Present: Councilmen Balshaw, Battaglia, Vice-Mayor Bond, Harberson, Perry*, Mayor Mattei Absent: Councilman Cavanagh * Councilman Perry arrived at 7:10 p.m. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Councilman Battaglia. MINUTES The Minutes for June 16 Adjourned and Regular Meetings were approved as submitted. RECONSIDERATION Council had continued the Marina question until June 30, MARINA ACTION hoping there would be a seven-man Council present. In Councilman Cavanagh's absence, they continued the matter. Vice-Mayor Bond advised the Council he would not be present and urged them to take a vote on the - Marina question at the July 7 meeting. SUPPLEMENTAL Introduce and adopt Ordinance No. 1428 N.C.S. appropriating APPROPRIATION certain available revenues not included in the 1979-80 ORD. ~I1428 NCS budget and declaring the urgency thereof, to take ~effect immediately. Introduced by Councilman Battaglia, seconded by Councilman Perry. AYES: BALSHAW/BATTAGLIA/BOND/HARBERSON/PERRY/MAYOR MATTEI ~: _t; ABSENT: CAVANAGH ADOPT BUDGET Resolution No. 8893 N.C.S. approving and adopting a RESO ~~8893 NCS final budget of the estimated amounts required to pay the expenses of conducting the business of the City government for the fiscal year July 1, 1980 to and including June 30, 1981. Introduced by Councilman Perry, seconded by Councilman Harberson. AYES: BALSHAW/BATTAGLIA/BOND/HARBERSON/PERRY/MAYOR MATTEI ABSENT: CAVANAGH APPROPRIATION Introduce and adopt Ordinance No. 1429 N.C.S. appropriating ORD. ~~1429 NCS funds for the operation of the City of Petaluma during the f iscal year 1980-81 and declaring the urgency thereof, to take effect immediately. Introduced by Councilman Balshaw, seconded by Councilman Perry. AYES: BALSHAW/BATTAGLIA/BOND/HARBERSON/PERRY/MAYOR MATTEI ABSENT: CAVANAGH ' ~ ~~~~. JUNE 30, 1980 TRANSIT SERVICES Resolution No. 8894 N.C.S. authorizing the Mayor or ROUTES 10 & 11 City Manager to enter into an agreement for transit RESO ~~8894 NCS services with the County of Sonoma, City of Rohnert . Park, and City of Cotati, for Routes 10 and 11 (Route 10 serves the Cities of Cotati and Rohnert Park, and Sonoma State University; Route 11 connects Sonoma State University with the City of Petaluma). Introduced by Councilman Battaglia, seconded by Councilman Perry. AYES: BALSHAW/BATTAGLIA/BOND/HARBERSON/PERRY/MAYOR MATTEI ABSENT: CAVANAGH SOLID WASTE DISPOSAL Vice-Mayor Bond read a letter from Committee Chairman COMMITTEE REPORT Cavanagh recommending the County adopt the concept of operating the disposal system on the enterprise fund basis--without elimination of property tax, which should be frozen at the 1979-80 level--one Sunday a month should be free and recycling should be encouraged. The Council accepted the report and directed staff to forward it to the County. REGIONAL_WATER QUALITY Mayor Mattei reported that the Regional Water Quality CONTROL BOARD ~ Control Board decided to impose a fine on the City of Petaluma because of the untreated effluent which went into the Petaluma River last January. The Mayor and Council expressed their disappointment in the Board's action and learned from Assistant City Manager Scharer the Regional Board has referred the matter to the State Attorney General's office and that no action will occur for sixty days or until such time as the Regional Board and the City of Petaluma have negotiated a settlement. LUCCHESI PARK FUNDING RECESS Assistant City Manager.John Scharer advised the Council there is a possibility of additional grant funding for Lucchesi Park which would replace local funds.
