PETALUMA, CALIFORNIA ~ MARCH 30, 1981 ~ ADJOURNED MEETING ROLL CALL 4:00 P.M. Present: Councilmen Perry, Harberson, Bond, Battaglia, Balshaw*, Cavanagh, Mayor Mattei *Councilman Balshaw arrived at 4:20 p.m. INVOCATION Councilman Bond led the group in prayer on behalf of President Reagan, his Press Secretary, a Secret Serviceman and the Washington policeman who were wounded by gunshot earlier today. PLEDGE OF ALLEGIANCE Mayor Mattei led the Pledge of Allegiance. MINUTES CONSENT CALENDAR GROWTH CONTROL ORD. 4~' 1459 NCS TDA/.STA FUNDS RESO 4~' 9098 NCS The minutes of March 9 and March 16 were approved as submitted. Moved by Gouncilman Harberson; seconded by Councilman Perry to take the following action on items from the Consent Calendar. AYES: PERRY/HARBERSON/BOND/BATTAGLIA/CAVANAGH/MAYOR MATTEI ABSENT: BALSHAW Adopt Ordinance No. 1459 N.C.S. of Section 2 of Ordinance 1373 that certain multiple dwellings residential development control obtained approval of final maps September 30, 1981. amending Subsection 3 3s amended to provide exempted from the , system, shall have and all permits by Adopt Resolution No. 9098 N.C.S. authorizing the f iling of an application with the Metropolitan Transportation Commission for allocation of Transportation Development Act funds and State Transit Assistance funds for fiscal year 1981-82. End of Consent Calendar ~ * * * ~ ~ ~ ~ * ~ * * PETALUMA RIVER PLAN Council heard from A1 Alys and Public Works Superintendent PROGRESS REPORT/MOORING Roy Kelly regarding Mr. Kelly's March 13th progress CHARGES report on the Petaluma Yacht Club's recommendations to improve the Petaluma River. (Councilman Balshaw arrived early in the discussion.) Council consensus was to establish a$1.25 per foot per month fee for mooring charges and a$3.00 per night mooring fee for visitors. Council also approved preparation of an ordinance to allow persons to use the visitor floats Monday through Thursday in order to wash down vessels, but Friday through Sunday these floats were to be reserved for visitors only. Council saw some drawings of the proposed yacht club to be located at the foot of "C" Street and authorized issuance of an Encroachment Permit for this building. 4~5 MARCH 30, 1981 SIGN ORDINANCE 1458 Vote on reconsideration of Ordinance No. 1458 adding Section 18.04.070 to the Municipal Code to make sponsors of events or owners or lessees of places mentioned in illegally posted or distributed advertising matter subject to prosecution for such illegal distribution or posting. AYES: PERRY/BOND/BATTAGLIA/CAVANAGH/MAYOR MATREI NOES: HARBERSON/BALSHAW ~ GROWTH CONTROL SYSTEM Introduce Ordinance No. 1460 N.C.S, to amend Section ORD. 4~1460 NCS 17.26.060 of the Municipal Code to provide for a ~ competitive review of residential allotment ratings prior to award of residential allotments. Introduced by Councilman Perry; seconded by Mayor Mattei. ~ AYES: PERRY/HARBERSON/BOND/B9TTAGLIA/BALSHAW/CAVANAGH/ MAYOR MATTEI ZONING ORDINANCE Council began consideration of the proposed listing of REVISIONS - DEFINITIONS "Definitions" in the revisions of Zoning Ordinance 1072. This item was continued to April 6th. RECESS . The Council recessed from 5:30 p.m. to 7:00 p.m. RECONVENE 7:00 P.M. Present: Councilmen Perry, Harberson*, Bond, Battaglia, Balshaw, Cavanagh, Mayor Mattei . *Councilman Harberson arrived at 7:35 p.m. DOWNTOWN PARKING Steve Deleuw showed the Council various diagrams of PRESENTATION BY parking arrangements for the "A" Street parking, the DELEUW, CATHER Keller Street parking lot and the Water Street proposed parking lot. Michele Balco of Deleuw, Cather showed drawings of designs for multi-story parking facilities on the Water Street site and the Keller Street site. After the presentation, Mayor Mattei advised that this info-rmation will be forwarded to Chairman of the Downtown Parking Committee, Robert Lipman, to the Heritage Homes group and to the Chamber of Commerce for their consideration and eventual input at public hearings to be scheduled at a later date. ~j~~~~ p~o~ ~~ .~ ~fi~ ~ ~ -~r- - RECESS The Council recessed from 8:50 p.m. to 9:00 p.m.. WEST PETALUMA STUDY Council considered the West Petaluma Study (currently being conducted by the County) as it relates to Petaluma Boulevard North. Planning Director Freitas showed several maps which outlined the current land use, lo.t lines, EDP designations, water service elevation limitation lines, sewer service limitation lines, recommended urban boundary lines, areas of similar ser'vice improvement requirements and development constraints, and the County's proposed zoning plan.
