PLEDGE OF ALLEGIANCE MINUTES Present: Councilmen Perry, Harberson, Bond, Battaglia, Balshaw, Cavanagh, Mayor Mattei The Pledge of Allegiance was led by Mayor Mattei. ~The May 18 minutes were approved as submitted. CLOSED SESSION Council adjourned to a Closed Session to discuss personnel matters. At 7:30 p.m. Council reconvened. CITY ATTORNEY SERVICES Mayor Mattei announced that Council has agreed to go ~ into a contract basis for City Attorney for the nex£ ~ 90 to 120.days while they determine whether or not they need to hire a full time attorney. ApplicaLions are to be sent through the City Manager's office. CITY MANAGER'S Mayor Mattei read the May 28, 1981 letter from Robert H. Meyer, RETIRENIENT ' advising the Council of his intention to retire on October 1, 1981. Council accepted the letter of ~~ resignation with regret. SET CLOSED SESSION Council announced they will hold a Closed Session on MEETING TIME . June ~8 to discuss personnel matters. CONSENT C9LENDAR..... AMEND SPRINKLER Adopt Ordinance No. 1465 N.C.S. amending Subsection D REQUIREMENTS of Section 1.7.20.070 of the Municipal Code to add a ORD. ~~1465 NCS definition of "new buildings" thereto, and to add automatic sprinkler requirements~for additions and- ~ alterations to existing build'ings. ~ LUCCHESI PARK Adopt Resolution No. 9180 N.C.S. approving the application GRANT FUNDS for Land and Water Conservation funds for the Lucchesi RESO ~~ 9180 NCS Park project and appointing the City Manager as agent ' of the City to conduct negotiations and execute documents for said application. P• °~~° There being no objec:tions t~ the Mayor's request that Council consider VaLley Orchards out of sequence Planning Director Freitas addressed the Council regarding this proposal ich calls for a 188 unit apartment complex for elderly persons ( or older). This facility would have linen service, a common dining roam, recreation facilities, transportation facilities and emergency care capability (It was stated this was not intended to be a licensed health care facility of any kind.). Allan Baldwin, developer, addressed the Council and answered questions r-egarding the proposed project which would be located at the corner of Ely Blvd. and East Washington Street. Mr. Baldwin presented a petition with 577 signatures supporting the project. VALLEY ORCHARDS Resolution No. 9183 N.C.S. approving the issuance of a NEGATIV,E DECLARATION ~ mitigated declaration pursuant to California Environmental RESO ~~~9183 NCS Qu_ality Act and the prior adoption of a Citywide master environmental impact report for Valley Orchards, environmental design plan amendment and rezoning (Ord. 1468 N.C.S.). After a great C :~ deal of discussion it was moved and seconded by Cavanagh and Perry fo approve the mitigated Negative:Declaration. STREET'LI'GHTING P;O.LICY Council considered a request from Oalanead-No:rth Bay INDUSTRIAL PARKS Park and from Lakeville Business Park for the City to ~ ~ prouide maintenance of a street lighting,s,ystem... ~ After considerable discussiori Council consensus was that the Ci:t,y-would-,maintain street~ligh'ts on the arterial, streets in industrial parks, the standards would_~ be put'in place as part of the assessment districts for tfiese parks, and street lighting for the minor streets in the industrial parks wouLd be the responsibility of the developers. This resolution includes provision for a 15% credit where service is provided to a City resident and where the points of origin and destination are within the City. This matter was referred to staff. This mat:ter was continued to a later meeting due to the lateness~of the hour. City Manager obtained authorization to determine the cost of upgrading the "D" Street bridge in order-.that.. it would last another twenty years.
