director Juelle-Ann Boyer recommended issuance~of this
certificate which has been considered favorably by both the Police
Chief and the Planning Commission. .Jim Patterson of the Yellow Cab
company urged the Council to deny issuance of "tlie 'taxi cab ~"' ~''
certificate of public convenience and necessity. After a
considerable amount of discussion regarding the location of and the
use of the taxi loading zones, Council continued the matter to
April 5.
At 8:40 p.m. Councilman Harberson had arrived.

engineering, design and construction of a solar heating system for
the Municipal Swimming Pool filed by Creative Energy to be a bid
which is not responsible to said project. Introduced by Councilman
Bond; seconded by Councilman Balshaw.

DOWNTOWN PARKING METER REPORT
Finance Director Juelle-Ann Boyer began reviewing the parking meter
report. Mr. Ken Kopp, representative of •the downtown merchants,
addressed the Council. Due to the lateness of the hour, Council
took the report under advisement~and continued the ma"tter to
April 5.

Petaluma Plaza, the Petaluma Plaza Shopping Center located at North
McDowell Blvd. and Lauren, the Golden Eagle Shopping Center located
