City Engineer, Tom Hargis, requested the bond amounts be increased by 10~. They report their evaluation of the fire insurance classification for this City results in an improvement to Class 3. RESO #9394 NCS NIZIBIAN PROJECT (WINDMILL SUBDIVISION) Resolution No: 9394 N.C~:S:•~approving~-the~development plan for'" Windmill Subdivision (Nizibian) in the vicinity of Canyon Drive off Mountain View~Avenue. Planning~Director~Freitas~reviewed~the " proposal which Council had considered in greater depth at an earlier~meeting. ~Stuart'Hirsch questioned the~land stakiility bn property adjacerit to the~Nizibian~•property',~suggested•that•five lots not be developed, that the density on the remainder of the parcel be increased to give the developer the same number of lots as now proposed, and to leave as open space Lots 7, 8, 9, 10 and 11. It was pointed out by staff that the Planning Commission and City Council would have an opportunity to be more specific about phases of the plan at later stages in the development during the normal course of planning approvals. Planning Director Freitas made the staff presentation and showed the development plan for the project. He noted the property lines of the 57 private parcel.s shall be modified to enclose only the buildings and fenced rear yards so that the remaining areas~~may be"` under common ownership and maintenance. RESO #9395 NCS COMMUNITY DEVELOPMENT BLOCK FUNDS City Manager John Scharer reviewed the proposals for reeommend'ation and distribution of the anticipated 2 million dollar entitlement, the cities (except Santa Rosa) and County anticipate receiving. The recommendation is $500,000 for flood hazard mitigation, $115,000 to Petaluma Ecumenical Projects, $250,00 to low/moderate income housing and $100,000_to land banking. It was moved by Councilman Perry; seconded by Councilman Battaglia to extend the contract with Brelje and Race to include development of plans and specifications with which to go to bid. Included in the request for bids shall be alternatives for sealing the lake bottom . RESO #9400 NCS LUCCHESI PARK Council agreed to include the additive alternates in the contract award: sand at play area, exposed aggregate bike trail; • sprinkler-head and twenty-five feet of polyvinyl chloride pipe; 110 volt electrical service and outlets to picnic area ; quarry waste paving at picnic area; horseshoe arena grading, fence, header, quarry waste paving and bark; and twelve concrete picnic table pads. Resolution No. 9400 N.C.S: awarding bid for the Lucchesi - Park Phase II project to Hermsmeyer Paving Company, Santa Rosa, for $219,600;,a base bid of $154,906 plus their alternative bid total of $64,694.
