MINUTES OF STUDY SESSION
Present: Councilmen Harberson, Bond, Battaglia,
Balshaw, Cavanagh, Mayor Mattei
Absent: Councilman Perry
DOWNTOWN PARKING Assistant City Manager John.Scharer reviewed the
proposal of the Parking and Business Improvement
Committee to expand the Keller Street parking lot, expand the "A" Street
parking lot and to raze buildings on Petaluma Blvd. between Water, Western
Avenue and the City parking lot in the middle of the block. Harold E.. Rogers,
Jr., Assessment Council, answered questions regarding assessment district
proceedings. Mark Pressman, of Wulfs Hansen Investment Securities; answered
questions regarding sale of municipal bonds. Staff was asked to have legislation
ready for the next council meeting employing Mr. Rogers and Mr. Pressman on a
contingent basis to work on formation of this assessment district. Staff was
also asked`to come~back with recommendations on an engineer for the job.
The meeting was adjourned at 5:15 p.m.

Resolution No. 8994 N.C.S. declaring various equipment
as surplus and authorizing the sale thereof.
Adopt Ordinance No. 1445 N.C.S. amending zoning ordinance
1072 by amending Chapter 19 to revise procedures for
Planned Community Districts, to create a separate
Chapter 19.A to govern PUD Zoning Districts, and
repealing Sections 26-700 through 26-705.4 which have
been added to Chapter 19.

WASTEWATER 10% DESIGN Council heard from Rita Cardoza, representing Concerned
REPORT Citizens for Agriculture. She played a tape recording
of the voice of Dr. James Brownell who is a professor
of Irrigated Soils_at,Fresno_State,. Mrs. Cardoza said there should be a new
Environmental Impact Report because in their view, the project has been changed
from flatland irrigation to slope irrigation, the golf course use should be
addressed, and the health comments which will be forthcoming from Dr. Roach,
who is a pathologist at Children's Hospital and the University of California,
should be addressed. She noted the crop year has closed and asked for a copy:.
of the report from the Solacci project. The City Attorney advised Council
that the next time of discretionary approval would be the time the City would
consider additional environmental documentation if necessary. Mr. Vasco ~
Brazil, 4551 Lakeville Highway, addressed the Council regarding his comments
and questions on the 10% report. The Mayor advised Mr. Brazil staff would
attempt to answer his questions. At the conclusion of the discussion, which
lasted 45 minutes, Council was reminded that the Regional Water Quality Control
Board had scheduled final determination on the order to cease pumping effluent
to the Petaluma River during the dry seasons.

FIREHOUSE Resolution No. 8999 N.C.S. awarding bid for the construction
RESO ~~ 8999 NCS of the new fire station and related facilities to be
located at Corona Road and North McDowell Blvd. to
Fellenz Construction, Santa Rosa, for $369,500. City Attorney Klose reviewed
the October 29 memo to the Council recommending they accept architect Richard
Lieb's recommendation not to award the contract to the low bidder (H.P.W.,
Inc.) due to the fact that.the.H.G.W. bid did not meet all the requirements as
set forth in the bid form, namely, there was an incomplete list of sub-contractors
and the "list of similar jobs" done by H.G.W. did not list projects similar in
nature to a public safety building. After considerable discussion between the
Council, staff and architect, the resolution was introduced by Councilman Bond
and seconded by Councilman Perry.

SHELTER HILLS Resolution No. 9000 N.C.S. approving the amended
DEVELOPMENT PLAN development plan for Shelter Hills Subdivision, Unit
RESO 4~ 9000 NCS 2A. Introduced by Vice-Mayor Battaglia, seconded by
Councilman Bond. Planning Director Freitas advised
Council the development plan and final maps are being amended to indicate a
change in location of the footprint for several of the buildings.

REVISED 911 TELEPHONE Resolution No. 9003 N.C.S. repealing Resolution No.
SYSTEM • ~ 8224 (which approved the County-wide 911 emergency
RESO ~6 9003 NCS~ telephone plan) and authorizing a new 911 telephone
plan contracting for services in accordanae therewith,
and to execute such other documents that are necessary to implement such plan.
Chief~Sharps~reviewed the new 911 emergency communication system whieh would
allow for selective routing of all 911 (emergency 'police, fi'r'e;~tandi'am6ulance)'~-'
calls directed to the responsible dispatching agency, thus making the original
Sonoma 911 plan obsolefe, There would be nine:~pub.Tic service answering points-
(PSAP) for the County rather than the single answering point in~the~orig'inal ~
plan. The resolution was introduced by Councilman Cavanagh, seconded by
Councilman Harberson.

SUBDIVISION MAP subdivision map of Liberty Meadows subdivision.

Cavanagh. The amendments are necessary because of the
placement of certain storm drain easements at sites other than those indicated
