INDUSTRIAL/COMMERGIAL Continued from May ,S, 1960 Council meeting. City
STUDY REPORT Manager Meyer reported that at the request of the Board
of Supervisors the County Planning Commission held
a hearing on the study on May 15, 1980, and that the first public heating at
the Board of Supervisors level is tentatiVely scheduled for June 10, 1.980.
Richard Yonash of the Chamber of Commerce, and also the City's alternative
representative to the.Industrial Steering Committee, addressed the Council.
Mrs. Lucy Webb also addressed the Council regarding the study.
Councilman Cavanagh arrived at 3:15 p.m.
After Council discussion of the study, Gouncilman
Balshaw made a motion, seconded by Vice-Mayor Bond, that.the City Gouncil
acknowledge receipt of the Study and reject it as a formal document.
Councilman Perry arrived at 4:00 p.m.

Ba~ttaglia made a motion, seconded by Vice-Mayor Bond, that if any:thing
further is to be done with the Industrial/Gommercial Stu.dy documerit, tfie appropriate
County body should hold public hearings in the Gity Hall Council Chambers in
Petaluma so that the people of this community could be'involved in the decision
process.

ESTABLISH F9IR MARKET Resolution No. 8862 N.C.S. establishing the fair market
UALUE PARKLAND - value for parkland and the cost of improvements fhereon
RESO ~~8862 NCS for the_,period commencing May 1, 1980, at $86, 760 per
acre, pursuant to~Petaluma Municipal Code Chap.ter 20.34.010,
as follows: Parkland -$22,000/acre; Public Improvements -$36,46`0/acre; Turf
and Irriga~tion -$28,300/acre. Introduced by Councilman Perry, seconded by
Coune:ilman:Balshaw. Assistant City Manager John Scharer advised the Council
this xepresented an increase of 6.1%. Public improvements and park impro~ements
elements of the fee will remain the same. He also indicated that representatives
of the building industry had been eonsulted in this matter.
CONFLICT OF INTEREST Ciiy Attorney Klose informed the Council that the
Galifornia Fair Political Practices Act h_as prepared
new rules and forms for Con"flict of Interest which must be acted upon~by public
agencies prior to July 1, 1980. THis act requires the reporting of ~certain
property and business acti~ities of designated.City employees and officials.
Legislation relative to the Conflict of Interest Code will be pre'sente'd~`fo-the
Council for its f inal adoption at the June 2, 19.80 Council meeting.

PETALUMA MARINA Mr. A1 Alys addressed the Council, stating the Harbor
Advisory Committee met today. He indicated the Committee
had just been apprised of new information relating to Marina cost estimates
which it had not had opportunity to review and, for this reason, would like to
request additional time to make a final report to the Council.
Mr. Les Shorter, Western Dock Enterprises, Novato, also
addressed the Council regarding estimated cost data for the construction of
floating docks.
Mr. Alys recommended that the Council;
1. Request its Harbor Committee to contact Col. John
Adsit, U.S. Army Corps of Engineers to obtain speeific
input as to the Corps' position relative to harbor
construction and its impact on future river dredging.
2. Council Harbor Committee contact Congressman Clausen
for a conference relative to Federal assistance for the
proposed Marina project.
3. A decision regarding-the employment of Morgan Noble
to prepare a feasibility study be delayed for two weeks
to enable the Harbor Advisory Gommittee to re~iew such
a report prepared for the proposed Foster City Marina
projec-t. •
The Council agreed to have this matter come before it
at the June 2, 1980 Council meeting, at which time a definite decision concerning
the project will be made. .~ ,

LOW/MODERATE City.Attorney Klose reviewed his May 14 memorandum to
INCOME HOUSING the City Manager outlining his opinion on the sale of
RESALE PRICE•. - homes for 1ow or moderate income families. Gouncil

RESTRICTION consensus was.staf'f-be direct'ed to come up with some
guidelines on either an anti-specu~lation ordinance or
some way fqr the City to impose regulations on:the
resale price of low/moderate income units.
MAYOR'S COMMITTEE ON Rev. Herb Bauck-xeported that there are 4,200 people
HUM9N SERUIC~ES - over the age of 60 in Petaluma. Of that number, it is
ELDERLY DAY CARE e_stimated that approximately 250 people could use day-
CENTER PROEOSAL care services, arid they would expect a daily attendance
of such a center of at least 25 persons~. - He asked=~~the~ ~
Council if the Fire Station at the- end<<ofi"D"= Street -~~ ~
were closed, could it~be used for an elderly day-care
center. He suggested that a citizens' advisory group
would run the.operation on a day-to-day b'asis under the
tutelage of the Human Seruices Committee. He es.timated
tha,t Reveriue Sharing Funds and Title 3 Funds could be
- used, as support for the center. It was'Gouncil c'onsensus
~that use of the Fire Station looked like a good idea at
such time that it was no longer used fox fire suppression
services.

DEVELOPMENT No. 1072 N.C.S. by reclassifying and rezoning the
ORD. 4~1419-N.C.S. property located at the southwest corner of Sartori
~ Drive and Casa Grande Road from R-1-10,000 to Planned
Unit Development, Assessor's Pareel No. 17-040-11. Introduced by Councilman
Harberson, seconded by Councilman Cavanagh on May 5. Planning Director Freitas
reviewed the proposal. The hearing was opened. There being no input either
oral or written, the hearing was closed and a vote was taken to adopt the
ordinance.

properLy located at 101 Ellis Street from Garden Apart-
ment Residential to Flanned Unit Development, Assessor's Parcel No. 007-361-19,
Royal Earls. Introduced by Councilman Harberson, seconded by Councilman Cavanagh
on May 5. Planning Director Freitas reviewed the proposal. The hearing was
opened. City Clerk Bernard read a letter from Mr. and Mrs. Spartaco Angemi of
109 Ellis Street, opposing the project-. Civil Engineer Emil Mogel said they
were aware of the drainage pxobleins and they will be solved in final design,
and Architect Dick Lieb advised a portion of carport area indicated on the map
shown to the Council was really garages with doors. There being no further
testimony, the hearing was`closed and a vote was taken to adopt the ordi:nance.

GENERAL PLAN REVISION Resolution No. 8864 N.C.S, adopting an amendment to the
RESO ~~8864 NCS General Plan 'and its°Environmenfal Design Element to
provide for a land•use designation of Urban High
Density Residential - 30 units per gross acre. There was a great deal of
discussion as' to~ whether ~or not the words' "elderly"~~or "~low-moderate income" or
"young couples" sliould be iricl°uded~ in the body' arid 'title of this resolution.
Council reached consensus that maximum density would be 30 units per acre and
all units above the count of 20 units per acre would be low-moderate income
housing. The resolution~ was; introd'uced' by Councilman Battaglia, seconded by
Councilman Balshaw. '

DREDGING - WESTERN Council considered the letter received May 19 from the
AVENUE TO WASHINGTON Department of Army Corps of Engineers regarding the
ST. BRIDGE fact they intend to dredge only as far as 100 feet '
upstream of the foot of Western Avenue (contrary
to that which Petaluma requested in Resolution No. 8840 N.C.S.). Staff was
requested to determine what the additional eost would be to dredge as far as
the Washington Street Bridge.
1980-81 BUDGET Council was advised there will be an all-day Budget
HEARINGS session beginning at 8:00 a.m. on June 9 and possibly a
meeting on June 30 for additional Budget considerations.
THOMPSON CREEK Councilman Ca~anagh reported that project plans appear
