Adopt Resolution No. 9251 N,C.S. awarding bid for five mobile and six portable radios for the Police Department to Motorola Communication Group for $18,135.54. Adopt Resolution No. 9252 N.C.S. authorizing the Mayor or City Manager to execute an agreement f.or the use of Fourth District Fairgrounds Facilities for September 16, 1981. Scharer, Acting City Manager, advised the Council that the developer of Oak Hill North Subdivision has requested that the name of Cemetery Lane be changed to Sycamore Drive. It was the Council consensus to approve the request and refer the matter to the Street Naming Committee. RIVER RAFT REGATTA John L. Scharer, Acting City Manager, reported that CLOSE WATER STREET Radio Station KTOB plans to hold its third annual SEPTEMBER 12 Petaluma River Raft Regatta on September 12, 1981, and has requested that Water Street be closed at Western Avenue with barricades to the south end of the City parking lot; and it be one-way from the City parking lot to Washington Street. Police Chief Murphy and Superintendent of_ Public Works Kelly have reviewed the request. Bob Lipman, KTOB, has indicated the City will be reimbursed f.or any overtime incurred in handling this request. Hargis, City Engineer Paul Scheidegger, Brown and Caldwell, Consultant Carl Schrader, Metcalf and Eddy, Design Ron Crites, Metcalf and Eddy Larry Kolb, California Regional Water Quality Gontrol Board Dr. Norman Gravitz, 87 Maria Drive, Petaluma,,. disagreed with all aspects of response to comments concerning organics and chemical analysis used by Brown and Caldwell. Messr's. L. Kolb and P. Scheidegger responded. Margaret Kullberg, 1036 Stage Gulch Road, Petaluma, addressed the issues of type of soil, drainage on hil.lside slopes, spray drift, climate, and lack of an alternative pr.oject. Vasco Brazil, 4551 Lakeville Highway, addressed the need to create marshl.ands, and the fact that the report di:d not properly address the potential soils problems, run-off problem, and the proposed self- monitoring system which could cause problems. Itita Cardoza spoke to the need for the monitoring system, need for expansion in five to six years, and concern for.runoff in existing wells and surface water of springs, and the lack of_ an alternative project. Acting City Manager Seharer inf.ormed the Council the County of Sonoma had not been able to make the information available to the City at this date in order to establish for Debt Service. This matter will be deferred until REPEALING Adopt Resolution No. 9596 N.C.S. repealing Resolution RESO.~ N0. 9095 NCS No. 9095 N.C.S. in its entirety. Introduced by Councilman Battaglia; seconded by Councilman Perry. AYES: PERRY/BOND/BATTAGLIA/VICE-MAYOR CAVANAGH/MAYOR MATTEI ABSTAINED: HARBERSON ABSENT: BALSHAW Adopt Resolution No. 9259 N.C.S. authorizing the Mayor or City Manager to enter into an agreement with Petaluma Rotary Club and Petaluma Valley Rotary Club to achieve the purchase of playground equipment and construction of elementary playground at Lucchesi Park. The resolution provides that the City will purchase suitable equipment and will be reimbursed by the two Rotary Clubs at a later date. Introduced by Councilman Bond; seconded by Councilman Harberson. Scharer, Acting City Manager, indicated that 1105 BODEGA AVENUE staff research revealed that conf.licting action had been taken on August 3, 1981 and November 24, 1980 with respect to legislation concerning outside sewer connections to an existing sewer main on Bodega Avenue. The Gity Attorney was directed to prepare legislation to allow existing dwelling units fronting on Bodega Avenue to connect to the sewer main and to authorize a sewer payback agreement. CONFIllENTIALITY OF Adopt Resolution No. 9260 N.C.S. establishing the WATER RECORDS confidentiality of City Water Records to protect the RESO 4~ 9260 NCS privacy of City residents and the public interest to prohibit the release of such information. Scharer, Acting City Manager, advised the PROCEDURE Council that due to a recent court interpretation of State Planning Law, two amendments to the General Plan reaently approved by the Council will be rescheduled for public hearing at a Council meeting on August 24, that appropriate notice will be given in the newspaper and property owners in the vicinity of the area to be amended notified. SUPPORT OF CLAIM OF Adopt Resolution No, 9261 N.C.S, supporting the claim EL MONTE FOR STATE of the City of E1 Monte for State mandated costs MANDATED.COS,TS associated with Chapter 1143, Statutes of 1980 relating RESO 4~'9261 NCS to costs mandated by the State Legislature for costs incurred by Cities to comply with the Housing Elements required by the State. Acting City Manager Scharer indicated Petaluma will soon be incurring such expenses and will be seeking reimbursement from the State. " letter regarding a retiremerit dinner for Rev. Herbert E. Bauck and urged that anyone able to attend do so. Mayor Mattei ad~ised the Council he would be going to Sacramento on August 19, 1981 with City Engineer Tom Hargis concerning grant funds in connection with wastewater facilities.
