Council recessed to a Closed-Session to discuss personnel matters. The personnel
session recessed to 7:00 P.M. for an Adjourned Meeting.

*Councilman Harberson arrived at 7:05.

CONSENT CALENDAR The following items from the Consent Calendar were
adopted by the following motion. Move the City
Council adopt Resolutions and Ordinance. Introduced
by Councilman Perry; seconded by Councilman Bond.

KNECHT ANNEXATION
RESO ~~ 9136 NCS
Adopt Resolution No. 9135 N.C.S. ordering abatement of
nuisances consisting of weeds growing and rubbish,
refuse and dirt existing upon the streets, sidewalks,
parkways and parcels .of private-property in the City
of Petaluma and ordering the Fire Chief to remove said
weeds, refuse, rubbish and dirt by contract or by his
own forces.
Adopt Resolution No. 9136 N.C.S. ordering reorganization
of territory designated as Knecht reorganization
involving annexation to City of Petaluma and detachment
f rom Penngrove Fire Protection District without hearing
(This area is on Ely Blvd. North adjacent to Park
Place Subdivision III and Sunrise Subdivision, and it
contains 57.28 acres.)
MOORING PERMITS Adopt Ordinance No. 1463 N.C.S. amending Section
ORD. ~61463 NCS 13.24.020 of the Municipal Code by adding Section "M"
thereto, to prohibit vessels to which mooring permits
have been issued from mooring in areas designated for
transient vessels (visitor's docks).

OPPOSE ASSEMBLY BILL Supervisor Helen Putnam addressed the Council as
2180 ABOLTSHING'GOLDEN Sonoma County Board of Supervisor's representative on
GATE BRIDGE DISTRICT the Golden Gate Bridge Highway and Transportation
RESO ~~ 9137 NCS Dis.trict Board, recommending the City Council oppose
the passage of Assembly Bill 2180 which proposes to
abolish the Golden Gate Bridge District. The resolution was introduced by
Councilman Bond; seconded by Councilman Perry.

SONOMA COUNTY'S Staff presented their understanding of the County's
WEST PETALUMA STUDY - intentions for rezoning the following areas: Sunnyslope
S-TAFF PRESENTATION to "I" Street, Magnolia to Western Avenue and Western ,
Avenue to "D" Street. Council.heard from the following
persons: Planning Director Freitas, Baldwin Ward, of 286 Sunnyslope Road,
Ray Peterson, of Gossage Avenue and Roy Latimore.
RECESS The Council recessed from 8:20 to 8:28 p.,m,, .Council, ,,.,.
then continued consideration of the West Petaluma
Study until 9:20 p.m. ,
BIKE PATH After discussion, Council agreed not to construct a
E. WASHINGTON WIDENING bike path near the swim center at this time. The
allocated funds are to be transferred to the Lucchesi
Park path system.
LAKEVILLE BUSINESS PARK IntroduceoOrdinance No. 1464 N.C.S, amending the
ORD. ~~1464 NCS Zoning Ordinance by rezoning property at South McDowell
Blvd. and Lakeville Highway from Light Industrial to,.,.~•-
Planned Community District (Christensen Development Corp.). Introduced by
Councilman Balshaw.; seconded by Councilman Bond. ~

FIRE EXTINGUISHING Fire Chief Sharps addressed the Council describing the
SYSTEMS/DEFINITTON OF need'for clarification of the Municipal Code definition
"NEW BU,ILDINGS" of '=new buildings," stating the Fire Department treats
all new additions to existing buildings as an expansion
of the existing building. The total square footage of the building is used in
the application of; the automat=ic sprinkler req~-irement. The Council agreed,
after considerable disc~ussion,, to amend the Code to allow one (only) expansion
up to 800 square feet in existing buildings without requiring instiallations of
sprinklers in buildings over 8,000 square feet. All additions in exeess of
800±' on buildings of $,000±' will be requir`ed to install sp:rinkler;s,.,, , This
was continued to the next Regular Meeting for introduction of tlie Ordinance.
