ROLL CALL 4:20 P.M. Present: Councilmen Perry, Harberson, Bond,
Battaglia, Balshaw, Cavanagh, Mayor Mattei
PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Councilman Perry.
VILLAGE EAST I Resolution No. 9066 N.C.S. approving the development
DEVELOPMENT PLAN plan for Village East Unit II (Casa Grande Company).
RESO 4f 9066 NCS Introduced by Vice-Mayor Battaglia; seconded by
Councilman Bond. It was noted that the developer has
agreed to changing the names of some of the streets in this project and in
Unit I(particularly Whooping Crane Lane).

CERTIFICATE PUBLIC Resolution No. 9067 N.C.S. granting a certif icate of
CONVENIENCE - TAXI public convenience and necessity to Jim Patterson to
SERVICE operate a taxi service in the City of Petaluma.

Cavanagh. It was noted that the Yellow Gab service
ownership has changed hands from Margie Flud to Jim
Patterson.

AMBULANCE SERVICE Council heard a report from staff reviewing the method
by which the City can place the present ambulance
service on an enterprise basis and increase the City's fire suppression capabilities.
Also considered was the staffing that would be required to increase our level
of.service from Emexgency Medical Technicial I to paramedic and the rates
necessary to finance the enterprise for either alternative. Council heard
from Assistant City Manager Scharer, City Manager Meyer, Fire Chief Sharps,
Petaluma Valley Hospital Administrator Cowan, their emergency room supervisor
and Hospital Board member Fred Groverman. After considerable discussion
Council asked staf~ to set up a meeting with the two ambulance services in the
county (Cadles and Brown) with Couneilmen Battaglia, Harberson, and Mayor
Mattei on February 12th at 8:00 a.m. to determine whether or not private
service would be interested in serving the City of Petaluma with paramedic
ambulance service.
RECESS At 5:45 p:m. the Council recessed to 7:35 p.m.
FISCAL REPORT TO Assistant City Manager Scharer reported the fiscal

RESIDENTIAL, DEVELOPMENT Council and staff reviewed the proposed changes to the
CONTROL SYSTEM rating criteria for the Residential Development Control~
System by going through the proposed system using
Countrywood Subdivision, which is currently under construction, as a model.
Council comments were, "the rating criteria was too complicated" and "staff
should cut down the categorizing to make it more simple." Mr. Van Logan,
representing the building industry, suggested the first time through a project
would get a pass/fail rating. He also suggested "major facility" points
should go from year to year with the project, somewhat like depreciation.
ADJOURNMENT. After quite a discussion, the meeting adjourned at
9:40 p.m.
