PLEDGE OF ALLEGIANCE Councilman Bond led the Pledge of Allegiance.
MINUTES ~~ The March 30 minutes were approved as amended. Page
2, Downtown Parking Presentation, add "Staff was
requested to report the costs of building a parking
deck over the upper reaches of the river between the
Washington Street bridge and~Western Avenue which is
no longer considered part of the navigational way."
The March 16 minutes were amended by Councilman Harberson
~
to include a comment. "He had telephoned the landscape
architect, Robert Ruano, and the contracting company, '
Valley Crest-Lands'caping. He did not wish to leave
the impression that he was being impolite with the
landscape contractor. However, he was concerned over
the slow progress of the project of placing lights at
Casa Grande High School Softball Field."

competitive review of residential allotment ratings
prior to award of residential allotments. (Introduced
by Gouncilman Perry; seconded by Mayor Mattei on
March 30.)
WEED ABATEMENT Adopt Resolution No. 9102 N.C.S. declaring that weeds
RESO ~~ 9102 NCS growing and rubbish, refuse and dirt existing upon~
streets, parkways, sidewalks, and parcels of private
property referred to and described in this resolution,
constitute and are a public nuisance and fixing the
hearing date of April 20th to consider protests and
objections to the proposed removal of said weeds.

Adopt Resolution No. 9105 N.C.S. approving assignment
from Ca1-North Builders to McBail Company of an agreement
to proqide certain senior citizen housing in Village _
Meadow Subdivision which McBail Company has purchased
from Cal-North Builders.
Adopt Resolution No. 9106 N.C.S, supporting the five
year public transportation plan for Sonoma Count~y,
1981 to 1986.
Adopt Resolution No. 9107 N.C.S. approving rating
criteria for_planned unit development (residential)
pursuant to Section 19A-400 of Ordinance 1072 as
amended.
Resolution No. 9108 N.C.S. declaring second annual
Spring clean-up week in the City of Petaluma, April 25
through.Ma.y 3. (Debris boxes will be located at lst
Street between F and G Streets; at McNear Park in the
parking area; and at the corner of Ely Blvd. and
Juliet Streets.)
Adopt Resolution No. 9109 N.C.S approving agreement
for comprehensive transportation planning (with County
of Sonoma and other City's in the County). This
places transportation planning in the hands of the
elected officials of the County rather than staff
members of each jurisdiction.

FIRE STATION CHANGE Resolution No. 9110 N.C.S. approving a change.order
ORDER for the Fire Station under construction at Corona Road
RESO ~~ 9110 NGS and North McDowell Blvd. Introduced by Councilman
Bond; seconded by Councilman Harberson. This funding
authorization totals $11,850.90.

LEASE 27 HOWARD STREET This item was removed from the agenda to be considered
at a later date. .
SONOMA COUNTY ARTS Mrs. Pat Marshall, President of the local art association,
COUNCIL REQUEST requested $100 from the City of Petaluma on a one time
basis. It was moved by Councilman Balshaw, seconded
by Vice-Mayor Battaglia, to approve funding $100 to the Sonoma County Arts
Council on a one time basis. .

MOBILE HOME PARK Council heard from Mr. James Duckworth, representing ~
David D. Young who reques,ted an allotment exemption
for 92 dw.elling units for eTderly housing in a new mobile home park to be
established on North McDowell Blvd, Moved by Vice-Mayor Battaglia; seconded
by Councilman Perry to approve this request for an allotment exemption'.'_ ' ~

YELLOW GAB RATE Mr. James Patterson, representing the Yellow 'Cab '
INCREASE REQUEST Company, requested an increase of taxi rates from
$1.20 for the first three-quarters mile to $1~c4~0-~for
the first one eighth mile. He justified' this request by referring to the
increases in minimum wage and fuel 'since the last taxicab rate was set.
Mr. Patterson offered to include•in his new rates a 20% senior citizen discount.
Council continued the matter to the next Council meeting to allow staff.to •
prepare a resolution whieh would include senior citizen discount rates.
Councilman Balshaw requested the taxicab rates be reviewed in twelve months.
REZONE 450 LAKEVILLE Introduce Ordinance No. 1461 N.C.S. amending Zoning
STREET Ordinance 1072 by reclassifying and rezoning A.P. 07-
ORD. 4~1461 NCS 171-19 from M-L, Light Industrial, to C-H;~Highway
Commercial (McNear/Menary - 450 Lakeville-Str.eet). ~

RECESS Council recessed from 8:30 to 8:35 p.m.
ZONING ORDINANCE Council continued its consideration of revisions to
DEFINITIONS the Zoning Ordinance definitions and completed through
the definition of "Guest House"..
SUMMER RECREATION Parks and Recreation Director James Raymond presented
PROGRAM the proposed Summer recreation program and public swim
pool rates. Moved by Councilman Perry; seconded by
Vice-Mayor Battaglia, to approve the proposed recreation program and increased
swim pool rates.

COMMUNITY ATHLETIC Recreation Director James Raymond presented the Phase
FACILITY STUDY II Community Recreation Facility Site Study Report.
Council requested that staff contact the property
owners and come back to the Council in sixty days with a report on possible
financing alternatives and/or possible trades that may be associated with
property owners.

Assistant City Manager Scharer advised Council Sonoma
County Water Agency will be increasing its water rates
for the coming year.
Mayor Mattei will appoint a Revenue Sharing Committee
of the Council by April 20; 1981.
GounciZman Cavanagh reported there will be a dues
increase for ABAG membership.
The meeting recessed to a closed session at 9:55 p.m.
