Introduced by Councilman Harberson, seeonded by Councilman Cavanagh. AYES:~ BALSHAW/BATTAGLIA/GAVANAGH/HARBERSON/PERRY/ MAYOR MATTEI ABSENT: BOND Mayor Mattei and Councilman Harberson, who was Council liaison to the Library Board this last year, presented Mr. Olmsted with a Certificate of Appreciation and a copy of the Resolution of Appreciation. LUCCHESI PARK Robert Koenitzer, Chairman of the Recreation, Music and GIFT CATALOG Parks.Commission, presented a 10-minute slide show PRESENTATION which is accompanied by a recording and music and is used for presentation of the Lucchesi Park Gift Gatalog to various public groups. After the Council viewed the slide show, Mayor Mattei and Councilman Cavanagh, last year's Council liaison to the Commission, presented Redwood plaques to Commissioner Tribble and Linda D. Z. Morand, who designed and produced the catalog. ~ HERITAGE HOMES USE OF Resolution No. 8902 N.C.S.~authorizing the use of City BUSES of Petaluma buses to provide transportation on September 21, RESO 4~8902 NCS 1980, for the vintage homes tour sponsor-ed by Herit"age _ Homes, Ine., a non-prof it organization. Introdueed by Councilman Cavanagh, seconded by Councilman Perry. Assistant Gity Manager John Scharer advised the cost fo~r providing the four buses is $442.00, and the funds would come'~from ~the'~Transien•t Occupaney Fund. ~ ~~~~ _...,. ALLOTMENT TRANS~F.ERS Resolution No. 8903 N.C.S. amending the Residential RESO 4~8903 NCS Development £ontrol System in effect prior to the adoption of Ordinance No. 1321 N.C.S. (August, 1978) to provide for the transfer of issued allotments to certain other.projects sponsored by the same developers. Introduced by Vice-Mayor Battaglia, seconded by Councilman Perry. Council noted for the record they wish transfers fo be from compa~tible buiiding years and that the City stay within the maximum 650 units per year. AYES: BALSHAW/BATTAGLIA/CAVANAGH/HARBERSON/PERRY/ MAYOR MATTEI ~- -~' ABSENT: BOND ROHNERT PARK Council considered Rohnert Park's Resolution No. 80-95 HOUSING/COMMERCE titled, "Resolution Expressing Concern over the Residential RESOLUTION Growth Patterns of Marin and Sonoma Counties, bringing the matter to the attention of the Counties and Cities in the County, the State Government, the Association of Bay Area Government, and the League ot California Cities, and calling for a Course of Directive Action". After a very long discussion, Moved/Seconded Balshaw/Harberson, to reject the Rohnert~Park request that we support their complete resolution, that we take positive action to protect our community by communications with officials of all affected jurisdiction and regional governmental bodies to work to their common benef it. AYES: BALSHAW/BATTAGLIA/C6VANAGH/HARBERSON/PERRY/ MAYOR MATTEI ABSENT: BOND AWARD CONTRACT Resolution No. 8907 N.C.S. approving agreement for EIR - INDUSTRIAL WAY preparation and submission of Environmental Impact RESO ~~8907 NCS Report for proposed North Petaluma Blvd. Industrial Way extension - Industrial Park (Grant Wartena, et al.). Introduced by Councilman Harberson, seconded by Councilman Perry. Council noted bids were received in the following amounts: Walt Smith and Associates - $8,400; Del Davis -$14,150; LANDA -$14,700; and Larry Seeman -$15,065. Staff recommended awarding the EIR bid to LANDA, and advised the Council the applicant has deposited the necessary amount of $16,905 to cover preparation of the necessary documentation. Council expressed a great deal of concern over the cost of the EIR and the degree of depth of the proposed document. Council directed staff to communicate with the environmental consultant stating that residential use not be included in the EIR and any savings made as a result of that direction sliould be returned to the developer. -4- ~~~ . ANNEXATION POLICY City Manager Me"yer noted~this is a draft document and asked the Council to make any comments they may have prior to the time when they can schedule this for a Study Sessiori in August, THOMPSON CREEK City Engineer Hargis adyised the environmental docu- ~~ ~~~~ `~mentafion has been prepared and forwarded to the Gounty for further processing. The County is proceeding with the design on corrective improv.ements, but the right-of-way acquisition cannot begin until the environmental documentation has been accomplished. RIVER DREDGING . City Engineer Hargis said the Army Corps of Engineers anticipates awarding the contract by the end of this week.
