Council took the following action by the adoption of a
single motiono Introduced by Vice-Mayor Cavanagh;
seconded by Councilman Balshaw.
Adopt Resolution Noe 9284 NeC.S. approving Claims and
Bills.
The proposal to introduce an ordinance designating 119
Howard Street an historical landmark was removed from
the consent calendar for consideration at a later time
because of questions arising'from the conditions
imposed by the Planning Commission.

CITIES CONFERENCE Perry to confirm the Mayor's appointment of Vice-Mayor
Gavanagh and Councilman Bond as voting and.alternate
voting delegates for the National League of Cities Conference in Detroit, to
be held November 29 through December 20

AMEND SUBDIVISION Introduce Ordinance No. 1487 NeC.S. amending Chapter
MAP REGULATIONS 20a16 and repealing Section 20a16.445 of the Municipal
ORDe ~~1487 NCS Code to provide for tiling of tentative maps of subdivisions
and the processing thereof (to conform with the State
Subdivision Map Act.), Introduced by Counci lman Perry; seconded by Councilman
Harbersono

RECREATION DEPARTMENT. City Manager John Scharer and Reereation Director .Tim
PROGREIM BROCHURES . Raymond reviewed the,proposed policy regarding publication
and distribution of Recreation Department program
brochures,._ It.was Council-consensus to approve the policye Staff agreed to
bring it back on the consent calendar at the October 19 Council meeting,
HOUSING MANDATES City Manager John Scharer and City Attorney Joe Forest
reviewed current new State l.aws regarding housing
elements and housing mandates f.or local jurisdictions. City'Attorney Eorest•
advised the Council the Housing Element update of the General Plan is the most
urgent matter to be,considered. He further outl.ined his recommendation that
the City needs to develop an assessment of needs, then develop an assessment
of the governmental oonstraints and finally to consider the~ recommendations
froin staff 'on how to implement fhe goals outlined in the revised Housing
Element. City Manager Scharer advised staff will have a recommendation for
consideration on the•October 19 agenda regarding retention of a consultant to
develop the Housing Element in accordance with government mandates.

Council recessed from 8:20 to 8:30 pom.
Council approved the proposed capital.improvement fund
expenditu:res for 1981-82 and made the following
recommendations:
Proposed-Traffic Signal.Installation - Council approved the, City Engineer's
recommendation that a.traffic signal be placed at Petaluma B1vd: North (0'ld
Redwood Highway) and Nortli McDowell Blvd. as weli as at the intersection of
Western Avenue and Kentucky.Street. Council referred a proposed signal of
Petaluma B1vd..North and "B" Street to the Traff,ic Comm'ittee. The following
items requiring more study by staff will come to the Council prior to going
out to•bid: East "D" and Lakev.ille. intersection, corner modification; automatie
sliding doors, east wi.ng, City Hall; central air conditioning, east .wing,~City
Hall. Staff advised it will also come back to the Council with recommendafions
f.or specific items.of park development far Lucchesi Park up to a total.amount
of $264,033. Council added $50,000 from the Sewer Fund for miscellaneous
repairs to the sewer collection system.
Mayor Mattei asked City Engineer Hargis and.City Manager Scharer to meet with
representatives of CALTRANS to discuss development of the Lakeville corridoro

McNEAR SOFTBALL FIELD Recreation Director James Raymond presented a proposal
RENOVATION from the Sof.tball Association of Petaluma who have
~' offered to furnish labor and expertise to renovate the
softball field at McNear Park. It was Council. consensus to approve the proposal
of the Softball Association.
ADJOURNMENT The meeting was adjourned at 9:2 .m.
