' Harberson, Perry, Mayor Mattei
Absent: Councilmen Balshaw, Bond
VILLAGE EAST FINAL MAP Resolution No. 8908 N.C.S. approving final subdivision
RESO 4~8908 NCS map for Village East Subdivision Unit I with certain
added conditions. Introduced by Councilman Perry,
seconded by Councilman Cavanagh. Council heard from City Manager Meyer and
Mike Gallagher of Casa Grande Company, the developer. The added conditions
relate to the sixteen low/moderate income units in the development: no building
permits shall be issued for these units until execution of an agreement with
the developer providing for sale of said units for the following prices - the
926 sq. ft. units for $63, 000, the 1, 077 sq. ft. units for $64, 500, the 1, 120
sq. ft. units for $65,500; the developer's qualification procedures for purchasers
shall be reviewed by the City Manager; and the developer agrees to submit said
units for inclusion'in any resale price regulatory program adopted by the City
prior to the time said units are ready for sale to a residential purchaser.

Resolution No. 8909 N.C.S. requesting modification of
subdivision standards - amendment to Development Plan
(proposed street islands) for Liberty Meadows. Council
heard from Planning Director Freitas and City Engineer
Hargis. The resolution was introduced by Councilman
Cavanagh, seconded by Councilman Perry.

QANTAS DEVELOPMENT/ Council considered a letter from Jon Joslyn of Qantas
MILLMEISTER HOUSE Development Corporation regarding relocation of the
RELOCATION Millmeister House from its present site on Professional
Drive to some other site approved by the City. City
Manager Meyer recommended .the Mayor appoint a committee to meet with Mr. Joslyn
at an early time to work out details on the transaction so the house may be
moved between the lst and lSth of August. It was Council consensus that this
be done.
PREZONE ELY BLVD./ Adopt Ordinance No. 1430 N.C.S. amending Zoning Ordinance
CASA GRANDE TO No. 1072 N.C.S. by prezoning the property located at
STUDY DISTRICT Ely Blvd. South and Casa Grande Road (Assessor's Parcel
- ORD. ~~1430 NCS No. 017-040-12) from County Agricultural to City Study
District - Duffe l Financial and Construction Company.

PREZONE CASA GRANDE Adopt Ordinance No. 1431 N.C.S. amending Zoning Ordinance
AT ELY BLVD. No. 1072 N.C.S. by prezoning the property located at
ORD. 4~1431 NCS Ely Blvd. South and Casa Grande Road (Assessor's Parcel
Nos. 017-040-08, 13, 14, ,15, 16, 19 and 20) .from
County Agricultural to Agricultural District. This area is located between the
current City limits'and that area which is covered.by Ordinance No. 1430 N.C.S.
A resident of this area asked the Council if they would be able to continue to
raise farm animals when.the area~is annexed to the City. The resident was
reassured they could continue the~same uses of their land as they now enjoy.

FREIGHT RATE Mayor Mattei reported the Chamber of Commerce is spear-
DISCRIMINATION heading a meeting with Sonoma and Marin cities to
remove the discriminatory freight rates and to lower
them to the same level enjoyed by other cities in the surrounding the Bay Area.
Council consensus was to support the continua.tion of this effort.
CITY MANAGER'S City~Manager asked the Council to refer a letter from
REPORT the Family Education Genter regarding the use of
Revenue Shar-ing Funds for.family education to the.
Revenue Sharing Committee (Chairman Harberson, Councilmen Battaglia and Cavanagh),
who agreed to consider this question immediately following the adjournment of
this Special Meeting.
