The matter was refered to staff . - HEALTH PERMIT FEES Resolution No. 8987 N.C.S. adopting health permit fees RESO ~~ 8987 NCS for the City of Petaluma to coincide with those charged by the County of Sonoma. Council considered the request of Patrick Deering f.rom Sonoma Travel Service to place a sign on the. southwes.t wall of the building that houses their business. After considerable disc ussion, Council directed staff to prepare legislation which would allow addit io.nal signing on blank wal.ls over and above that which is currently allowed by the sign ord'inance. AYES: PERRY/BATTAGLIA/CAVANAGH/MAYOR MATTEI NOES: HARBERSON/BALSHAW ABSENT: BOND -2- ~~~ OCTOBER 27, 1980 WASTE WATER 10% Council heard from Ron Cr.ites, from Metcalf..arid Eddy DESIGN REPORT engineering, the P.roject Manager of the design .work for the wastewater treatment plant, who reviewed the status of the design at this stage where 10% of the design,work ha's been completed. Discussion of the design report was continued to November 3 to allow sufficient time~for the Concerned Citizens for Agriculture to study the report which was received October 21. This report~is scheduled for consideration at the Regional Water Quality Control meeting on November 4. HEALTH INSPECTION FEES Adopt Ordinance No. 1439 N.C.S. amending Section 8..08.080 ORD. ~~1439 NCS of the Municipal Code to provide for the setting of fees for cer.tain health inspections by resolution (see Resolution No. 8987 N.C.S.). Introduced by Councilman Perry, seconded by Councilman Bond on October 6. Introduced by Councilman Perry, seconded by Councilman Bond on October 6. Planning Director Freitas had some photographs of the area which'he'passed- --- around to the Councilmen. Mr. Freitas reviewed the plan for the Council. Mr. Toby Ross addressed the Council expressing his concerns about condominum developments in the City of Petaluma. The developer, Mr. Leonard Jay, addressed the Council in support of his development. During the discussion some questions were raised about the conditions for the development plan and tentative map. Council acted to adopt the ordinance which was introduc'ed by Councilman Perry, and seconded by Councilman Bond on October 6, and continued the discussion of the development plan and tentative map until November 3. Vote on adoPtion of the ordinance: AYES: PERRY/HARBERSON/BOND/BATTAGLIA/BALSHAW/ CAVANAGH/MAYOR MATTEI HOME FINANCING PROGRAM Adopt Ordinance No. 1444 N.C.S. adopting a home f inancing ORD. 4~1444 NCS program in cooperation with the City of Rohnert Park. Introduced by Councilman Perry, seconded by Councilman Bond on October 6. Mr. David G. Casnocha, from the firm Wilson, Morton, Assaf and McElligott, Attorneys at Law, San Mateo, adeised Council current status of the revenue bond program, noting there are many questions yet to be answered, including whether or not the interest would be tax exempt. Vote on adoption of the ordinance: AYES: PERRY/HARBERSON/BOND/BALSHAW/CAVANAGH/ MAYOR MATTEI FINAL MASTER EIR Resolution No. 8990 N.C.S. certifying the final master RESO. ~~ 8990 NCS environmental impact report submitted by COMARC Design Systems covering the Petaluma General Plan and potential development thereunder. Planning Director Freitas and Planning staff inember Cynthia Beeken, addressed the Council regarding the EIR. The public hearing was opened. Patrick Burke, from Keegan and Coppin, spoke in support of certification of the Environmental Impact Report. There being no further comment offered from the audience, the hearing~was closed. ' Assistant City Manager Scharer reported staff is studying six site's'for a report that shall be submitted to the Council by March 2, 1981.
