REGULAR MEETING
ROLL CALL 7:00 P.M. Present: Councilmen Perry, Harberson*, Bond,
Battaglia, Balshaw, Cavanagh, Mayor Mattei
*Councilman Harberson arrived at 7:25 p.m.
INVOCATION The invocation was led by Pastor Rodgers Irwin.
PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Vice-Mayor Battaglia.
MINUTES Vice-Mayor Battaglia chaired the meeting. The January
5 minutes were approved as amended.
CONSENT CALENDAR The following items fxom the Consent Calendar were
approved by the adoption of a single motion. Move
that the Council adopt the resolutions, introduce the
ordinance and adopt the ordinance on the Consent
Calendar.

CLAIMS & BILLS Resolution No. 9048 N.C.S. approving Claims & Bills
RESO ~~ 9048 NCS a~dited by the City Auditor and approved by the City
Manager.
FREIGHT OPERATIONS Adopt Ordinance No. 1453 N.C.S..amending Article 13 of
IN C-H & M-L ZONES Ordinance 1072 (Zoning Ordinance) to add Section 13-
ORD. 4~1453 NCS 414 to permit wholesale sales with related freight
operations, trucking yards, and motor freight stations
and amending Article 14 of said ordinance by repealing
sections with duplicate numbers, and reenacting certain
sections with correct numeration, and by adding Section
14-410 to permit wholesale sales with related freight
operations, trucking yards and motor freight stations.
REZONE VILLAGE Introduce Ordinance 1454 N.C.S. amending the zoning
EAST II ordinance by rezoning a portion of A.P. ~~17-050-02
ORD. 1454 NCS from Planned Community Development to Planned Unit
Development - located in the area of Ely Blvd. South
and Juliet Drive.
F.A.U. FIVE YEAR Resolution No. 9049 N.C.S. approving the five year
PROGRAM Federal.Aid Urban system programs for the Healdsburg
RESO 4~ 9049 NCS urban area, the Santa Rosa urbanized area, and the
Petaluma urban area commencing fiscal year 1981-82
through 1985-86. Petaluma .projects include construction
of bus shelters, carpooling, East Washington Street,
Magnolia Avenue, Liberty Street and public transportation
construction of fringe parking.

FIVE YEAR AVIAT.ION Resolution No: 9050 N.C.S. recommending aviation
GAPITAL IMPROVEMENT projects in Sonoma County for inclusion in the "Coordinated
PROGRAM Five Year Aviation Capital Improvement Program". For

building new airport facilities for '81-82 and airport
improvements for '82-83.
SHELTER ~ILLS Resolution No. 9051 N.C.S. revoking approval of the
UNIT 2A - PHASE I final subdiv.ision Shel.ter Hills Subdivision, Unit 2A,
RESO 4~ 9.051 NCS Phase I, in response to the developer's request and
ratifying fhe previous ap,proval of that c'ertain final
subdivision map entitled "Shelter Hills Subdivision,

PRESENTATION RE: Mr. A1 Alys read.his January 15 presentation on the.
PETALUMA`RIVER & Pet'aluma'River entitled, "A Plan", and shqwed, slides
TURNING BAS,IN of the turning basin during his presentation. Councilman
Harberson arri~ed :during this presentation.
FEASIBILITY REPORT H. Morgan Noble reviewed his Phases I and II report on
MARINA the Small Graft Harbor Marina Eeasibility Study.
RECESS Council recessed from 8:05 p.m. to 8:15p.m.
HERZTAGE HOMES RARKING The Heritage Homes Parking Committee pr,o,posed letter
COMMITTEE and petition were removed from the agenda at the
request.of the Heritage Homes Organization.
OUTSIDE WATER CONN. Council considered a request from Merton Smith, 230Q
"D'.' St. Ext..for permission to connect to Gity water
supply because his well has no,t produced sufficiently to supply th'eir household
since last summer. Council heard fr-om eng.ineer Emil.Moge1 who spoke on belialf
of Mr. Smith, and from Assistant City Manager John Scharer who.xecommended
that if the City is~considering placement of an'8" main in the area, he would
request more time for staff input. Council eonsensus was t'o a119w this oufside
connec.tion, to reserve the righ.t to take; water service from this line, and
continued the item to fhe February 2 CounciT meeting and requested recom-
mendations from the Ci:ty Attorney and the.City Engineer. Council, a~lso .requested
a resolu.tion advising the County not to authorize any hook-ups fo this water
supply. , -
1979 FIRE CODE • Ord'inance 1451 N.C.S. repealing the previously ado.pted
&.;AMENDMENTS Fire~Co.de and adopting the Uniform Fire Code, 1979
ORD...4~14;51 NGS Edition, together with amendments thereto.,. Discussion
(DEFEATED) centered ar,ound the minimum square footage of buildings
, that could be eonstr,ucted without sprinklers and
whether or not the Council wished to consider allowing unattended car,d,oper.aied
gasoline service stations. The ordinance proposed 10.,000 square feet be the
break-point for determining whe:ther or not a building must contain an au;tomatic
sprinkler.system. A member of the Chamber of Commerc.e`had recomvnended Council
consider fhe possibility qf aT,lowing consideration.o:f a four hour masonry
fire-wall that reaches through the roof to a parapet as an adequate division
of a str.ucture.creating two smaller units which would, therefore, not require
a sprinkling.system. Chief Shar,ps was not in favor of the four hour masonry
fire-wall with parapet for buildings larger than 10,000 square feet in-lieu of

