Absent: Councilmen Balshaw, Harberson*
*Councilman Harberson arrived at 4:15 p.m.
Councilman Perry led the group with the Pedge of Allegiance.
Council recessed to Executive Session from 3:06 p:m. to
3:30 p.m.
On motion of Councilman Battaglia and second of Councilman
Perry, the following resolutions were adopted by one
motion:
Resolution No. 8880 N.C.S. approving Claims and Bills
Resolution No. 8881 N.C.S. ratifying Memorandum of
Understanding (MOU) executed by the duly authorized
representatives of the City of Petaluma and the City of
Petaluma Employees Association for employees in Unit 2
(maintenance).

Resolution No. 8890,N.C.S. awarding bid for sliplining
sewer mains in the City of Petaluma-Project 8095-81 to
Dalton Construction Co. for $109,178.00. Introduced by
Councilman Perry, seconded by Councilman Battaglia.

BUDGET Council continued its 1980-81 f iscal year budget
deliberations be,ginning with the Police Department.
Police Chief Murphy addressed the Couneil and~outlined
his recommendation to add five patrolmen and one
investiga,tor to the Police force. ' .
RECESS 4:15 to 4:25 p.m.
Councilman Harberson arrived at meeting.
The staff was asked to investigate what other c,ities
do to obtain reimbursement from insurance companies for
police investigations on accident reports.
Council consensus was to program three new officers in
the budget to be adopted on June 30, and to wait until
the City knows the future of Federal Revenue Sharing
before discussing any additional personnel in the
" Police Department. Council reviewed the police capital
ou~tlay requests.
ADJOURNMENT At 5:15 p.m. the meeting was adjourned.

ROLL CALL 7:00 P.M.
INVOCATION
PLEDGE OF ALLEGIANCE
Present: Councilmen Battaglia, Bond, Cavanagh,
Harberson, Perry, Mayor Mattei
Absent: Balshaw
Rev. R. Rogers Erwin from the Neighborhood Church of
the Christian and Missionary Alliance led the group in
prayer.
Vice-Mayor Bond led the Pledge of Allegiance.
MINUTES The June 2 Minutes were approved as amended. Page 2
first line on Marina, delete "relative" and after the
word "to" insert "take no" so that the first line
would read: "Resolution . 8876 N.C.S. to take no
further action ..." June 9 Minutes were approved as ,~
submitted.
VILLAGE EAST GRADING Resolution No. 8891 N.C.S. authorizing grading of
RESO 4~8891 NCS Village East Subdivision Unit I and authorizing
execution of agreement therefor. Introduced by
Councilman Harberson, seconded by Councilman Perry.
City Engineer Hargis advised the Council to impose the
following conditions: Subdivider shall agree to
guarantee compliance with all Codes, ordinances and
other requirements for final grading, shall provide a
cash deposit or surety bond, shall provide that any
and all liability is the sole responsibility of the
subdivider, shall not commence grading until the
~ agreement is executed by the subdivider and the City
and all conditions precedent to said work are performed.

USE OF SPOILS SITE
MARINA
ABSENT: BALSHAW
Santa Fe-Pomeroy's request to use Petaluma's disposal
site for spoils from dredging McNear Canal during the
1980 dredging period. Council referred the matter to
staff directing them to meet with representatives of
Santa Fe-Pomeroy to discuss a dollar figure in connection
with this request. This was scheduled for the next
Council meeting. ;
The Marina discussion was continued to June 30.

LOW/MODERATE COST Mayor Mattei appointed a committee to study alternative

houses that are specifically designat'ed low/moderate

ROYAL TOWNHOUSES Resolution No. 8892 N.C.S. granting modification to
RESO 4~8$92 NCS the requirements imposed by' the subdivision ordinance
relating to Royal Townhouses Subdivision, aka 101
Ellis St;., to eliminate the requirement for undergrounding
two 12 kV power lines for the development fio be located
on Madison and Ellis Streets. Introduced by Councilman
Battaglia, seconded by Councilman Perry. °

~ discussion on ~ the possibility ~o`f closing the park,
Vice-Mayor Bond moved~and Councilman Harberson seconded
a motion to close East Washington Linear Park.

PARK USE HOURS Adopt,Ordinance No. 1427 N.C.S. amending Sections V

Code to revise the hours when parks may be closed and
declaring the urgency thereof (6:00 p.m. to 6:00
a.m.).

City Manager Meyer requested direction on the use of
special assessments for public improvements in industrial
parks. It was Council's consensus to approve such a
procedure, if requested.
__. Council continued its consideration of the proposed
1980-81 fiscal year budget. Staff will present the
budget as reviewed by the Council with related legislation
on June 30.
At 9:50 p.m. the meeting was adjourned to June 30.
