Council took action on items listed on the Consent
Calendar by the adoption of_ a single motion, introduced
by Vice-Mayor Cavanagh; seconded by Councilman Bond.

for grant funds under the Roberti - Z'berg Urban Open
Space and Recreation Program for an elementary playground
at Lucchesi Community Park and authorize the Mayor or
City Manager to execute the necessary documents therefore.

PUBLIC HEARINGS Mayor Fred Mattei and Councilman Albert Ba.ttaglia left
their places at the Council table f.or the duration of
the public hearings (in aceordance with their previous statement on August 24,
Mayor Mattei and Councilman Battaglia have decided not to participate in the
governmental decisions regarding the Old Adobe/Frates Ranch project). Vice-
Mayor Jack Cavanagh, Jr., chaired this portion of the meeting. In accordance
with`advice from Deputy City Attorney Scott Keene, the f_ollowing three items
were considered at one public hearing: prezoning lands to Planned Gommunity
District, prezoning l.ands to Agricultural and Historical and consideration of
Planned Gommunity Program for Old Adobe/Frates Ranch. Planning Director
Freitas showed a transparency of a map of the area identifying the various
zoning classifications that exist now and that are proposed. He also showed
transparencies identifying General Flan and Environmental Design P.lan designations
for the area. Principal Planner Warren Salmons described the Planned Community
Program. Deputy City Attorney Keene advised the State requirement for "fair
share housing" relates specifically~to "low and moderate income housing" and
does not refer to "housing in general". The Planning Commission's requirements
of the proposed development were reviewed. It was pointed out that the Planning
Commission and City Council would have an opportunity to be more spec'ific
about phases of the plan at later stages in the development during the normal
course of planning approvals. At 7:50 p.m. the public hearing was opened by
Vice-Mayor Jack Gavanagh, Jr. Mr. William White of San Rafael and Mr. William
Murphy of Belmont, the developers of the project, spoke to the Council. Vice-
Mayor Cavariagh made three'separate requests for additional input for the
public hearing. There being none, Vice-Mayor Cavanagh closed the hearing.

The Council discussed some of the amendments to the Planned Community Program.
Under prohibited uses Council agreed to Ieaue~in the words "carcoginic materiaZs"
in the f_ollowing paragraph. "No use shall be permitted to exis:t or operate on ,
any lot which invol:ves manufac'turing, packaging, txansport or storage.of known.
hazardous, toxic, or carcoginic'materials or chemicals' without securing a use
permit from the City of Petaluma. Council also agreed that there shall be
additional review of any building that is f our stories or more than 40 feet in
height. These buildings shall be subje'ct to Site Plan and Architectural
Review Committee study and Council approval.
REZONE FRATES TO P.C.D. Ord. No. 1482, amending Zoning Ordinance 1072 N..C.S.
ORD. ~~1482 NCS ' by prezoning Assessors Parcels 17-030-17, 17-050-03,
17-050-04, 17-140-05, 17-140-08, 17-150-11 (portion),
17-150-12, 17-150-13 and'17=1"50-14 to Planned Community Distxic't consisting of
approximately 574 acres located in the vicinity of Frates Road and Lakeville
Highway. Introduced by Councilman Bond; seconded by Councilman Perry.

FRATES PREZONE TO Ordinance No. 1483 N.C.S. amending Zoning Ordinance
AG. & HIST. No. 1072 by prezoning certain lands to Historical zone
ORD. 4~1483 NCS (A.P. 4~'s 17-13:0-02 and 04; '17-140-07 and 09) and
. prezoning certain lands to Agricultural (A.P. 4~'s 17-
150-05 and a portion of 11). Location is east of Lakeville Highway near

FINAL MAP - PETALUMA Resolution No. 9272 N.C.S. approving Final Subdivision
VALLEY MEDICAL CENTER map of Petaluma Valley Medical Center with the following
RESO ~~ 9272 NCS condition. The street name will be referred to the
Street Naming Committee, the meandering sidewalk in
f.ront of Parcels 1 through 4 shall be completed as part of the public improvements
agreement. The meandering sidewalk fronting Parcels 1 through 14 will be
allowed to be developed with the individual building permits. Introduced by

FEDERICK RANCH This project involves development of approximately 58
COUNTY REFERRAL acres of a 415 acre site with 12 three acre homesites
and two additional homesites of 9 and 13 acres with
the remaining acreage used £or agricultural purposes. The location of the
project is Old Lakeville Highway No. 3, about seven miles south of Petaluma.
It was Council consensus to o,ppose the proposed project and recommend to the
Board of; Supervisors that the Sonoma Mountain Study Area be amended to preclude
additional "ranchette" ty,pe development.
CLEANLINESS Introduce Ordinance No. 1484 N.C.S. amending Chapter
ANIMAL ENCLOSURES 9.04 of the Petaluma Municipal Code by adding Section
ORD. 4~1484 NCS, 9.04.151 relating to animal keeping. Introduced by
Councilman Perry; seconded by Councilman Harberson.

TAXI AIRPLANES ON It was the consensus of the City Council to approve
CITY STREETS taxiing five small aircraf_t along East Washington
Street from the airport to McDowell and west to Petaluma
Plaza shopping center and return on September 12 and 13 for the Petaluma
Pilots Association in Petaluma Plaza Merchants Association display.
TAX R.ATE FOR DEBT SER. Introduce and adopt Ordinance No. 1485 N.C.S. levying
ORU. ~~1485 NCS rate~of taxation upon the assessed valuation of the
property in the Ci.ty of Petaluma for the fiscal year
Ju1y 1, 1981 to June 30, 1982 and declaring its urgency to take effect immediately.
