FAIRGROUND LEASE Adopt Resolution No. 9122 N.C.S. authorizing amendment AMENDMENT - to lease of Kenilworth Park to the Fourth District RESO ~~ 9122 NCS Agricultural Association (Fairgrounds): three parcels, one contains 29,409± sq. ft. for street widening (part of East Washington Street Widening Project); a parcel for placement of a solar water heating system for the Municipal Swimming Pool; and a 10 foot wide strip near the swimming pool for bicycle paths. ~End of Consent Calendar " ~ * ~ ~ ~c * ~ * * ~ ~ * WEED ABATEMENT HEARING This was a public hearing to consider protests relating to the Weed Abatement Program for 1981. Mr. Paul Borre addressed the Council regarding weed abatemen~, asking the date by which the property owner must have the weeds removed (I~Iay 15). Fire Marshal Thomas answered Mr. Borre's questions, and advised the Council a thirty foot fire trail will be blazed behind Mr. Borre's home. There being no other comments oral or written, the hearing was closed. ENERGY CONSERVATION Council heard from Mike Lohrman, representing a group PROGRAM called Petaluma Global Citizens, who propose a local energy conservation award be presented to local businesses that reduce their energy consumption by 3,0% from the prior year. The City Council asked that Petaluma Global Citizens send the City a comprehensive description of the goals of the group and advised the City Manager would then work out a program with them. ASSESSMENT DISTRICT 10 Assistant City Manager John Scharer and special bonding N.S. counsel Robert Brunsell of Sturg'is, Ness, Brunsell and Sperry, and Grant Wartena addressed the Council regarding.a proposed assessment district to construct Industrial Avenue (construc:tion of streets, including clearing, grading, subbase, base, pavememt, curbs arid gutters, and driveways~; sidewalks; storm drainage facili-ties; sanitary sewers and appurtenances; a'sysfem of domestic water supply including fire hydrants; stree:t lights and underground electrical distribution facilities; and all other improvements and appurtenances necessary for a complete scheme of public impro~ements in the area bounded on the southwest by the Petaluma River, on the northwesf by Petaluma Blvd. North, on the northeast by the Petaluma and Santa Rosa Railroad right-of-way, and on the southeast by Corona Road (all inside the City limits). -2- 4~2 APRIL 20, 1981 PETITIQN FOR SPECIAL Council recei"ved a petition for special assessment ASSESSMENT PROCEEDINGS Proceedings signed by four property owners representing parcels with the A.P.~~'s 7-412-12,7-412-24,15'0-020-01, and 150-020-02', and 03. CERTIFICATE RE-P.ETTTION Council received the certificate signed by J. W. Burton, of Burton Engineers, certifying that 77% of owners of the described land have signed ~ the petition. Moved Vice=Mayor Battaglia; seconded Councilman Perry, to adopt the following resolutions in connection with the proposed assessment district. Staff will bring appropr.iate legislation back for Council action. . ~ .. .~ ZONING ORDINANCE Council continued discussion of Zoning Ordinance "DEFINTTIONS" revisions, specifically,the "Definitions Section" to a later meeting due to the lateness of the hour. LETTER FROM Marilyn Brunner requested that Council consider.her MARILY[~ BRUNNER letter earlier in the evening at the next Council meeting under Petitions and Gommunications. Council agreed. ' REVENUE SHARING Mayor~Mattei appointed the following persons to the COMMITTEE Revenue Sharing Committee: Vice-Mayor Battaglia, Chairman, and Councilmen Cavanagh and Perry. COUNCIL COMMITTEE/ Mayor Ma.ttei appointed the following persons to the PEP ~ Petaluma Ecumenical Projects Committee: Mayor Ma'ttei, Councilmen Balshaw and Bond. COMMUNI-TX RECREATION Mayor Mattei appointed Councilmen Balshaw and Bond to FACILITY COMMITTEE the Gommittee and asked the City Manager to inform Recreation Commissioners Koenitzer and Wurt2burg that they ,have been appointed to this Gommittee, as well. PARAMEDIC COMMITTEE Mayor Mattei reviewed, very briefly, the activities of the Paramedic Commitfiee. Membership includ'es Mayor Mattei, Councilman Battaglia and Couneilman Harberson. He requested a study session early~in May and tentatively scheduled a full report to the Council on May 1$. ~ TRAFFIC COMMITTEE It was Council,consensus that the Traffic Committee d:iscuss the issue of signs along East Washington Street widening;area, prior to completion of the project.
