MINUTES OF MEETING OF CITY COUNCIL ~~ PETALUMA, CALIFORNIA JULY 6, 1981 ~ Present: Councilmen Perry, Harberson, Bond, Battaglia, Balshaw, Cavanagh, Mayor Mattei INVOCATION The prayer was led by Rev. Hartzel. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by City Manager Robert Meyer. ~ ~ MINUTES The June 1 minutes were approved as amended. Page 2, 4th line of narrative near the top of the page where it says "elderly persons (65 or older)", change 65 to 62. The June 15 and June 2-6~xiinutes were approved as submitted. ~ ~ PICTURE OF Former Mayor (and currently Supervisor) Helen Putnam GEORGE WASHINGTON presented the City with the picture of George Washington which once hung in the original Council chambers at City Hall located on 4th Street. RESO ~~ 9229 NCS DAVID YOUNG Council heard from Planning Director Ereifias:, who MOBILE`HOME PARK described the 92 unit mobile home park, 5howed the lot plan.of the park, and reviewed earlier actions prezoning the area. Council had received a 436 signature petition supporfing the mobile home park and a 66 signature petition opposing the park. They have received nine letters supporting the mobile home park and seven let.ter-s opposing the park. Those speaking in opposition to fhe park were Laura 0'Malley of 1416 Sunrise Parkway, Karen Cabral of 1448 Sunrise Parkway, Darcy Marshall of 1428 Sunrise Parkway and Gail Dine who also lives on Sunrise Rarkway. The opponerits to the park expressed their concern that this type of llousing would lower their property value. Mr. James Duckworth, Attorney for Daeid Young, spoke on behalf of the applicant.` ' ' . Handicapped was defined as those persons eligible to have a Department of Motor Vehicles Handicapped Parking sticker. After a brief discussion, the matter was referred to the City Attorney and staf.f for further study and consideration at a later Council meeting. _ SCHOOL IMPACT FEE Resolution No. 9233 N.C.S. amending school attendance RESO ~~ 9233 NCS areas within Old Adobe Union School District to become effective as of July 1, 1981. Introduced by Councilman Battaglia; seconded by Vice-Mayor Cavanagh. The proposed redivision of school boundaries would leave students living on Redwood Circle, Sarah Way, Rose Petal Court, Welsh Court, Clydsdale Way, Appaloosa Drive, Palomino Court and a portion of Garfield going to Old Adobe School. _. After the Council expressed its concern about which stree-ts would'be overlayed this year, it requested staff to come back with~-a-lterna~tive ~ecommendatious. SOLE SUPPLIER 42" Resolution,No. 9234 N.C.S. authorizing the purchase of FIRE HOSE specified.size fire hose for the Fire Department. RESO ~~ 923'4 NCS Fire Chief Sharps noted this particular hose is a i' great deal lighter in weight than fhat which the department has sto cked in the past, yet still meets our standard specifications for strength, and requested Council approval of this purchase. This being his lasf Council meeting as active Ci:ty Manager, City Manager Meyer reviewed the Councils he has worked for these past 19 years. CITY'MANAGER REPORTS The.Mayor, membexs of fhe Council, staff and members • of~ the audience all expressed their kind -words~ to Ci~ty Manager Robert Meyer.
