EXECUTIVE SESSION
INVOCATION
Present: Councilmen Balshaw, Battaglia, Vice-Mayor
Bond, Cavanagh, Harberson, Perry, Mayor Mattei
Council recessed to Executive Session to discuss legal
matters from 7:00 - 7:50 p.m.
The prayer was led by Rabbi David Kopstein.
PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Vice-Mayor Bond.
MINUTES The Minutes of the May 19 Special Meeting were approved
as submitted. The Minutes of the May 19 Regular
Meeting were amended on page 1, Resolution No. 8863 N.C.S.,
as follows: line 3, after Citizens Committee, add
"for the 1981 building year".
CONSENT CALENDAR ,,_ It,,was moved by Councilman Perry, seconded by Vice-

WASHINGTON CREEK Council heard from Mr. Waldemar and Mr. Walt Anderson
LINEAR PATHWAY representing fourteen pe.rsons who live on Creekside
Drive and who signed a petition regarding problems
caused by users of the.pathway alongside Washington Creek. The residents were
advised to report license numbers of vehicles which cause disturbance. Staff
was directed to prepare legislation (an urgency ordinance to change the hours
the path is open and legislation to close the path) for Council consideration
as soon as possible.
REFUSE DISPOSAL Donald Head, Director of Public Works of the County of
FEE REPORT Sonoma, presented the County's proposal to triple
disposal fees in order to fund the refuse disposal
division of the County 100%. He asked the City to forward its responses to
his office prior to June 13., 1980. He also invited the Council to attend the
hearing at the Board of Supervisors on June 24, 1980. Mayor Mattei referred
this matter to Council's Committee to Consider Garbage~Rafes whose membership
is Vice-Mayor Bond, and Councilmen Cavanagh and Perry. They were directed to
work with Superintendent of Public Works Roy Kelly and Mr. Walters of the
refuse collection company.
NORTH PETALUMA Council noted receipt of a letter from the Local
ANNEXATION ~~7 Agency Formation Commission regarding a proposal to
annex property at the corner of Shasta and Petaluma
Blvd. North.

MARINA Re olution No. 8876 N.C.S. to take no further action
RESO ~~8876 NCS regarding a Marina in the Petaluma River. Introduced
by Councilman Harberson,.seconded by Councilman Balshaw.
Council heard from Committee Chairman A1 Alys who read a letter to the Council;
from Councilman Cavanagh, Chairman of Council Marina Committee; from Vice-
Mayor Bond, member Council Marina Committee; from Mr. McLoughlin; and from Don
Milrick. After a very~long discussion regarding potential costs to the City
for the development of a Marina, a vote was taken on the resolution.

SMOKE DETEGTORS Introduce Ordinance No. 1423 N.C.S. amending Subsection
ORD. 4~1423 NCS C.of Section 1Z.20.070 of the Eetaluma Municipal Code
to require installation of products of combustion
detectors (smoke detectors) in all residential, real property upon sale or
other transfer thereof, and in any case, by July 1, 1983. (Introduced by
Councilman Cavanagh, seconded by Councilman Battaglia on May 19, 1980.)

BUILDING INSPECTION Council continued to June 16, 1980, consideration of
PROGRAM an ordinance which would' add Chapter 10.36 to the
PetaTuma Municipal Code requiring sellers of residences
prior to sale, to obtain a report showing authorized use, occupancy and zoning
classifications of the building or property and requiring the delivery of the
report to the buyer.
CONTRACT ZONING/ Ordinance No. 1422 N.C.S. amending Ordinance No. 1072
SPECIAL PILOT PRQJE`CT- N.C.S. (Zoning Ordinance) by adding Article 19.2'
PLANNED UNIT DISTRICT thereto, to adopt a provision allowing Special'Pilot
ORD. 4~1422 NCS Project - Planned Uni.t District and adding Article
19.3 thereto to permit development agreemerits.

ALLOTMENTS - Planning Director Freitas asked Council to give staff
MULTI-FAMILY guidance regarding processing parameters for the
198I CONSTRUCTION multi-family applications received by May '2, 1'9'80.
Counc.il consensus was to permit processing of al:l
condominium projects r-eceived~before May 2; these projects must obtain final
map approval by May 1, 1981 and obtain building permits by September 31,, 19'81.
Staff was requested to have this in resolution form for June 9.
SINGLE FAMILY Council consensus was to allow no more single family
ALLOTMENTS 1981 allo,tments to be given for 1981 for the areas of
Petaluma which are south of Washington Street.
BACKLOGGING OF Couneil ag_reed to set a time limit or cut-off date to
ALLOTMENTS discourage backlogging of allotments by developers.
Those projects which received allotments in the year
1977-78 or earlier must haye their final map appr-oved by July 1, 1981, or
their allotments will expire. Those projects which received allotments for
the 197$-79 year must have final~maps approved by July, 1982. Those projects
which received allotments for the 1980-81 year must have their final maps by
July 1983. (Note - tliere were no~allotments granted for 1979-8D.)

LUCCHESI PARK " Recreation Director Jim Raymond and Recreation Commission
GIFT CATALOG Chairman Nancy Read addressed the Council regarding
the Gift Catalog for community purchase of park amenities.
Council consensus was to move ahead with the catalog.
LUCCHESI PARK Resolution No. 8878 N.C.S. awarding bid for Lucchesi
GRADING AND Soccer Field and grading for Phase T of Lucchesi Park.
SOCCER FIELD Introduced by Councilman Cavanagh, seconded by Councilman
RESO 4E8878 NCS Battaglia to award the contract to Packard Paving of
Santa Rosa for the sum of $78, 277.

LOW/MODERATE City Attorney Klose advised the Council he is in the
COST HOUSING process of preparing a report and related documents on
the sale and resale of low and moderate priced housing
in town.
CITY vs. DOWD City Attorney Klose announced the City has been advised
they have won the case City vs. Dowd.
WATER POLLUTION City Manager Meyer advised the Council the California
CONTROL PLANT Regional Water Quality Control Board will hold a
public hearing on Tuesday, June 17, 1980, regarding
the discharge from the water pollution control plant of untreated or partially
treated waste water which occurred during the period of January 11-28, 1980.
ADJOURNED
At midnight the meeting was adjourned to 8:00 a.m.,
Monday, June 9, to consider the budget.
