Present: Councilmen Balshaw, Vice-Mayor Battaglia, Bond, Cavanagh, Perry, Mayor Mattei Absent: Councilman Harberson INVOCATION The prayer was led by Rev. CONSENT CALENDAR The following resolutions were app:roved by the adoption of a single motion. Introduced by Councilman Perry, seconded by Councilman Balshaw. CLAIMS AND BILLS Resolution No.~8910 N.C.S. approying claims and bills RESO 4~8910 NCS audited by the City Auditor and approved by the City , Manager. ANIMAL SHELTER Resolution No. 8911 N.C.S. approving an animal shelter SERVICES - COTATI services agreement between the City of Cotati and the RESO 4~8911 NCS City of Petaluma to June 30, 1981. LUCCHESI PARK Resolution No. 8912 N.C.S. establishing the Lucchesi TRUST FUND Park Trust Eund for the deposit.of contributions of RESO ~68912 NCS such funds for the improvement to Lucchesi Park. WASTEWATER DESIGN Resolution No. 8913 N.C.S. authorizing an extension of AGREEMENT time for completion of contract pr,eviously executed RESO ~~89.13 NCS with Metcalf .& Eddy, ,in connection with Step II .design work for. Eastern Marin/Southern Sonoma Wastewater Facilities Plan - Petaluma portion - until August 9, 1980. AYES: PERRY/BOND/BATTAGLIA/BALSHAW/CAVANAGH/MAYOR MATTEI ABSENT: HARBERSON ~ ~ ~'-~..~P JULY 21, 1980 RESIGNATION - Council noted with regret the letter received from HISTORIC PRESERVATION Matthew Hudson outlining his resignation from the COMMITTEE 'Historic and Cultural Preservation Committee, effective immediately. - REVENUE SHARING Council considered~a reguest-from the Family Education Center to apply~previously authorized monies to a revised list of costs. The Revenue Sharing Committee recommerided that the $3,076.00 be granted them per the budget attacfied to the July 8 le~tter and. subject to standard requirements; i.e., the money is to be used for office supplies, insurance and the like. - M/s Cavanagh-Battaglia to approve these revised uses of the Revenue Sharing money. ~ AYES: PERRY/BOND/BATTAGLIA/BALSHAW/CAVANAGH/MAYOR MATTEI ~ ~ . ` `~,?~` ABSENT : HARBERSON =~~~~ti CORTE Mt~DERA LTR. The Mayor of the town of Corte Madera is trying to RE. NOVEMBER ELECTION generate interest in changing State law regar.d_ing - election dates from-April of even numbered years to November of odd numbered years. Council agreed to moni~tor the Corte Madera proposal at the Redwood Empire Division League of California Citie's meeting, August 2. REDWO,OD EMPIRE DIV. Mayor Mattei appointed Councilman Cavanagh, City of LCC MEETING DELEGATE Petaluma~delegate to the Redwood Empire Division League of California Cities' quarterly meeting. ~ CASA DEL OR0 Council heard from attorney Matthew Hudson, representing ALLOTMENTS Novak De~elopment-(formerly Summit Construc:tion)., requesting an additional 43 units to compl,e~t'e the subdivision: ~-Staff reviewed the allotmenf procedure~during that particular year, the Casa de1 Oro presenfation of the entire 75 unit subdivision to the Citizens' Committee f.or review, and noted that Summit had received the fourth highest number o£ points but by the time the Planning Commission, sitting as the allotment boar•d, had reached the Casa del Oro project, there were orily 32 allotments left to be awarded: No specific reservat'ion system was in effeet at that time. The same project went through the allotment system the following year, unsuccessfully, Council consensus was that the extra 43 allotments should~be awarded, the~developer should try to build out the fir5:t 32 unifs this year,'and the additional units should be constructed before Jul:y of 1981. A resolution outlining these condifions will,be presented to the Gouncil a.t its next meeting. They~are looking at the liquid treatment of the plant to maintain. secondary qualixy and more economical ways to handle the sludge using tfie same ~ treatment facilities we now'h`ave. They~are also Iooking at the holding pond gates to design facilities that can be opened and closed.depending on storage requirements and usage needs of treated wastewa.ter. Council also learned that rather than seeking 1, 400 'acres of° agr-icultural land for irr=igation, tYie City is now looking for ]'00-800 acres: Of 2O potential user:s of the wastewater, there have been responses from 9 who have'signed letter of intent. Those 9 represent approximately 800 acr,es. -2- ~ 333 JULY 21, 1980 COMMISSION Council directed staff to publicize the vacancies and APPOINTMENTS seek applications for the Planning Commission. Personnel Board and Site Design Architectural Review Committee for Council consideration at the August 4 Council meeting. Council continued consideration of the two Historic Committees to the second meeting in August.
