Mayor Mattei led the Pledge of Allegiance. The December 8 minutes were approved as submitted. The following items were adopted by the passage of a single ,motion which was introduced by Councilman Cavanagh, and seconded by Vice-Mayor Battaglia. REZONE SONOMA JOE'S Adopt Ordinance No. 1448 N.C.S. amending Zoning Ordinance ORD. 4~1448 NCS No. L072 by reclassifying and rezoning A.P. 4~007-421- 13 from M-L (Light Industrial) to C-H (Highway Commercial) located near Old Redwood Highway and U.S. 101 highway and containing Sonoma Joe's restaurant. (Introduced and seconded by Councilman Bond and Vice-Ma.yor Battaglia on December 8, 1980.) ABANDONMENT of a proposed abandonment of Perry Lane until such time as the revised plan has been submitted by the owners and reviewed by staff. COMMUNITY FACILITY Adopt Ordinance No. 1449 N.C.S. amending Sections DEVELOPMENT FEES 17.14.020 and 17.14.050.of the Municipal Code to ORD. ~~1449 NCS reduce the developed area subject to Community Facility. Development Fees in the case of certain public recreational facilities and providing that such fees shall be due on conversion to a non- public recreational use. (Introduced and seconded by Vice-Mayor Battaglia and Councilman Perry on December 8, 1980.) OFFICERS ~ authorizing all rese.rve police officers issued a Level URGENCY ORD. 4~1450 NCS I Reserve Officer certificate by Peace Officers Standards and Training (POST) to exercise the full powers of a peace officer pursuant to Chap.ter 1301 Laws of 1980,_State of California, and declaring its urgency to take effect immediately.. Police Chief Murphy answered Council's questions. Introduced by Councilman Bond, seconded by Councilman Cavanagh.~ . AYES: HARBERSON/BOND/BATTAGLIA/CAVANAGH/MAYOR MATTEI ABSENT: PERRY/BALSHAW 1979 FIRE CODE & Introduce Ordinance No. 1451 N.C.S. repealing the AMENDMENTS previously adopted Fire Code and adopting the Uniform ORD. ~~1451 NCS Fire Code, 1979 Edition, together with amendments thereto. Fire Chief Sharps reviewed the amendments which conform with the currently adopted building codes. Richard Yonash expressed a desire to have the code define two buildings as.that which has a brick wall dividing two sections. Councilman Perry arrived early in the discussion of this item. The ordinance was introdueed by Vice-Mayor Battaglia, and seconded by Councilman Harberson. AYES: PERRY/HARBERSON/BOND/BATTAGLIA/CAVANAGH/MAYOR MATTEI ABSENT: BALSHAW -2- ~9~ DECEMBER 15, 1980 PERMIT PARKING AREAS Introduce Ordinance No. 1,452 N.C.S. adding S'ection ORD. ~~1452 NCS 11.44.130 to the Municipal Code to regulate parking in off-street parking lots operated by the City of Petaluma. Introduced by Councilman Harberson, seconded by Councilman Bond. AYES: PERRY/HARBERSON/BOND/BATTAGLIA/CAVANAGH/MAYOR MATTEI ABSENT: BALSHAW PETALUMA MARSH City. Manager Meyer called Council'a attention to the ESTUARINE SANCTUARY proposed designation by the Federal Goverriment of the Petaluma Marsh Estuary and Sanctuary and noted that the Bay~~Conv,ersation Deuelopment Commissiori is meeting'this evening in Novato to conduct a-hearing on this proposal. ~~jg~:~~~~~* WEST_PETALUMA STUDY Planning,Director Freitas reported on the County Planning Staft and Citizens Committee progress on the West Petaluma S.tudy. Council agreed to have a joint meeting-in January with the Planning Commission. . EMERGENCY PURCHASE Resolution No. 9037 N.C.S. authorizing the emergency HOT TAP MACHINE - purchase of a hot tap machine for the Water Department W9TER DEEARTMENT from a.sole source of supply for $4,854,32 plus 6% RESO ~~ 9037 NCS tax. Introduced by Viee=Mayor Battaglia, seconded by ''Councilman Perry. AYES: PERRY/HARBERSON/BOND/B'ATTAGLIA/CAVANAGH/MAYOR MATTEI ABSENT: BALSHAW EARA-TRANSIT Council expressed supgort of the establishment of a COORDINATING COMMITTEE[ county wide transportaf'ion council consisting of COUNT_Y WIpE elected officials from member jurisdictions to assume TRANSPORTATION COUNCIL certain responsibilities currently being delt with by the Para-Transit Coordinating Committee which is made up of staff people rather than elected officials.. RENT CONTROL Council considered the.Rohnert Park Mayor`s Mobile ~ Home Advisory Committee resolution urging cities and towns in~Sonoma Gounty to provide d~ata~to the Board~of Supervisors whiah may -- ~.: then be used to form 'a consumer p'rice index for the County as a basis for setting fair rents and other charges. Gouncil declined to take a stand.
