Present: Councilmen Perry, Harberson, Balshaw, Bond*, Battaglia, Cavanagh, Mayor Mattei *Councilman Bond arrived at 7:10. PLEDGE OF ALLEGIANCE Councilman Perry led the Pledge of Allegiance. CONSENT CALENDAR The following action was taken by adoption of a single motion, introduced by Councilman Perry; seconded by Vice-Mayor Cavanagh. AYES: PERRY/HARBERSON/BALSHAW/CAVANAGH ABSENT: BOND ABSTAIN: BATTAGLIA/MAYOR MATTEI (Possible conflict of interest on Resolutions 9326 and 9327) RESO # 9324 NCS CLAIMS & BILLS Adopt Resolution No. 9324 N.C.S. approving Claims and Bills. MADISON MANOR SUBDIVISION - UNIT I Refer to staff request from Emil Mogel for abandonment of a portion of Margo Lane within Madison Manor Subdivision. RESO # 9325 NCS APPOINT PRECINCT WORKERS/ESTABLISH POLLING PLACES Adopt Resolution No. 9325 N.C.S. appointing precinct workers and establishing polling places for the January 11, 1982 special referendum election. RESO # 9326 NCS FRATES ANNEXATION PROPOSAL Adopt Resolution No. 9326 N.C.S. rescinding Resolution No. 9283 N.C.S. making application to LAFCO for annexation of property located in the vicinity of Frates Road and. Lakeville Highway. (The City must formally withdraw the application to LAFCO because the statutory time for LAFCO to make a decision would have expired the 2 ~ _ .;,DECEMBE~ 7, 1981 week before the January 12 referendum elecfion. The following resolution makes reapplication to LAFCO and begins a new time frame.) RESO # 9327 NCS REQUESTING LAFCO TO INITIATE PROCEEDINGS FOR ANNEXATION - FRATES AREA Resolution of the City of Fetaluma making application to the Sonoma County Local Agency Formation Commission requesting initiation of proceedings for annexation pursuant to the Organization Act (Government Code Sections 35000 et seq.). END OE CONSENT CALENDAR * * * * * * * * * * * * * * RESO # 9328 NCS OPPOSING NUCLEAR WAR Resolution No. 9328 N.C.S. opposing preparations for nuclear war. Council heard from Mr. Anderson, Mr. Newbern and Dr. Shearer, urging the Council to express opposition to nuclear war. The proposed resolution was introduced by Councilman Balshaw; seconded by Councilman Cavanagh. AYES: PERRY/HARBERSON/BOND/BATTAGLIA/BALSHAW/CAVANAGH/MAYOR MATTEI RECESS Council recessed from 7:40 to 7:50 p.m. RESO # 9336 NCS GRAY ANNEXATION Resolution No. 9336 N.C.S. ordering the annexation of eertain territory into the City of Petaluma and making the required findings (Gray Annexation).. This annexation~is located on Petaluma Blvd. North from Shasta Avenue., northerly to the abattoir, thence to the Petaluma River, across the railroad tracks to Highway 101, along Highway 101 in a southeasterly direction to Lynch~Creek following the current City limits to Petaluma Blvd. North. Mayor Mattei opened the public hearing. There were no comments from the audience. Mayor Mattei noted receipt of two, letters opposing the annexati:on; one from Mary V. Buchanan of '8 E11is Street (A_P. 136-100-26), and from Mildred Johnson, 1480 Petal'uma Blvd. North (A.P. 048-142-05). There being no other comment for the reeord, the hearing was closed. The resolution was introduced by Councilman Battaglia; seconded by Councilman Perry. AYES: PERRY/HARBERSON/BOND/BATTAGLIA/BALSHAW/CAVANAGH/MAYOR MATTEI 2 , 2! DECEMBER 7, 1981 RIDE SHARING PROGRAM Richard Nordahl presented the California Department of Transpor- tation Ridesharing Demonstration Project proposal. They plan to have two demonstration programs within the State of California. One is to be located in Petaluma, which was selected as a"stable" community, and the other would take place in a southern California community of approximately the same size as Petaluma. That community was selected for its apparent fast growth. The Petaluma Peoples Service Center manager, Robin Sheaf, addressed the Council stating they were aware of the time that would be involved in coordinating this program in Petaluma and felt that they would be well able to handle this. A motion was made by Councilman Harberson; seconded by Councilman Bond to have the Mayor send a letter expressing the Council's approval in this program. AYES: PERRY/HARBERSON/BOND/BATTAGLIA/BALSHAW/CAVANAGH/MAYOR MATTEI McBAIL - SPRING MEADOWS UNITS II AND III APPEAL This matter was removed from the agenda at the request of McBail Company and was continued to the December 21 Council•meeting. PARK PLACE UNIT VI - QANTAS - Jon Joslyn of Qantas Development Corporation requested the Council reconsider an earlier requirement that a significant number of units in Park Place VI be established as rentals. Due to the financial constraints of the housing industry today, with hiqh interest rates and the Federal requirements that 20% is the maximum non-owner occupied units allowable for any project, Mr. Joslyn requested Council consider some other alternative for affordable housing. The matter was referred to staff with the request that the history of the Park Place subdivisions' allotments be forwarded to the Council at such time as the Council reconsiders this matter. RESO # 9329 NCS LINDSAY ANNEXATION Resolution No. 9329 N.C.S. making application to the Sonoma Local Agency Formation Commission requesting initiation of proceedings for a reorganization pursuant to the District Reorganization Act of 1965 (Lindsay reorganization is located in the vicinity of North McDowell Blvd. at the Northwestern Pacific railroad tracks), and detachment from the Penngrove Fire District. Introduced by Councilman Battaglia; seconded by Vice-Mayor Cavanagh. The ordinance was introduced by Couricilman Perry; seconded by Councilman Bat.taglia at the November 16 Council meeting. Introduced by Councilman Cavanagh; seconded by Councilman Battaglia. AYES: PERRY/HARBERSON/BOND/BATTAGLIA/BALSHAW/CAVANAGH/MAYOR MATTEI REVENUE SHARING City Manager John Scharer asked the Council if they would be willing to alter the Revenue Sharing allocation made to the Petaluma People Services Center by authorizing that $175 per month be allocated for the van used for field trips for senior residents of the City. Council consensus was to approve that change in Revenue Sharing use. NATIONAL LEAGUE OF CITIES Councilmen who attended the National League of Cities (Councilmen Cavanagh and Bond) made brief reports on the various seminars they _ attended in Detroit from Nov. 29 to Dec. 2. The Mayor advised the Council that John Scharer, Councilman Balshaw and he had attended a z~ S 2 ~ DECEMBER 7, 1981 two-day cable television seminar. The information they~ received will be forwarded to the Cable Television Committee for further study. ADJOURNMENT At 9:45 p.m. the meeting was recessed to a closed session and adjourned thereafter.
