Park; Introduction of. Ordinance rezoning Cherry Meadows Subdivision; and
Request from Councilman Balshaw to discuss proposed plan lines for widening of
Lakeville Highway.

sewer payback agreement for the six inch line she will
be extending from the City limits near Bantam Way to

Moved by Councilman Balshaw; seconded by Councilman Harberson to approve
the payback regues.t.subject to the condition that it become effective
when all property between,the requesting property (1105 Bodega Avenue)
and the City limits (Bantam Way) are annexed.

,shoul.d'begin mid-November or early December.
PEDESTRIAN S1iELTER Staf.f inember Bill Liebel advised the Council there are
~PUBI;ICsLIBRARY ' some State Transit Assistance funds available f.or
construction of the bus shelter across Fairgrounds
Drive, near East Washington and the County library. People from the Petaluma
Peoples Service Center wfio manage a work experience program for educationally
handicapped and low income youths in their late teens have offered their
services at no costs providing the City furnishes material and equipment.
Mr. Richard Lieb voluntered his services for design of the shelter. Council
concurred with the proposal and. authorized staf.f to continue with the project.

WEED ABATEMENT Resolution~No. 9247 N.C.S. confirming Superintendent
RESO ~~ 9247 NCS of Public Works report of cost of abatement of weeds,
rubbish, refuse and d.irt existing upon the streets, ~
sidewalks, parkways.and parcels of private property in the City of~PetaIuma -
ordered abated by Resolution 9135. Introduced by Vice-Mayor Cavanagh; seconded
by Councilman Perry.

RESIDENTIAL DEVELOPMENT Acti:ng City Manager John Scharer reviewed the number
CONTROL SYSTEIrt of mu]_ti-f:amily exempt projects whose exemption status
would expire on September 30th (Cherry Meadows for 25
condominiums, Creek View Commons for 68 condominiums, Madison:Village.for 33
single family units and Village Meadows for 67 condominiums). The second
group of projects Mr. Scharer diseussed was those whose allotments for previous
years construction would expire September 3Oth (Park Place Unit VI for 117
condominiums, Park Place Unit VI.I f or 101 condominiums). The third group of
projects which would lose their 198.1 construction year allotments in September,
1981 wer,e La Cumbre Unit II f.or 1OO single f.amily units, Westridge Unit IV for
85 single f.amily units and North Star for 62 single f.amily units. Acting City
Manager Scharer recommended th,at Council authorize staf.f to have legisTation
prepared which would al.low all these projects to be valid as long as the State
Subdivision Map Act provisions allow tentative maps to be valid. Council
concurred and asked staff to return with the necessary legislation at the
earliest opportunity.
Council also asked staf.f for a complete picture of the allotment inventory to
be forwarded to Council at an early date.
REZONE CHERRY MEADOWS Introduce Ordinance No. 1480 N.C.S. amending~Zoning
ORD. 4~1480 NCS Ordinance No. 10Z2 by reclassif.ying and rezoning a
portion of. A.E. ~~006-031-26 from Garden Apartment
Residence District to Planned Unit Distr.ict (Cherry Meadows Subdivision).
Introduced by Vice=Mayor Caeanagfi; seconded by Councilman Battaglia.

PROPOSED WIDENING Councilman Balshaw suggested the Council should consider
LAKEVILLE HTGHWAY developing plan lines for the p'roposed widening of
Lakeville Highway between Frates and Highway 101.
Council consensus was to move ahead faster on developing those plan lines.
COUNCIL PROCEDURES The City Council expressed the desire to have staff
prepare a written procedure for Councilmen to follow
when they wish to request an item be placed on the
City Council agenda.
SENIOR CITIZEN Resolution No. 924$ N.C.S. declaring a certain facility
PUBLIC F.ACILITY to be an extraordinary publi:c improuement pursuant to
LUCCHEST PARK Chapter 17.26 of the Peta'luina Municipal Code (McBail
RESO ~~ 9248 NCS Company has agreed ta comstruct the Senior Citizen
f acility~in Lucchesi Park and fhe City has agreed to
allocate 284 r'esidential units to McBail Company for the North Star project.)
