The following ordinances and resolution were acted upon
by the adoption of one single motion. Introduced by
Councilman Harberson, seconded by Councilman Perry.

Introduce Ordinance No. 1425~N.C.S.~ amending Subsection
3 of Section 2 of Ordinance No. 1373 N.C.S. to provide
that certain multiple dwellings exempted from the
Residential Development Control System shall have
obtained approval of final maps by May 1, 1981, and
obtained all building permits by September 30, 1981.
Introduce Ordinance No. 1426 N.C.S. amending Section
17.26.090 of the Petaluma.Municipal Code, the Residential
Development Control System to provide for automatic
expiration of unused allotments under certain circumstances.
EXPIRATION OF Resolution No. 8879 N.C.S. amending all Residential
ALLOTMENTS Development Control Systems in effect prior to the
RESO ~~8879 NCS adoption of Ordinance No. 1321 N.G.S. to provide
conditions and expiration dates for certain residential
allotments issued but not constructed as of the date
hereof .
PARKS: HOURS Introduce Ordinanee No. 1427 N.C.S. amending Sections 13.28.030
WHEN'CLOSED and 13.28.040 of the Petaluma Municipal Code to revise
ORD.~4~1427 NCS the hours when parks may be closed, and declaring the
urgency thereof.

BUDGET 1980-81 Finance Director/Assistant City Manager John Scharer
presented the Budget. He reviewed the revenue projections
and staff's recommendations for additional personnel.

Planning Department: Council approved contract services for $12,000 to update
the Subdivision Ordinance and $20,000 to update the General Plan land use
element and phased industrial plans. Council also heard a request to update
the Noise Element of the General~Plan.
Telephone System: Assistant City Manager Scharer presented the request for
installation of Centrex (modern telephone system). Council approved modernizing
the telephone system at City Hall on the condition that staff investigate
systems other than Pacific Telephone, especially with regard to their maintenance
histories. Staff was directed to return to the Council with a proposal for
final acfiion.

RECESS At 10:30 a.m., Council to attend dedication of New
Zealand Milk Products Building by New Zealand Prime
Minister Muldoon.
RECONVENE At 2:05 p.m., Council reconvened.
Present: Councilmen Balshaw, Vice-Mayor Bond,
Cavanagh, Harberson, Perry, Mayor Mattei
Absent: Councilman Battaglia
Fire Department: Mayor Mattei appointed the following persons to a Council
committee to review alternativ,es for the Fire Department and ambulance staffing
and directed the committee to report to the Council by October 1, 1980.

Council approved the Fi're Department's capital requests
of a$200 reduction in the camera cost.

Revenue Sharing Committee: The Revenue Sharing Committee report given by
Chairman Harberson and was approved with the exception of funding of the YWCA
Women's Emergency Shelter Program. That was approved through October 1, at
which time Council wishes to review the possibility of additional County fund-
ing. Other members of the Revenue Sharing Committee were Councilmen Cavanagh,
Harberson and Battaglia.
Day Care Center - Elderly: Council approved $10,000 Revenue Sharing monies for
the renovation of Fire Station No..2 as it becomes available for the day care
center for the elderly program, as recommended by the Mayor's Committee on
Human Services.
Petaluma County Library Facility: Council approved participation to a maximum
of $2,000 on repairing the toilets at the library on the condition the repairs
are done to City recommendation.

Capital Eguipment Requests - Misc.: Council ap,proved the capital equipment
requests of the Streets, Building Maintenance, Corporation Shop, and Parks
Departments.
Transient Occupancy Tax Eunds: Council approved the staff recommendations for
the use of Transient Occupancy Tax funds. , ,
MARINA"AGTION Moved by Councilman Balshaw, seconded by Vice-Mayor
RECONSIDERATION Bond to reconsider the item of funding the study on ihe
Marina. (This item will be reconsidered at fihe June 16
Council meeting, at the xequest of Councilman Balshaw; and, also at the request
of Councilman Balshaw, it will be continued to a future date in June when all ~
Council members will be present.) Vote:
