Page 2, Downtown Parking Presentation, add "Staff was requested to report the costs of building a parking deck over the upper reaches of the river between the Washington Street bridge and~Western Avenue which is no longer considered part of the navigational way." The March 16 minutes were amended by Councilman Harberson ~ to include a comment. "He had telephoned the landscape architect, Robert Ruano, and the contracting company, ' Valley Crest-Lands'caping. He did not wish to leave the impression that he was being impolite with the landscape contractor. However, he was concerned over the slow progress of the project of placing lights at Casa Grande High School Softball Field." Adopt Resolution No. 9107 N.C.S. approving rating criteria for_planned unit development (residential) pursuant to Section 19A-400 of Ordinance 1072 as amended. Resolution No. 9108 N.C.S. declaring second annual Spring clean-up week in the City of Petaluma, April 25 through.Ma.y 3. (Debris boxes will be located at lst Street between F and G Streets; at McNear Park in the parking area; and at the corner of Ely Blvd. and Juliet Streets.) Adopt Resolution No. 9109 N.C.S approving agreement for comprehensive transportation planning (with County of Sonoma and other City's in the County). This places transportation planning in the hands of the elected officials of the County rather than staff members of each jurisdiction. This funding authorization totals $11,850.90. SONOMA COUNTY ARTS Mrs. Pat Marshall, President of the local art association, COUNCIL REQUEST requested $100 from the City of Petaluma on a one time basis. It was moved by Councilman Balshaw, seconded by Vice-Mayor Battaglia, to approve funding $100 to the Sonoma County Arts Council on a one time basis. . He justified' this request by referring to the increases in minimum wage and fuel 'since the last taxicab rate was set. Mr. Patterson offered to include•in his new rates a 20% senior citizen discount. Council continued the matter to the next Council meeting to allow staff.to • prepare a resolution whieh would include senior citizen discount rates. Councilman Balshaw requested the taxicab rates be reviewed in twelve months. SUMMER RECREATION Parks and Recreation Director James Raymond presented PROGRAM the proposed Summer recreation program and public swim pool rates. Moved by Councilman Perry; seconded by Vice-Mayor Battaglia, to approve the proposed recreation program and increased swim pool rates. AYES: PERRY/HARBERSON/BOND/BATTAGLIA/BALSHAW/CAVANAGH/ MAYOR MATTEI COMMUNITY ATHLETIC Recreation Director James Raymond presented the Phase FACILITY STUDY II Community Recreation Facility Site Study Report. Council requested that staff contact the property owners and come back to the Council in sixty days with a report on possible financing alternatives and/or possible trades that may be associated with property owners. WATER RATES MANAGER'S REPORT REVENUE SHARING COMMITTEE ABAG DUES INCREASE ADJOURNMENT Assistant City Manager Scharer advised Council Sonoma County Water Agency will be increasing its water rates for the coming year. Mayor Mattei will appoint a Revenue Sharing Committee of the Council by April 20; 1981. GounciZman Cavanagh reported there will be a dues increase for ABAG membership.