sprinklers. Councilman Bond reported on his review of the Council meeting
taped April 16, 1979 and May 7, 1979 when the 1976 Fire Code was considered
and adopted by the Council with the concurrence and encouragement of the
Chamber of Commerce. It was at this time the 10,000 square foot figure was
placed in the ordinance. The President of the Chamber of Commerce spoke in
support of the four-hour masoriry wall. Gouncil also heard from representatives
of the local insurance agencies who expressed concern for the older buildings
downtown that are not now required to be sprinkled. Council consensus appeared
to be to allow a four hour impenetrable masonry fire wall with parapet to be
used in conside'ration of the maximum square footage which could be built
without sprinkling and to reduce that square footage to 8,000 square feet.
RECESS Council recessed from 9:40 p.m. to 9:55 p.m.
FIRE CODE Council continued its consideration of the proposed
Fire Code and amendments and concentrated on card-
lock gasoline service stations. Matthew Hudson, representing a local gasoline
distributor requested Council consid'er authorizing unattended card-lock gasoline
stations in Petaluma. Af'ter a considerable auiount of discussion Council
consensus was to remove any reference to card-lock gas stations from the
amendments to the 1979 Fire Code because our current zoning ordinance does not
authorize that use; therefore., including it in the Fire Code would be a
duplication of that restriction. Council concluded this two-hour discussion
of the Fire Code by voting down the ordinance as introduced and requesting a
new ordinance for introduction on Eebruary 2 which would reflect its consensus
on the two sections discussed. ~

SOCCER FIELD Council learned from Petaluma Youth Soccer League
CASA GRANDE HIGH SCHOOL Board President John Dy Foon that the board had not
met since the presentation of this item at the January 5
Council meeting. He was, therefore, not in a position to advise their position
on maintenance and repair of the fields. The Petaluma Sehool District delivered
a memo to the City prior to the Council meeting indicating their offer to
participate in some of the maintenance of the soccer fields. It was Council's
consensus that staff wo.rk with the school district and the Petaluma Youth
Soccer League towards an agreement where the City would ante up up to $20,000
per year including water and maintenance for the fields to be constructed on
Casa Grande High School property.

Introduce Ordinance No. 1455 N.C.S. amending Section
20.090 of the Municipal Code to provide that an agreement
to construct necessary public improvements by executed
(with appropriate security t'herefor) as a condition of
parcel map improvements. Introduced by Councilman
Balshaw, seconded by Councilman Bond.

CONTRACT FOR DEV. OF Resoluiion No. 9053 N.C.S. authorizing execution of an
COST REVENUE IMPACT' agreement entitled, "Gontract for Development of a
MODEL WITH DT_9METRICS Cost/Revenue Impact Model (CRIS) with Diametrics".
RESO ~~ 9053 NC8 The Association of Bay Area Governments has developed
a computer based system designed to measure the costs
and revenues associated with public decisions, especially those involving land
development. The cost is estimated to be a maximum of $20,000. Introduced by
Councilman Balshaw, seconded by Councilman Battaglia.

ALLOTMENT SYSTEM Council continued discussion of revised allotment
REVISIONS rating criteria to the next Council meeting due to the
lateness of the hour (11:15 p.m.).
REVISED FINAL MAP Ap.proving amended final subdivision map of Roya1.
ROYAL TOWNHOUSES Townhouses (resubdivision). Introduced by Vice-Mayor
RESO ~~ 9054 NCS Battaglia, seconded b.y Councilman Harberson. These
revisions are storm drain and sanitary sewer easements
which have been rer.outed to avoid .structures and to
revise the monumentation.

STUDY SESSION Mayox Mattei noted there was a need to have study ~
sessions in the next couple of months. Council
expressed their desire to have no more than two.afternoon sessions in February,
not to have an.afternoon session on Tuesday, Eebruary 17th„ and the City
Manager was requested to submit a list of topics for these study sessions.
ADJOURNMENT At 11:30 p.m. the City Council .went info alosed session
for attorney/client discussion. The meet_ing was
adjourned at 11:45 p.m. in memory of.forme'r:Councilman Milt Gustafsen.
