ROLL CALL 4:21 P.M. Pr-esent: Councilmen Harberson, Bond, Vice- Mayor Battaglia, Balshaw, Cavanagh, Mayor Mattei ABSENT: Councilman Perry m~ PLEDGE OF ALLEGIANCE: Councilman Bond led the Pledge of All.egiance. RECONSIDER PRO- Mayor Mattei addressed the audience and read Resolution POSED MARINA No. 8876 N.C.S. relating to previous action by the PROJECT FEASIBILITY City Council on June 2, 1980 on the subject of the proposed Marina. City Attorney Klose advised Vice- Mayor Battaglia that it would be inappropriate for him to participate in the discussion and to vote on any legislation that.might be enacted inasmuch as he has a conflict of interest in this matter. Councilmen Cavanagh and Bond , reviewed the history of the Marina Council Committee since the first of the year. Mayor Mattei reviewed the subsequent information available to the City resulting from several meetings he and staff had attended with the Department of Boating a~nd Waterways, Congressional leaders, and representatives of the U. S. Army Corps of Engineers pertaining to the feasibility of the project. COUNCILMAN HARBERSON ACTION ON RESO AYES: ~~ 8876 A-NCS TO TERMINATE MARINA NOES: STUDY Mr. A1 Alys, Chairman of the Citizens Marina Advisory Committee, addressed t.he Council in favor.of re-examining the feasibility of the project. Mr. Bob McLaughlin also addr:essed the Council on this subject. The following persons spoke in favor of the proposed marina project. Mr. Robinson, publisher of the Argus-Courier, Skip Sommer,~Bill Bowman, operator of the Port of Sonoma, Tony Smith representing the Pe.taluma Yacht Club and Don Showers, representing the Petaluma Sea Scouts. After considerable discus'sion and asaurance from several persons present that some private citizens would participate financially to the extent of 50% of the cost of a study to be done by a private consultant on the feasibility of the proposed project. The City to bear the other 50% of the cost, which would be charged to the Planning Loan available from the State for such feasibi- lity stu,dy. Mayor Mattei requested•an opinion from the City Attorney as to what next steps might be to reconsider the Council's previous action to terminate study of the projec.t. City Attorney Klose advised the Council it could vote on Resolution No. 8876 N.C.S., whereupon the Mayor requested the Deputy City Clerk to call the roll.
